Ground-Up Construction Loans for Rochester Investors

Rochester has more vacant city lots than most metros its size, and steady demand for new rentals in Henrietta, Chili and the eastern suburbs. The build season is short, so the financing has to be ready before the ground thaws.

In short: LendingStreet finances ground-up construction of 1-8 unit investment property in Rochester and Monroe County, including spec homes, build-to-rent duplexes, infill two-families and small 5-8 unit buildings. Loans are sized on loan-to-cost, terms are set per project, and money is released through a draw schedule after inspections. Plans, permits, a realistic budget and an experienced builder are required.

What gets built in the Rochester area

Inside the city, investors build on infill lots in neighborhoods where older homes were demolished, often a single-family home or a two-family that matches the street. In the suburbs, side-by-side duplexes, townhome-style rentals and spec homes go up in Henrietta, Chili, Gates, Penfield, Webster and, just over the county line, Victor and Farmington in Ontario County.

Each town has its own zoning and building department, and many suburban sites need site plan review.

Infill lots in the city can be inexpensive, but check the zoning, lot width and setbacks, and whether water and sewer laterals are still usable. A lot that once held a two-family home may not automatically allow one today.

A short season and deep footings

Rochester's build season effectively runs from spring to late fall. Foundations need to be below the frost line, concrete work in freezing weather costs more, and snow can stop site work for weeks. Most builders try to get a project framed and closed in before winter so interior trades can keep going.

If your permits come through in September, talk with your builder about whether to break ground now or wait for spring, and set the loan term accordingly.

Winter also affects your carrying costs. Interest accrues on drawn funds whether or not crews are working, so a project that stalls from December to March costs more than the same project finished in one season. Build that into the interest estimate and the loan term.

What we need to review a project

Construction loans are underwritten on the project and the team.

Run the exit both ways. A spec home in Penfield or Victor depends on resale prices holding up through the build. A build-to-rent duplex in Henrietta depends on rents and the tax bill clearing a DSCR refinance. If the rental math only works with taxes underestimated, the spec sale may be the safer plan, and the reverse can be true too.

Worked example: a Henrietta build-to-rent duplex

This example is illustrative and not a quote. An investor builds a side-by-side duplex. Land is $60,000, hard costs are $440,000 and soft costs (plans, permits, fees, insurance) are $50,000, for a total of $550,000. In this example the program sizes the loan at 80% of cost, $440,000, and the investor brings $110,000.

Draws fund over about ten months. With an average of about 55% of the loan outstanding, estimated interest during the build is about $21,175. At completion the duplex appraises at $700,000 and each unit leases for $2,300. A DSCR loan of $440,000 has estimated principal and interest of about $3,002; with $1,000 in taxes and $200 in insurance the payment is about $4,202, for a DSCR of about 1.09x.

Taxes on new construction

New York property taxes are based on assessed value, and a newly built home is assessed as finished once it is complete. In Monroe County towns, the school tax bill can be the largest single item. Budget taxes on the expected finished value, not the vacant-lot bill you paid during construction, or the DSCR refinance may come up short.

In the city, the tax bill on a new house reflects city and school taxes together, so compare it with nearby newer homes to get a realistic figure.

Utilities and site work

Water service around Rochester comes from the city's water bureau inside the city and largely from the Monroe County Water Authority in the suburbs, while sewer service is handled through county and local districts. Tap fees, connection charges and road-opening permits vary by location and can add thousands of dollars to a budget.

Suburban subdivisions may also require stormwater controls, sidewalks or road improvements before building permits are issued. Ask the town what the site needs before you finalize the budget, and include those costs in your loan-to-cost calculation so the loan is not short when the work starts.

How draws are released

The draw schedule follows the build: foundation, framing, rough mechanicals, insulation and drywall, finishes. An inspector verifies each stage before funds go out. Use our construction draw schedule calculator to map your budget to stages.

Who usually does not qualify

Projects without plans or permits, or a borrower with no build track record and no experienced general contractor, usually do not qualify. Land-only purchases with no near-term building plan are also outside these programs.

If you are newer to building, partnering with a general contractor who has completed similar homes in Monroe County, and showing their finished projects, makes a real difference in how a file is reviewed.

Common questions

How are Rochester construction loans sized?

On loan-to-cost, with terms set per project. Experience, the budget and the exit plan affect leverage.

Can I build on a city-owned lot?

Yes, once you own the lot or have it under contract with a clear path to permits. The lot purchase is part of your project cost.

Do you finance build-to-rent duplexes?

Yes. Duplexes, townhome-style rentals and small 5-8 unit buildings are all eligible residential projects.

How does winter affect the loan?

It affects the schedule. Plan a term long enough to cover winter slowdowns, and try to close the building in before the snow.

When is the money released?

Through draws after inspections at each stage of construction.

Can I refinance into a rental loan when it is done?

Yes. Once the units are leased, a DSCR loan can pay off the construction loan based on the rent.

Do I need to be a builder?

No, but you need build experience or an experienced licensed general contractor.

Do you finance small apartment buildings?

Yes, up to eight units. Nine or more units is commercial and handled through our multifamily programs.
