DSCR Loans for Pennsylvania Duplexes, Triplexes and Fourplexes

Pennsylvania's small multifamily ranges from Philadelphia rowhouses converted into two or three units to Pittsburgh frame duplexes and Allentown and Reading multi-unit brick houses. A DSCR loan qualifies them on combined rent, but transfer tax and city rental licensing deserve attention.

In short: Yes, LendingStreet finances duplexes, triplexes and fourplexes across Pennsylvania with DSCR loans that qualify on the combined rent of all units. Purchases go up to 80% LTV and cash-out refinances up to 75%, with a standard 1.0x minimum DSCR, a 620 minimum credit score and no W-2s or tax returns. In Pennsylvania, realty transfer tax, county assessment practices and Philadelphia rental licensing are the items to understand before you offer.

Why 2-4 unit buildings are common in Pennsylvania

Pennsylvania's older cities were built dense, and many large rowhouses and twins were later split into apartments. Philadelphia, Pittsburgh, Allentown, Reading, Lancaster, Harrisburg, Erie and Scranton all have deep supplies of small multifamily at a wide range of prices.

Demand is steady from universities, hospital systems and commuters, and the Lehigh Valley has drawn tenants from New York and New Jersey. Prices in many Pennsylvania cities let duplexes and triplexes cover a DSCR payment, though Philadelphia's closing costs and rental rules add work.

How a DSCR loan sizes a duplex, triplex or fourplex

The loan qualifies on the debt service coverage ratio: the combined monthly rent of every unit divided by the full monthly payment, including principal, interest, taxes, insurance and any association dues. The standard minimum is 1.0x, and sub-1.0 programs exist for buildings that fall a little short.

Purchases go up to 80% LTV, cash-out refinances up to 75% and rate-and-term refinances up to 80% on some programs. Loans start at $150,000 with no stated maximum, 30-year terms are available, the minimum credit score is 620 and no W-2s or tax returns are needed. LLC borrowers are standard. Our investor loans are business-purpose loans on non-owner-occupied property, so every unit is a rental.

Pennsylvania transfer tax and property assessments

Pennsylvania charges a realty transfer tax at the state level, and most municipalities and school districts add their own. Philadelphia's combined state and city transfer tax is among the highest in the country. Buyer and seller often split it by custom, but the contract controls. Ask your title company for the figure early.

Pennsylvania counties are not required to reassess on a set schedule, and some have not done a countywide reassessment in many years. That means assessed values can be far from market value, and school districts or owners sometimes file appeals after a sale. Ask about the assessment and any pending appeals.

In Philadelphia, the city reassesses property values more regularly than many Pennsylvania counties, and recent reassessments raised many bills. Use the current year's assessment.

Worked example: a Allentown triplex

This example is illustrative and not a quote. An investor buys a triplex in Allentown for $420,000 with 20% down, so the loan is $336,000. The three units rent for $1,400, $1,400, $1,400 a month, $4,200 in total. Taxes and insurance run about $700 a month.

On a 30-year amortization, estimated principal and interest is about $2,349, for a total payment of about $3,049. Dividing $4,200 of rent by that payment gives a DSCR of about 1.38x, above the 1.0x standard minimum. Taxes include county, city and school district levies. A building in a different school district could carry a noticeably different bill.

Philadelphia licensing and statewide rules

Pennsylvania's Landlord and Tenant Act sets deposit and notice rules statewide. Philadelphia requires a rental license, a certificate of rental suitability for each new tenant and lead-safe or lead-free certification for many pre-1978 rentals. Pittsburgh has a rental registration program. Check city requirements before closing.

Older rowhouse conversions sometimes have unclear legal unit counts. Confirm that the zoning and certificate of occupancy match the number of units you are buying, since an unpermitted unit may not count toward rent.

Pittsburgh's hillside lots and older retaining walls can be expensive to repair, and some streets are steep enough to affect access. Have the inspector look at walls, stairs and drainage, not only the building.

Choosing a unit count in Pennsylvania

A two-unit building is the simplest to buy, insure and sell. Three and four units usually improve the ratio because one roof, one tax bill and one insurance policy cover more rent. Beyond four units, residential DSCR programs still reach 8 units, with max LTV that varies by program, and our Pennsylvania 5-8 unit page covers those buildings. At 9 units and up the loan becomes commercial.

Refinancing a Pennsylvania 2-4 unit later

Many investors buy a tired building with short-term rehab financing, lease the units and then refinance into a long-term DSCR loan. Cash-out tops out at 75% LTV and rate-and-term at up to 80% on some programs, and how long you must own the property before a cash-out varies by program.

Common questions

Who pays Pennsylvania realty transfer tax?

Buyer and seller often split it by custom, but the purchase agreement controls. In Philadelphia the combined tax is high, so confirm the figure early.

Do Philadelphia rentals need a license?

Yes. Philadelphia requires a rental license, and many pre-1978 rentals need lead-safe or lead-free certification. Each new tenant gets a certificate of rental suitability.

Can I live in one unit of a Pennsylvania duplex with this loan?

No. Our investor loans are business-purpose loans on non-owner-occupied property, so every unit must be rented and you cannot occupy any of them. If you plan to live in the building, a consumer mortgage is the right product instead.

What rent is used if one unit is empty at closing?

Occupied units use their leases, and empty units usually use the appraiser's market rent estimate from the rent schedule. Treatment varies by program, so tell us about any vacancy up front.

Can I finance a rowhouse converted to three units?

Yes, if the units are legal and the property appraises as three units. Confirm the zoning and certificate of occupancy before you offer.

Can I finance a Pittsburgh duplex with a DSCR loan?

Yes. It qualifies on combined rent. Ask about Allegheny County's assessment and any appeals.

Do I need to close in my own name?

No. LLCs are standard, and many investors hold each building in its own entity. Expect to sign for the loan personally as well, and to provide the entity documents.

What is the minimum down payment on a 2-4 unit in Pennsylvania?

Purchases go up to 80% LTV, so at least 20% down, with loans from $150,000. A low DSCR or high taxes can require more, and you will also need funds for closing costs and reserves.
