Ground-Up Construction Loans in Pensacola, Florida

Pensacola builders work in a market shaped by the Navy, the Gulf and a long hurricane history. New construction is popular with tenants and insurers alike, but only when the budget includes wind and flood design from day one.

In short: Yes. LendingStreet offers ground-up construction loans for spec homes, build-to-rent houses and small 2-8 unit buildings around Pensacola, sized on total project cost and funded in stages as work passes inspection. Typical projects include infill homes in East Hill and North Hill, build-to-rent houses in Pace, Milton and Cantonment, and spec homes in Navarre and Gulf Breeze. Every loan is a business-purpose loan on non-owner-occupied property, with an exit by sale or refinance into a DSCR rental loan.

Where Pensacola-area investors are building

In the city, infill lots in East Hill, North Hill, Belmont-DeVilliers and neighborhoods near downtown can take new single-family homes and some duplexes, with strong demand from medical and military renters. Warrington and areas near Naval Air Station Pensacola draw service members.

Santa Rosa County, across Escambia Bay, has grown quickly. Pace, Milton and the areas near Naval Air Station Whiting Field are popular for build-to-rent and starter homes, while Gulf Breeze and Navarre carry higher land costs closer to the beaches.

Permits and historic review

The City of Pensacola issues permits inside city limits and has historic and preservation districts where new construction goes through architectural review, including parts of North Hill and the downtown area. Escambia County and Santa Rosa County handle unincorporated areas, and each city such as Milton and Gulf Breeze has its own office.

Coastal lots near the beaches and bays can involve additional state review, and properties on Pensacola Beach sit on land leased from the county, which changes the financing picture. Confirm the parcel's status before you plan.

Pensacola example: from lot to DSCR refinance

This example is illustrative and not a quote. An investor builds a 3-bedroom build-to-rent home in Pace. Land costs $45,000, the hard-cost budget is $255,000 and soft costs such as plans, permits, fees and builder's risk insurance are $25,000, for a total project cost of $325,000. If the project is sized at 80% of total cost, the construction loan is $260,000 and the investor brings $65,000 in cash or land equity.

At completion the property appraises at $360,000 and leases as one 3-bedroom, 2-bath home, for $2,350 a month. Because wind insurance and taxes take a big share of the rent on the Panhandle, the investor plans the DSCR refinance at 65% LTV instead of the 75% maximum. That loan is $234,000, so the investor pays down about $26,000 of the $260,000 construction loan with cash and leaves more equity in the property. Estimated principal and interest on a 30-year loan is about $1,596; with taxes of $360 and insurance of $240 a month, the payment is about $2,196 and the DSCR is about 1.07x.

That clears the 1.0x standard minimum. Interest during construction and closing costs are not shown, and your numbers will differ.

Wind, water and the insurance quote

Hurricanes Ivan and Sally both did major damage here, and heavy rain has flooded parts of the area outside mapped zones. Florida's building code sets wind-load rules for the Panhandle, and well-designed roofs and openings can reduce the insurance premium on the finished home.

Loan-to-cost, explained

We size new construction on loan-to-cost, not on today's value of a vacant lot. Total cost means the land, the hard-cost budget and the soft costs: architecture, engineering, permits, impact or tap fees and builder's risk insurance. The share we lend and the terms are set per project.

Equity can come from cash or from land you already own. A realistic completed value, supported by nearby new-construction sales or rents, matters as much as the cost line.

The draw schedule

Construction money is paid out in stages. You or your builder request a draw, an inspector verifies the completed work against the budget line items, and the funds are released. Common milestones are site work and foundation, framing, dry-in, mechanical rough-ins, drywall and final.

Because interest generally accrues only on drawn funds, a well-planned schedule keeps carrying costs down. Use our construction draw schedule calculator to test the timing.

Florida taxes and the finished rental

Florida assesses property at just value, and rental property has a 10% annual cap on assessed value increases after the first year. The Escambia and Santa Rosa county property appraisers assess new homes on their completed value, so budget taxes on that figure.

Florida's documentary stamp tax on deeds and notes and the intangible tax on mortgages apply at closing on the construction loan and again on the DSCR refinance. Ask your title company to estimate both.

What to bring, and what usually does not qualify

A complete package gets a faster answer. Projects without plans or permits, or a borrower with no build track record and no experienced general contractor, usually do not qualify.

Common questions

Do you finance build-to-rent homes in Santa Rosa County?

Yes. Single-family and 2-4 unit build-to-rent projects in Pace, Milton and nearby areas fit our program with plans, permits and an experienced builder.

Can I build new in a Pensacola historic district?

Often, but new construction in historic and preservation districts goes through architectural review. Get approval before finalizing plans and the budget.

Can I finance construction on Pensacola Beach?

Pensacola Beach parcels sit on leased county land, which changes how a loan is structured. Talk to us before you commit to a parcel there.

Why does the insurance quote matter for a construction loan?

Because the exit is usually a DSCR refinance. A high premium raises the monthly payment and lowers the ratio, so price wind-resistant features in the budget.

How are construction funds released?

Through a draw schedule. After each stage of work, an inspection confirms progress and the matching funds are released.

Do you finance 5-8 unit buildings?

Yes. Buildings with 5 to 8 units are residential construction under our program, though they get closer review. Nine or more units is commercial.

What happens if the budget runs over?

Plan for it. A contingency line helps, and overruns beyond the budget are generally covered by the borrower, so keep reserves.

Do you lend on land I already own?

Yes, land you own can count toward your equity in the project. Bring the deed, any existing loan payoff and the plans, and we will size the loan on total cost.
