Delaware investors hold Wilmington rowhomes, Newark student rentals, Dover single-family homes and beach properties in Sussex County. A DSCR cash-out refinance lets you pull equity from any of them based on the rent.
In short: You can pull equity from a Delaware rental with a LendingStreet DSCR cash-out refinance: up to 75% LTV on 1-8 unit investment property, qualified on the rent, with no W-2s or tax returns and a 620 minimum credit score. In Delaware, the high realty transfer tax hits sales, not refinances, but recent county reassessments and coastal flood insurance can change the payment.
The new loan pays off what you owe and the rest is yours, less closing costs. Cash-out tops out at 75% of appraised value on DSCR programs, a little below the 80% LTV allowed on purchases.
Underwriting looks at the property's rent against the full monthly payment, including taxes, insurance and association dues. Because a cash-out raises the payment, run the ratio on the new loan, not the old one, and aim for at least 1.0x. Loans start at $150,000 with no stated maximum, and 30-year terms are available.
New Castle County holds most of the state's rental stock, from Wilmington rowhomes and twins to suburban single-family homes and student housing in Newark near the University of Delaware. Kent County, centered on Dover, has demand from state government and Dover Air Force Base.
Sussex County includes Rehoboth Beach, Lewes, Dewey, Bethany and the inland communities that have grown quickly with retirees and second homes. Beach-area properties often rent seasonally, and town rules on rental licensing vary.
Delaware's realty transfer tax is among the higher ones in the region, but it is charged on deeds when property changes hands, so a refinance usually avoids it. Delaware closings are customarily handled by an attorney, and title, recording and lender fees make up most of the cost.
Your term sheet and closing disclosure list lender costs separately from title, recording and government charges, so you can see exactly what the cash-out costs and how much of the equity reaches you.
| Closing item | How it usually works in Delaware |
|---|---|
| Realty transfer tax | Charged on sales; not usually on a refinance |
| Mortgage tax | No state mortgage tax |
| Settlement attorney | Delaware closings are customarily attorney-conducted |
| Recording fees | County recorder of deeds fees on the new mortgage |
| Title policy | Lender title insurance on the new loan |
Delaware's property taxes have been low, partly because the counties went decades without reassessing. After a court ruling, all three counties completed a statewide reassessment that took effect recently, and many bills shifted. School district taxes are a large part of the total.
Use the current bill based on the new assessment, not an older one, when you estimate the payment. Some owners saw large changes, and the ratio should reflect the updated figure.
Much of eastern Sussex County and parts of Kent County sit in low-lying coastal areas where flood zones are common. If the property is in a mapped flood zone, flood insurance is generally required and can be a meaningful line in the payment.
Beach-area condos and townhomes rely on the association's master policy for the building. Ask for the HOA's insurance certificate and budget, since rising master policy costs often show up as higher dues.
This example is illustrative and not a quote. An investor owns a four-bedroom rental near the University of Delaware appraised at $390,000 with $160,000 owed on the current loan. Rent is $2,800 a month and property taxes and insurance come to $420 a month.
At 75% LTV the new loan is $292,500. Paying off the $160,000 balance leaves $132,500 before closing costs. On a 30-year term, principal and interest is about $1,995, so the full payment is about $2,415 and the DSCR is about 1.16x, above the 1.0x standard minimum.
Put another way, rent would have to fall below about $2,415 a month before this loan dropped under 1.0x, a cushion of roughly $385 a month. Running the same check on your own numbers shows how much cash the rent can actually support.
| Item | Amount |
|---|---|
| Appraised value | $390,000 |
| Loan at 75% LTV | $292,500 |
| Existing loan payoff | $160,000 |
| Cash before closing costs | $132,500 |
| Principal and interest | About $1,995 |
| Taxes and insurance | $420 |
| Total monthly payment | About $2,415 |
| DSCR at $2,800 rent | About 1.16x |
Wilmington and Newark both require rental permits or licenses, and Newark has rules on how many unrelated occupants can live in a home in many zoning districts. Those limits affect how many tenants, and how much rent, a student house can carry.
Beach towns such as Rehoboth Beach and Dewey Beach license rentals and collect local taxes on short stays. If you plan to refinance on rental income, make sure the property's license and occupancy match what the leases show, since the appraiser and underwriter will compare them.
How long you have owned the property affects which value the loan is based on. Seasoning varies by program, so tell us your purchase date and rehab costs up front and we will match the file to a program that fits.
After that, proceeds are capped by 75% of the appraised value and by the rent. If the ratio falls short at the full amount, a slightly smaller loan often solves it. Max LTV on 5-8 units and large balances varies by program.
If you are unsure which limit applies to you, send the purchase date, rehab costs and rent through the form below and we will run both.
There is no rule that the money stays in the property. Typical uses:
Yes. LendingStreet finances DSCR cash-out refinances on non-owner-occupied 1-8 unit investment property in all three Delaware counties, up to 75% LTV.
Usually not. The transfer tax applies when a deed conveys property. A refinance records a new mortgage, which carries recording and title costs instead.
It changed many property tax bills. Since taxes are part of the payment, use the bill based on the new assessment when you run the ratio.
Yes, if the property is a 1-8 unit residential rental. Some programs can use short-term rental income where local rules allow it, and flood insurance must fit in the payment.
No. The loan qualifies on the property's rent. You will still need a 620 or higher credit score, reserves and entity documents if the property is held in an LLC.
Yes. LLC borrowers are standard on DSCR loans, and the members typically sign for the loan personally. Have the operating agreement, articles and EIN letter ready.
Yes. With no existing loan to pay off, proceeds are up to 75% of appraised value less closing costs, still subject to the rent covering the new payment.
Yes. Residential DSCR programs cover 1 to 8 units. On 5-8 unit properties the maximum LTV can be lower and varies by program.
