Middle Georgia builders work two very different markets: older Macon neighborhoods with vacant infill lots, and fast-growing Houston County subdivisions south toward Robins Air Force Base. The loan works the same way in both, but the budget, the tenant and the exit do not.
In short: LendingStreet finances ground-up construction on 1-8 unit investment properties in the Macon area, with the loan sized on loan-to-cost and funds released through inspected draws. Most Macon-area investor builds are single-family spec homes, build-to-rent houses in Warner Robins, Kathleen and Perry, and infill duplexes near Mercer University. Our investor loans are business-purpose loans on non-owner-occupied property, and most projects exit by sale or a refinance into a DSCR loan.
Inside Macon-Bibb, infill work tends to cluster in older neighborhoods such as Beall's Hill near Mercer University, Pleasant Hill, Vineville and the streets around Ingleside, where vacant or blighted lots sit between established houses. The Macon-Bibb County Land Bank Authority sells some tax-reverted lots, which can lower land cost but adds title and timing questions.
South of the city, Houston County has absorbed much of the region's new subdivision growth. Warner Robins, Bonaire, Kathleen and Perry draw renters tied to Robins Air Force Base and its contractors, and builders there often put up three- and four-bedroom slab homes in phases. North Macon and Jones County offer larger lots for spec homes aimed at buyers rather than renters.
| Project type | Where it tends to fit | Local issues to check |
|---|---|---|
| Infill single-family or duplex | Beall's Hill, Pleasant Hill, Vineville, east Macon | Lot title, utility taps, historic district review on some blocks |
| Build-to-rent houses | Warner Robins, Bonaire, Kathleen, Perry | Subdivision approvals, base-driven tenant demand, HOA leasing rules |
| Spec homes for sale | North Macon, Jones County, Lizella | Resale comparables, septic on rural lots |
Macon-Bibb is a consolidated city-county government, so zoning in most of the county runs through the Macon-Bibb County Planning and Zoning Commission and building permits through the consolidated government. Macon has a large number of historic districts, and new construction on a lot inside a locally designated district can need design review before a permit is issued. Build that review time into your schedule.
Warner Robins, Perry and the unincorporated parts of Houston County each have their own permitting offices and subdivision rules. A lot that is platted and served by water and sewer is a very different start from raw acreage that still needs a plat, so tell us which you have. Confirm current fees, impact fees and setbacks with the jurisdiction before you lock the budget.
Macon sits on the Fall Line, where Piedmont clay meets the sandier Coastal Plain soils to the south, so foundation and grading needs can change within a few miles. Summer heat and spring severe storms shape roof, HVAC and drainage choices more than freezing weather does.
Ground-up loans are sized on loan-to-cost (LTC): the loan is a share of the total project cost, which includes land, hard construction costs and soft costs such as plans, engineering, permits and fees. The exact LTC and terms are set per project, based on the plans, the budget, the location and the builder's record.
The appraiser also estimates the completed value. A project where the finished value comfortably exceeds the total cost gives everyone room if the budget runs over or the market softens.
This example is illustrative and not a quote. An investor builds a side-by-side duplex on an infill lot near Mercer University. Land costs $38,000, the hard-cost budget is $318,000 and soft costs such as plans, permits, fees and builder's risk insurance are $30,000, for a total project cost of $386,000. If the project is sized at 80% of total cost, the construction loan is $308,800 and the investor brings $77,200 in cash or land equity.
At completion the property appraises at $455,000 and leases as two 3-bedroom units at $1,475 each, for $2,950 a month. A DSCR refinance at 75% LTV is $341,200, enough to pay off the $308,800 construction loan with about $32,400 left over before closing costs. Estimated principal and interest on a 30-year loan is about $2,328; with taxes of $330 and insurance of $150 a month, the payment is about $2,808 and the DSCR is about 1.05x.
That clears the 1.0x standard minimum. Interest during construction and closing costs are not shown, and your numbers will differ.

The loan is not handed over in one piece. After closing, construction funds are released through a draw schedule tied to milestones like foundation, framing, roof and windows, rough-ins and final completion. Each request is checked by an inspection before money goes out.
Subcontractors usually need to be paid before a draw lands, so keep working capital on hand. Map the timing with our construction draw schedule calculator.
Georgia assesses property at a 40% assessment ratio, meaning the taxable value is 40% of fair market value, and the millage rate is applied to that figure. Homestead exemptions only apply to a primary residence, so a finished rental is taxed without them. The Macon-Bibb and Houston County assessors pick up new construction once it is complete, so budget taxes on the finished value, not the vacant-lot bill.
Georgia is an attorney-closing state, and the intangible recording tax applies to some long-term notes, which can matter when you refinance the finished home into a 30-year DSCR loan. Ask your closing attorney to estimate it.
Gather these first. A borrower with no completed builds and no experienced general contractor, or a project with no plans or path to permits, usually does not qualify.
We finance business-purpose construction on non-owner-occupied 1-8 unit properties across Macon-Bibb, Houston, Jones, Monroe and Peach counties. Send the address, plans, budget, builder details and your exit plan, and we will review the LTC, the draw schedule and the completed value. Often yes, once title is clear and insurable. Land bank lots can carry deed restrictions or build deadlines, so share the purchase terms early and we will factor them into the schedule.
Yes. Single-family and 2-4 unit build-to-rent projects in Warner Robins, Bonaire, Kathleen and Perry are a good fit, provided the lots are platted, permitted and the builder has a track record.
It can. Some Macon neighborhoods require design approval for new construction before a building permit. Ask the planning office whether your lot is in a local district before you finalize plans.
At a 40% assessment ratio of fair market value times the local millage, with no homestead exemption on a rental. Use the finished value when you estimate the DSCR after completion.
Experience matters. A borrower with completed builds, or one working with an experienced licensed general contractor, is in a much stronger position. Projects with no build track record on the team usually do not qualify.
Most investors refinance the finished, leased property into a long-term DSCR loan that qualifies on rent, with no W-2s or tax returns. Seasoning rules vary by program.
No. Our investor loans are business-purpose loans on non-owner-occupied property. We do not finance a home you or your family will occupy.
Often soon after completion and lease-up, but seasoning rules for a DSCR refinance vary by program. Plan the timing with us before you start the build.
