Financing Virginia Two- to Four-Unit Rentals on Rent

Virginia's duplexes and fourplexes sit in Richmond's older neighborhoods, across Hampton Roads near the bases and shipyards, and in college towns like Charlottesville, Harrisonburg and Blacksburg. A DSCR loan qualifies them on combined rent, with recordation tax and flood exposure the local items to watch.

In short: You can finance a Virginia duplex, triplex or fourplex with a LendingStreet DSCR loan, sized on the building's combined rent. Leverage reaches 80% LTV on a purchase and 75% on a cash-out refinance, the minimum credit score is 620, the standard minimum DSCR is 1.0x and no tax returns are required. In Virginia, the recordation tax, annual local reassessments and Hampton Roads flood exposure are the items to check first.

Why Virginia investors buy small multifamily

Virginia's rental demand is diverse: the Navy and other services in Hampton Roads, shipbuilding in Newport News, state government and health systems in Richmond, and large universities in several smaller cities. Richmond's Fan, Church Hill and Northside neighborhoods have older duplexes and converted houses, and Norfolk has two-family stock in Ghent and Colonial Place.

Northern Virginia prices are high enough that two-unit coverage at 80% LTV is rare, so many investors focus on Richmond, Norfolk, Newport News, Hampton, Roanoke and Lynchburg. In Hampton Roads, tidal flooding and flood insurance are part of the analysis on many streets.

College towns add another layer: Harrisonburg, Blacksburg and Charlottesville have duplexes leased to students on the academic calendar, often at strong rents relative to price, though local zoning may cap the number of unrelated tenants per unit.

DSCR basics for two- to four-unit buildings

A DSCR loan ignores your personal income and looks at the building. The combined rent of all units, from leases or the appraisal's rent schedule, is divided by the monthly payment including taxes, insurance and dues. Standard programs want 1.0x or better; sub-1.0 programs are available for some buildings.

Leverage tops out at 80% LTV on a purchase and 75% on a cash-out refinance, with rate-and-term up to 80% on some programs. The minimum credit score is 620, loans start at $150,000, 30-year terms are available and LLC ownership is standard. Our investor loans are business-purpose loans on non-owner-occupied property, so the borrower does not occupy any unit.

Virginia recordation tax, reassessments and insurance

Virginia charges a state recordation tax on deeds and on deeds of trust, and localities add their own share. The buyer customarily pays recordation tax, so on a purchase you pay it on both the deed and your loan. The seller customarily pays the grantor tax. Ask your settlement agent for the figures.

Many Virginia cities and counties reassess real estate every year, so the bill can move annually. In Hampton Roads, check the flood zone and the property's elevation. Flood insurance can be a large monthly cost, and it counts in the ratio when required.

Richmond and Norfolk also charge stormwater fees on the real estate bill, which count as part of the property's carrying costs when you estimate your own cash flow.

Worked example: a Norfolk duplex

This example is illustrative and not a quote. An investor buys a duplex in Norfolk for $400,000 with 20% down, so the loan is $320,000. The two units rent for $1,650, $1,650 a month, $3,300 in total. Taxes and insurance, including flood coverage, run about $630 a month.

On a 30-year amortization, estimated principal and interest is about $2,237, for a total payment of about $2,867. Dividing $3,300 of rent by that payment gives a DSCR of about 1.15x, above the 1.0x standard minimum. The $90 line is flood insurance. A similar duplex outside the flood zone would not carry it and would show a slightly stronger ratio.

Virginia landlord rules

The Virginia Residential Landlord and Tenant Act applies statewide and was updated several times in recent years, including changes to notice periods and tenant remedies. Virginia does not have rent control.

Virginia law lets localities create rental inspection districts in areas with blight or code problems, and some cities require inspections when a unit in a district is rented. Ask the city whether the address sits in one.

In Hampton Roads, also ask about military clauses in existing leases, which let service members end a lease early when they receive orders. They are standard and do not affect qualification, but they affect turnover.

Duplex, triplex, fourplex or 5-8 units?

Each added unit spreads the price and fixed costs across more rent, which usually helps coverage, but it also adds turnover, repairs and management. A duplex is easiest to resell to a wide pool of buyers; a fourplex often has the strongest ratio. Buildings of 5 to 8 units can still use residential DSCR programs, though max LTV varies by program; see our Virginia 5-8 unit page. Nine or more units is commercial and covered on our multifamily pages.

When to refinance a Virginia duplex or fourplex

Once a building is leased and stable, a DSCR cash-out refinance can pull equity up to 75% LTV, and a rate-and-term refinance can reach 80% LTV on some programs. Seasoning rules for cash-out vary by program. If you bought with a bridge or rehab loan, refinancing into a 30-year DSCR loan is the usual exit.

Common questions

Who pays Virginia recordation tax on a duplex purchase?

The buyer customarily pays recordation tax on the deed and the deed of trust. The seller customarily pays the grantor tax. Your contract controls.

Does a Norfolk duplex need flood insurance?

If it is in a mapped flood zone, the lender will require flood coverage, and that premium counts in the DSCR payment.

Do I need to close in my own name?

No. LLCs are standard, and many investors hold each building in its own entity. Expect to sign for the loan personally as well, and to provide the entity documents.

What is the minimum down payment on a 2-4 unit in Virginia?

Purchases go up to 80% LTV, so at least 20% down, with loans from $150,000. A low DSCR or high taxes can require more, and you will also need funds for closing costs and reserves.

Can I finance a Richmond duplex in the Fan with a DSCR loan?

Yes. It qualifies on the combined rent of both units. Older Fan buildings may need system updates, so get a thorough inspection.

Does Virginia have rent control?

No. Virginia does not have rent control on residential units.

Is personal income verified?

No. DSCR loans qualify on the property's rent, with no W-2s, pay stubs or tax returns. Credit, reserves and the property itself are what underwriting reviews.

Can I qualify below 1.0x DSCR?

Some programs allow it, usually with stronger credit or more reserves. Putting more down is the other common fix, since it lowers the payment the rent has to cover.
