Capital Region values climbed steadily over the past decade while many landlords kept small, old mortgages on their two- and three-families. That equity is sitting in brick and clapboard across Albany, Troy and Schenectady, and a DSCR cash-out refinance can put it to work without a single tax return.
In short: LendingStreet offers DSCR cash-out refinances on 1-8 unit rentals in Albany and the surrounding Capital Region up to 75% LTV, qualified on the property's rent instead of income documents. Loans start at $150,000, the standard minimum DSCR is 1.0x and the minimum credit score is 620. Cash-out seasoning varies by program, and New York's mortgage recording tax is a cost to plan for.
Most cash-out requests we see here fund another purchase, pay for a major system upgrade like a new boiler or roof, buy out a partner or family member, or consolidate several small loans into one.
Multi-family rents in the region have risen along with values, which helps a larger loan still clear the 1.0x standard minimum.
Some investors also cash out to fix the building itself. A new roof, separate heating systems or updated electrical can raise rents, lower insurance costs and make the property easier to keep leased.
This example is illustrative and not a quote. An investor bought a three-family in Troy in 2015 for $185,000. It is now worth $365,000, has a $112,000 balance, and rents for $1,225 per unit, or $3,675 a month. Taxes are about $617 a month and insurance is $215.
At 75% LTV the new loan is $273,750. After paying off $112,000 and estimated closing costs of $10,500, including the mortgage recording tax, title and attorney fees, the investor receives about $151,250.
Estimated principal and interest is about $1,912, and with taxes and insurance the payment is about $2,744. DSCR is about 1.34x, comfortably above the standard minimum.

New York charges a mortgage recording tax when a mortgage is recorded, and on a cash-out it can be a meaningful cost because the new loan is larger than the old one. In some cases, the existing mortgage can be assigned to the new lender and consolidated so the tax applies mainly to the new money, a structure New York lawyers call a CEMA.
Not every lender or program allows that, and the existing lender has to cooperate. Ask early, and have your attorney estimate the tax both ways.
On a free-and-clear property there is no existing mortgage to consolidate, so the recording tax applies to the full new loan. Include it in your estimate when deciding how much to borrow.
Appraisers will compare your building with recent sales of similar two- and three-families nearby. Condition matters a lot in this housing stock: updated kitchens and baths, separate heating systems and a newer roof can all support value.
Have a list of improvements and dates ready, along with current leases.
Albany, Troy and Schenectady two-families can look alike from the street but differ greatly inside. Give the appraiser access to every unit and walk them through the finished work.
Albany's residential occupancy permit program, and the registration rules in Troy and Schenectady, mean your building should have current permits. Open code violations can delay a refinance, so clear them first.
If a unit was added or removed without permits years ago, sort out the legal unit count before the appraisal.
If you bought or renovated recently, seasoning rules decide whether the loan is based on today's appraised value or your cost. Requirements vary by program, and our seasoning guide covers the common rules.
If your goal is to recover rehab funds quickly, compare a cash-out with a rate-and-term refinance and see which fits your timeline.
If you bought a building with a bridge or rehab loan and finished the work, ask whether the program uses the new appraised value, and how long you need to have owned the property first.
Property and school taxes in the region are high, so a tax increase after a reassessment can tighten your ratio. Use your current bills, and check whether your town or city has a reassessment underway.
Your leases carry over through the refinance. New York's tenant protections and any local good cause rules affect how quickly rents can change, so qualify on the rent you collect now.
If your town or city recently reassessed, use the new assessment rather than last year's bill, since a higher tax bill lowers the ratio and can reduce how much cash the rent can support.
Landlords with several Capital Region rentals can refinance them one at a time or, with five or more properties, consider a blanket portfolio loan with one closing and one payment, and release provisions for future sales.
One closing can also mean one set of attorney fees, though the recording tax still applies to the loan amount.
Releasing a property from a blanket loan when you sell it is handled through the release provisions in the loan, without refinancing the rest of the portfolio.
