Financing Oregon Two- to Four-Unit Rentals on Rent

Oregon's 2-4 unit market includes older duplexes and fourplexes in Portland, Salem and Eugene, plus a growing supply of new middle housing built under the state's zoning reforms. A DSCR loan qualifies them on combined rent, within Oregon's rent stabilization rules.

In short: You can finance a Oregon duplex, triplex or fourplex with a LendingStreet DSCR loan, sized on the building's combined rent. Leverage reaches 80% LTV on a purchase and 75% on a cash-out refinance, the minimum credit score is 620, the standard minimum DSCR is 1.0x and no tax returns are required. In Oregon, statewide rent stabilization, Portland's tenant rules and the gap between assessed and market value are the items to understand first.

Why Oregon investors buy duplexes, triplexes and fourplexes

Oregon passed a 2019 law requiring many cities to allow duplexes on single-family lots, and larger cities in the Portland area to allow triplexes, fourplexes and townhomes as well. That opened the door to new small multifamily, and investors now buy both older stock and new middle housing.

Prices are high relative to rents in Portland and Bend, so coverage at 80% LTV is often tight. Salem, Eugene, Corvallis and Medford can pencil more easily, with demand from state government, the University of Oregon and Oregon State. Oregon's rent rules shape how fast rents can grow, so underwrite on current rents rather than aggressive increases.

DSCR basics for two- to four-unit buildings

A DSCR loan ignores your personal income and looks at the building. The combined rent of all units, from leases or the appraisal's rent schedule, is divided by the monthly payment including taxes, insurance and dues. Standard programs want 1.0x or better; sub-1.0 programs are available for some buildings.

Leverage tops out at 80% LTV on a purchase and 75% on a cash-out refinance, with rate-and-term up to 80% on some programs. The minimum credit score is 620, loans start at $150,000, 30-year terms are available and LLC ownership is standard. Our investor loans are business-purpose loans on non-owner-occupied property, so the borrower does not occupy any unit.

Oregon property taxes and transfer taxes

Oregon limits growth in a property's assessed value to 3% a year under Measure 50, and the limit does not reset on sale. As a result, assessed value is often well below market value, and the bill you inherit can look low relative to the price. Use the actual current bill for the address.

Oregon voters banned new real estate transfer taxes in 2012, but Washington County's existing transfer tax remains. Insurance depends on location: wildfire exposure in southern and central Oregon can affect quotes, and older wood-frame buildings in Portland may draw questions about seismic risk and wiring.

Portland-area properties may also carry local bond and levy charges that vary by school district and city. The tax statement lists them separately; use the total.

Worked example: a Eugene duplex

This example is illustrative and not a quote. An investor buys a duplex in Eugene for $560,000 with 20% down, so the loan is $448,000. The two units rent for $1,900, $1,900 a month, $3,800 in total. Taxes and insurance run about $530 a month.

On a 30-year amortization, estimated principal and interest is about $3,132, for a total payment of about $3,662. Dividing $3,800 of rent by that payment gives a DSCR of about 1.04x, above the 1.0x standard minimum. Coverage is close to the minimum at 80% LTV. Because Oregon caps rent increases, a buyer here should not plan on raising rents quickly to improve the ratio.

Oregon rent stabilization and Portland rules

Oregon's statewide rent stabilization law caps annual increases for most units in buildings 15 or more years old, with the cap tied to inflation and a maximum set by statute. After the first year of occupancy, landlords generally need a qualifying reason to end a tenancy, and some no-fault terminations require relocation payments.

Portland adds its own rules, including relocation assistance on certain terminations, screening and deposit rules, and a rental registration requirement. Read the current rules before you set your rent assumptions.

New middle housing built under the state law sometimes sits on lots divided through Oregon's middle housing land division process. A building on one lot is a single 2-4 unit loan; units on divided lots may be financed separately.

Duplex, triplex, fourplex or 5-8 units?

Each added unit spreads the price and fixed costs across more rent, which usually helps coverage, but it also adds turnover, repairs and management. A duplex is easiest to resell to a wide pool of buyers; a fourplex often has the strongest ratio. Buildings of 5 to 8 units can still use residential DSCR programs, though max LTV varies by program; see our Oregon 5-8 unit page. Nine or more units is commercial and covered on our multifamily pages.

When to refinance a Oregon duplex or fourplex

Once a building is leased and stable, a DSCR cash-out refinance can pull equity up to 75% LTV, and a rate-and-term refinance can reach 80% LTV on some programs. Seasoning rules for cash-out vary by program. If you bought with a bridge or rehab loan, refinancing into a 30-year DSCR loan is the usual exit.

Common questions

Does Oregon rent stabilization affect my DSCR loan?

The loan is qualified on current rent, so the cap does not change approval. It does limit how fast rents can grow, which affects long-term returns.

Why is my Oregon property tax bill low relative to the price?

Measure 50 limits assessed value growth to 3% a year, and the limit does not reset on sale, so assessed value often trails market value.

Can I qualify below 1.0x DSCR?

Some programs allow it, usually with stronger credit or more reserves. Putting more down is the other common fix, since it lowers the payment the rent has to cover.

Can I live in one unit of a Oregon duplex with this loan?

No. Our investor loans are business-purpose loans on non-owner-occupied property, so every unit must be rented and you cannot occupy any of them. If you plan to live in the building, a consumer mortgage is the right product instead.

Can I finance new middle housing built under Oregon's zoning law?

Yes, if the property is complete, legally permitted as two to four units and rentable. Ground-up builds use a construction loan first.

Does Portland require rental registration?

Yes. Portland requires rental registration, and other city tenant rules apply. Check current requirements.

What rent is used if one unit is empty at closing?

Occupied units use their leases, and empty units usually use the appraiser's market rent estimate from the rent schedule. Treatment varies by program, so tell us about any vacancy up front.

Do I need to close in my own name?

No. LLCs are standard, and many investors hold each building in its own entity. Expect to sign for the loan personally as well, and to provide the entity documents.
