Construction Loans for Lakeland and Polk County Investors

Lakeland sits halfway between Tampa and Orlando on I-4, with lower land prices than either. Polk County has been one of Florida's fastest-growing counties, and builders have followed the people.

In short: LendingStreet finances ground-up construction of 1-8 unit investment property in Lakeland and Polk County, including Winter Haven, Auburndale, Bartow, Haines City and Davenport. Loans are sized on loan-to-cost, funded through inspected draws and priced per project. Build-to-rent homes, spec homes and duplexes are common, and in northeast Polk some investors build vacation rentals near the Orlando theme parks.

Polk County building areas

In Lakeland, South Lakeland and the Lakeland Highlands area have newer subdivisions and good schools. Neighborhoods near Lake Morton, Lake Hollingsworth and Dixieland are older and higher priced, with occasional infill. North Lakeland is closer to I-4 and the logistics centers.

Winter Haven and Auburndale to the east have grown steadily. Haines City and Davenport, in the northeast corner of the county near the Osceola line, have seen heavy construction, including vacation rental communities close to the theme parks. Bartow and Lake Wales are smaller markets farther south.

Plant City, just across the Hillsborough County line, is part of the same commuter shed and is often compared with west Lakeland. Investors weighing a lot on either side should compare impact fees, tax rates and school assignments, which differ by county.

Who rents in Polk County

Logistics and distribution centers along I-4, including a large air cargo operation at Lakeland Linder International Airport, employ thousands. Publix is headquartered in Lakeland, and the region's hospitals and colleges add more jobs.

Many renters work in Tampa or Orlando and choose Polk for lower housing costs. Three- and four-bedroom block homes with garages are the standard rental product.

Near Davenport, some resort-style communities are zoned and designed for short-term rentals. Some DSCR programs can qualify on projected short-term revenue there, but rules vary by community and county.

Permits, sinkholes and impact fees

Lakeland, Winter Haven, Haines City and Polk County each handle their own permits. Florida requires licensed contractors, and the Florida Building Code applies.

Central Florida's limestone geology makes Polk County one of the more sinkhole-prone areas in the state. A geotechnical report on the lot is a good investment, and insurers may ask about sinkhole and catastrophic ground cover collapse coverage.

Polk County and its cities charge impact fees on new homes, which can be substantial. Include them in soft costs.

The mechanics: LTC, draws and inspections

Every Lakeland construction file starts with the budget. The loan is sized on loan-to-cost across land, vertical construction and soft costs, and the terms are set for that specific project rather than from a rate sheet.

After closing, the builder draws funds as work is completed and inspected. Plan for the gap between paying a subcontractor and receiving the draw; investors who budget a cash cushion for that timing rarely stall.

Florida taxes and insurance

Florida charges documentary stamp tax on deeds and notes, plus intangible tax on new mortgages. Both the construction loan and the later refinance can trigger them.

Non-homestead property in Florida has a 10% annual cap on assessment increases for most taxes, but the first assessment reflects the completed value. Insurance is a major cost; get a quote early.

Worked example: a rental home in South Lakeland

This example is illustrative and not a quote. An investor builds a four-bedroom block home with a garage on a subdivision lot outside the flood zone. Land costs $55,000, hard construction costs $270,000 and soft costs $30,000, for a total project cost of $355,000. For illustration the loan covers 80% of cost, or $284,000, and the investor brings $71,000 plus closing costs; actual LTC is set per project.

Once built and leased at $2,800 a month, the property is valued at $395,000. A 75% DSCR refinance of $296,000 retires the construction loan. Estimated principal and interest runs about $2,019; add taxes of about $450 and insurance of about $210 and the payment is about $2,679, a DSCR of about 1.05x.

Impact fees and the geotechnical report are part of the $30,000 in soft costs here.

Which Lakeland projects qualify, and which usually do not

Our investor loans are business-purpose loans on non-owner-occupied property, covering 1 to 8 units: spec homes, build-to-rent houses, infill duplexes and fourplexes and small 5-8 unit buildings. Buildings of 9 or more units are commercial and are handled through our commercial loan program.

Exit options

Most investors hold new rentals in Lakeland and refinance into a DSCR loan once leased. Spec homes sell to owner-occupants and to investors, especially in South Lakeland and Winter Haven.

Watch supply. Polk County has added many new homes, so rent and resale comps for new construction deserve a close look.

Insurance and taxes on a new Polk County home are lower than on many coastal Florida rentals, which helps a held rental clear the DSCR minimum at a moderate rent.

Common questions

Are sinkholes a concern in Lakeland?

Polk County is one of the more sinkhole-prone areas in Florida. Get a geotechnical report and ask insurers about coverage.

Can I build a vacation rental near Davenport?

Some communities there are designed for short-term rentals. Check county and HOA rules before you build.

How is the loan amount set on a ground-up project?

On loan-to-cost. We add up land, construction and soft costs and lend a share of that total, set for the specific project.

Do Polk County impact fees apply to new rentals?

Yes. Impact fees apply to new homes and can be substantial. Include them in the budget.

Do you lend in Winter Haven?

Yes. Winter Haven and Auburndale are part of the Polk County market we serve.

Do I get all the construction money at closing?

No. Funds are released through a draw schedule after inspections confirm each stage of work.

What is the usual exit for a build-to-rent project?

A DSCR refinance once the units are leased. DSCR loans qualify on rent, with no W-2s or tax returns, and LLC borrowers are standard.
