2-4 Unit DSCR · Virginia Beach

DSCR Loans for Duplexes, Triplexes and Fourplexes in Virginia Beach

Virginia Beach was built mostly as a single-family suburb, so 2-4 unit buildings are scarcer here than in Norfolk next door. The ones that exist tend to sit near the water, in older beach neighborhoods, and they rent well to military and young professional tenants.

In short: LendingStreet finances Virginia Beach and Hampton Roads duplexes, triplexes and fourplexes with DSCR loans that qualify on the combined rent of all units, with no W-2s or tax returns and LLC borrowers allowed. Loans start at $150,000 with no stated maximum, purchases go up to 80% LTV, cash-out refinances up to 75% LTV, and the standard minimum DSCR is 1.0x. Flood insurance and wind deductibles are often what decide the ratio on buildings near the water.

Where 2-4 unit buildings are in Virginia Beach

Small multifamily in Virginia Beach clusters in a few places: the older blocks behind the Oceanfront north of Rudee Inlet, Chesapeake Beach and other communities along Shore Drive near Lynnhaven Inlet, and pockets around Pembroke, Aragona and Thalia closer to the Norfolk line. Expect side-by-side duplexes, up-and-down units in older beach cottages and some 1970s and 1980s fourplexes.

Norfolk has a much deeper supply. Ghent, Colonial Place, Park Place, Riverview and Ocean View all have early 20th century houses split into two to four units, and many Virginia Beach investors buy there. Hampton and Newport News on the Peninsula add more duplex stock at lower prices.

Zoning for two to four units

Most of Virginia Beach is zoned for single-family homes, and the city uses separate districts for duplexes and apartments. An existing duplex in a duplex district is straightforward. A single-family house with an added unit may not be legal, and an appraiser will usually value it as a single-family home with extra space.

Check the zoning and the city's records for the legal number of units before you count rent from a unit. In Norfolk, converted houses in older neighborhoods should also be checked against the city's zoning and any historic district rules.

Older beach cottages near the Oceanfront were sometimes divided decades ago, and the paperwork does not always match what is on the ground. Separate entrances, separate meters and a city record showing two units are the best signs that a duplex is legal.

Rents and the military market

Rents across Hampton Roads are shaped by military housing allowances. Many tenants at NAS Oceana, Little Creek-Fort Story, Dam Neck and Naval Station Norfolk choose duplex units close to base or close to the beach. That gives steady demand, with turnover when orders change.

Underwriting uses in-place leases or a market rent estimate for each unit. Two-bedroom duplex units near the water often lease for more than similar units inland, but flood and wind costs rise too.

Virginia's Residential Landlord and Tenant Act governs leases, deposits and notices statewide. If you buy an occupied building, read every lease and confirm deposits transfer at closing. Vacant units can be counted at market rent on some programs, using the appraiser's rent schedule.

Worked example: a Chesapeake Beach duplex

This example is illustrative and not a quote. An investor buys a side-by-side duplex near Shore Drive for $575,000. Each unit rents for $2,100, or $4,200 combined. Taxes are $470 a month, and insurance including flood coverage is $330.

At 75% LTV the loan is $431,250, with estimated principal and interest of about $2,869. The total is about $3,669, for a DSCR of about 1.14x.

For comparison, a Norfolk fourplex in Ghent at $640,000 with $4,650 in combined rent would carry a loan of $480,000 at 75% LTV and a total payment of about $4,043, for a DSCR of about 1.15x.

Flood and wind insurance near the bay

Shore Drive, Chesapeake Beach and much of the Oceanfront sit close to the Chesapeake Bay or the Atlantic, and many lots are in FEMA flood zones. Flood insurance is generally required there and can be a large line on a duplex. Wind coverage often has a percentage deductible for named storms.

Ask for an elevation certificate if the seller has one, and get quotes before your inspection period ends. A few hundred dollars a month in flood premium can be the difference between clearing 1.0x and falling short, especially on a bayfront duplex where rents are similar to inland units.

Taxes and closing costs

Virginia Beach reassesses every year. After a sale, the next assessment often moves toward the purchase price, so budget taxes on what you paid. Virginia's recordation tax applies to the deed and the deed of trust, and the seller typically pays the grantor tax.

If you buy in Norfolk, Chesapeake or Hampton instead, each city sets its own real estate tax rate. Compare the actual tax line on similar buildings across city lines before you decide where to buy, because the difference shows up directly in the ratio.

Short-term rental use on a duplex

Some Oceanfront duplexes sit inside the city's short-term rental overlay areas, and others do not. If you plan to rent one or both units nightly, confirm the overlay status first. Most 2-4 unit loans in Virginia Beach are underwritten on 12-month leases, and our STR programs only count nightly income where the use is allowed.

Larger buildings and refinances

Five to eight unit buildings are still residential and fall under our 5-8 unit DSCR programs, where max LTV can be lower and varies by program. Owners of an existing duplex or fourplex can refinance: up to 75% LTV on cash-out and up to 80% on rate-and-term on some programs, with seasoning that varies by program.

Common questions

Are duplexes common in Virginia Beach?

Less common than single-family homes. They cluster near the Oceanfront, along Shore Drive and closer to Norfolk, which has more 2-4 unit stock.

Do military housing allowances count as rent?

Yes. A lease paid with a housing allowance counts like any other lease.

Can I finance a Norfolk fourplex?

Yes. Fourplexes are residential and qualify on combined rent.

Do I need flood insurance?

If the building is in a FEMA flood zone, it is generally required, and the premium counts in the DSCR.

Can I rent duplex units nightly?

Only where the city allows it, mainly in overlay areas. Most duplex loans use long-term leases.

What if the building has five units?

That falls under our 5-8 unit DSCR programs.

Can I cash out equity?

Yes, up to 75% LTV if the rent covers the new payment. Seasoning varies by program.

Can I live in one unit?

No. Our investor loans are business-purpose loans on non-owner-occupied property.
