Few Northeast markets have changed as much over the last decade as Buffalo. Doubles in Elmwood, North Buffalo and the West Side that traded for modest prices not long ago now sell for far more, and rents have followed. If you bought early, a DSCR cash-out refinance can turn that equity into your next purchase.
In short: LendingStreet offers DSCR cash-out refinances on 1-8 unit rentals in Buffalo and across Erie and Niagara counties, up to 75% LTV, qualified on the property's rent with no W-2s or tax returns. The new payment has to clear the standard 1.0x DSCR minimum, the minimum credit score is 620 and LLC borrowers are standard. In New York, include the mortgage recording tax in your closing costs when you size the loan.
Buffalo's rise came from several directions at once: the growth of the downtown medical campus, renewed interest in older neighborhoods, a wave of investors from more expensive markets and a housing stock that was undervalued for years. Owners who bought doubles in Elmwood Village, North Buffalo, the West Side or Black Rock before that run often find their buildings appraise at a multiple of what they paid.
The most common use of the cash is the down payment on the next rental. Others use it to replace boilers with separate furnaces, fix roofs and porches before the next winter, or pay off higher-cost loans.
Inner suburbs have appreciated too. Doubles and single-families in Kenmore, Tonawanda and Cheektowaga that were bought as steady, low-cost rentals now carry real equity, though their lower values mean the $150,000 loan minimum matters more there than in Elmwood.
This example is illustrative and not a quote. An investor owns an Elmwood Village double now valued at $520,000, with a loan balance of $190,000. The flats rent for $2,000 and $2,100, or $4,100 a month. Taxes are $700 a month and insurance $210.
At 75% LTV the new loan is $390,000. After paying off $190,000 and an estimated $13,650 in closing costs, including mortgage recording tax, the investor receives about $186,350. Estimated principal and interest is about $2,700, the payment about $3,610 and DSCR about 1.14x. A 70% loan of $364,000 would leave about $161,260 in cash with a DSCR of about 1.20x.
| Item | 75% LTV | 70% LTV |
|---|---|---|
| New loan | $390,000 | $364,000 |
| Payoff of existing loan | $190,000 | $190,000 |
| Estimated closing costs incl. recording tax | $13,650 | $12,740 |
| Estimated cash to investor | $186,350 | $161,260 |
| Estimated principal and interest | $2,700 | $2,520 |
| Total monthly payment | $3,610 | $3,430 |
| DSCR at $4,100 rent | 1.14x | 1.20x |
New York charges a mortgage recording tax when a mortgage is recorded, based on the loan amount. On a cash-out refinance, that tax can be one of the largest closing costs. In some cases, a consolidation, extension and modification agreement (CEMA) lets the new lender take over the existing mortgage so that tax is only paid on the new money, but CEMAs depend on the program and on cooperation from your current lender, and they are not always available.
Ask your attorney for an estimate early and include it in your numbers. A slightly smaller loan reduces both the payment and the recording tax.
Cash-out goes up to 75% of appraised value. Five to eight unit buildings can carry a lower maximum that varies by program. The rent also has to cover the new payment at 1.0x or better on most programs, and sub-1.0 options exist for properties that come up short.
In Buffalo, below-market leases are the most common limit. Many long-term tenants in doubles pay well under current rents. If your leases are coming up for renewal, bringing rents closer to market before you refinance can increase the loan you qualify for. Remember that the minimum loan is $150,000, so a cash-out works best on properties with enough value to clear it comfortably.
How long you need to own the property before a cash-out refinance varies by program. Some programs cap the value at your purchase price for a period after closing, while others can use the new appraised value sooner if you document renovation costs. If you bought recently with cash, ask about delayed financing.
Buffalo and several Erie County towns have updated assessments in recent years after long gaps, and some owners saw large increases. The DSCR uses your current tax bill, but a future reassessment can change your cash flow. Leave some cushion in the ratio, especially if your town has not reassessed in a long time.
Appraisers value a double against recent sales of similar doubles nearby and estimate market rent for each flat. Separate furnaces and meters, updated electrical, a newer roof, a dry basement and parking all help. Deferred maintenance and open code violations can hurt value or delay the file, so fix small items before the appraisal.
If you own five or more rentals around Buffalo, a blanket portfolio loan can refinance them together, qualified on combined cash flow, with release provisions when you sell individual properties. It also means one closing, which can reduce total recording and legal costs compared with several separate refinances, though individual loans keep each property independent.

Generally yes, on the new mortgage amount. A CEMA can reduce it in some cases, depending on the program and your current lender.
No. The loan qualifies on the property's rent, so self-employed investors and those with complex returns follow the same process.
Seasoning varies by program. Some programs limit the value to your purchase price for a period after closing, while others use the new appraised value sooner when renovation costs are documented.
Bringing rents closer to market at renewal, within your leases and New York law, can increase how much you qualify for.
