Ground-Up Construction Loans in Rockford, Illinois

Rockford is a market where plenty of existing homes sell for less than it costs to build new. That makes ground-up work a location game: the projects that pencil are in growing suburbs, strong school areas, and selected city lots where new product is scarce.

In short: Yes. LendingStreet offers ground-up construction loans for spec homes, build-to-rent houses and small 2-8 unit buildings around Rockford, sized on total project cost and funded in stages as work passes inspection. Typical projects include spec homes in Roscoe, Rockton and Machesney Park, build-to-rent homes in Loves Park and Belvidere, and infill duplexes on Rockford's east side. Every loan is a business-purpose loan on non-owner-occupied property, with an exit by sale or refinance into a DSCR rental loan.

Where Rockford-area investors are building

North of the city, Loves Park, Machesney Park, Roscoe and Rockton have most of the region's newer subdivisions, along with the Harlem and Hononegah school districts that draw families. Cherry Valley and the Perryville Road corridor on the east side add newer housing near shopping and the interstate.

In Rockford itself, older neighborhoods such as Churchill's Grove, Edgewater and Haight Village have occasional infill lots, and the east side has more room for new duplexes. Boone County, centered on Belvidere, offers lower land prices and commuters to the manufacturing base along the I-90 corridor.

Permits and local requirements

The City of Rockford issues building permits inside city limits, and Loves Park, Machesney Park, Roscoe, Belvidere and the counties each run their own. Check whether a rental registration requirement applies to your finished rental in the city where you build.

Because older homes can be inexpensive, lenders and appraisers look hard at comparable new homes. A budget that only works if the finished house appraises well above nearby resales needs evidence, such as recent new-construction sales or leases.

Rockford example: from lot to DSCR refinance

This example is illustrative and not a quote. An investor builds a 3-bedroom build-to-rent home in Loves Park. Land costs $30,000, the hard-cost budget is $255,000 and soft costs such as plans, permits, fees and builder's risk insurance are $24,000, for a total project cost of $309,000. If the project is sized at 80% of total cost, the construction loan is $247,200 and the investor brings $61,800 in cash or land equity.

At completion the property appraises at $330,000 and leases as one 3-bedroom ranch with a basement, for $2,300 a month. Because Illinois property taxes take a big share of the rent, the investor plans the DSCR refinance at 65% LTV instead of the 75% maximum. That loan is $214,500, so the investor pays down about $32,700 of the $247,200 construction loan with cash and leaves more equity in the property. Estimated principal and interest on a 30-year loan is about $1,463; with taxes of $560 and insurance of $120 a month, the payment is about $2,143 and the DSCR is about 1.07x.

That clears the 1.0x standard minimum. Interest during construction and closing costs are not shown, and your numbers will differ.

Building in northern Illinois

Northern Illinois winters mean deep frost-depth footings, basements on many homes and a building season that slows in January and February. Lots near the Rock River and Kishwaukee River can carry flood risk, and severe storms are common in spring and summer.

Loan-to-cost, explained

We size new construction on loan-to-cost, not on today's value of a vacant lot. Total cost means the land, the hard-cost budget and the soft costs: architecture, engineering, permits, impact or tap fees and builder's risk insurance. The share we lend and the terms are set per project.

Equity can come from cash or from land you already own. A realistic completed value, supported by nearby new-construction sales or rents, matters as much as the cost line.

The draw schedule

Construction money is paid out in stages. You or your builder request a draw, an inspector verifies the completed work against the budget line items, and the funds are released. Common milestones are site work and foundation, framing, dry-in, mechanical rough-ins, drywall and final.

Because interest generally accrues only on drawn funds, a well-planned schedule keeps carrying costs down. Use our construction draw schedule calculator to test the timing.

Illinois taxes on the finished rental

Outside Cook County, Illinois assesses at a 33.33% assessment ratio, meaning one-third of fair market value, and Winnebago County townships run general reassessments every four years. Illinois tax rates are among the highest in the country, and rentals do not get homestead exemptions, so the tax line can decide whether the finished home clears a 1.0x DSCR.

Illinois and county transfer taxes on deeds are customarily paid by the seller. Budget title, recording and attorney costs on the land purchase and the DSCR refinance.

What to bring, and what usually does not qualify

A complete package gets a faster answer. Projects without plans or permits, or a borrower with no build track record and no experienced general contractor, usually do not qualify.

Common questions

Is new construction worth it in Rockford?

In the right places. Suburbs with strong schools and areas short on new housing can support new-build values. Check comparable new homes before buying land.

How high are property taxes on a new Rockford rental?

High by national standards. Illinois uses a 33.33% assessment ratio, rates are high and rentals get no homestead exemption, so budget the finished-value tax carefully.

Do you finance build-to-rent homes in Belvidere?

Yes. Single-family and 2-4 unit build-to-rent projects across Winnebago and Boone counties fit our program with plans, permits and an experienced builder.

Can I start foundations in winter?

It is possible with protection, but it costs more. Many builders schedule foundations for spring through fall. Build the timing into your budget.

How are construction funds released?

Through a draw schedule. After each stage of work, an inspection confirms progress and the matching funds are released.

Do you finance 5-8 unit buildings?

Yes. Buildings with 5 to 8 units are residential construction under our program, though they get closer review. Nine or more units is commercial.

What happens if the budget runs over?

Plan for it. A contingency line helps, and overruns beyond the budget are generally covered by the borrower, so keep reserves.

Do you lend on land I already own?

Yes, land you own can count toward your equity in the project. Bring the deed, any existing loan payoff and the plans, and we will size the loan on total cost.
