Wilmington's growth, from downtown's historic district to Leland and the beach towns, has given many local landlords meaningful equity. Coastal insurance is the line that most often decides how much of it a DSCR cash-out can unlock.
In short: Yes. LendingStreet finances DSCR cash-out refinances on 1-8 unit rentals in the Wilmington area, up to 75% LTV and qualified on the property's rent with no tax returns. Standard programs need the rent to cover the new payment at 1.0x. Coastal wind and flood insurance, county revaluations and short-term rental rules in the city and beach towns are the local items to check.
A DSCR cash-out refinance sizes a new loan off today's appraised value, up to 75% LTV, pays off what you owe and releases the rest. Nothing in the file depends on your personal income; the property's lease or market rent carries the loan.
Underwriting compares that rent with the full new payment, including taxes, insurance and any association dues. A ratio of 1.0x or higher fits standard programs, and the maximum LTV can be lower on 5-8 unit buildings and larger balances, so it varies by program. On the Cape Fear coast, wind and flood coverage can be a large share of the payment, so start with a current quote.
Downtown's historic district, Carolina Heights, Forest Hills and the Castle Street area have older homes and duplexes. Midtown and the areas near UNCW have student and young professional tenants. Ogden, Monkey Junction and Myrtle Grove offer suburban single-family homes.
Wrightsville Beach, Carolina Beach and Kure Beach are vacation rental markets with their own rules. Leland in Brunswick County and Hampstead in Pender County are fast-growing suburbs.
Downtown and Carolina Heights homes are often a century old, with wood framing, porches and original windows, while Ogden and Monkey Junction homes are newer slab-on-grade construction. Construction type and elevation both affect wind and flood quotes along the coast.
| Area type | Examples | Typical rental | Cash-out watch item |
|---|---|---|---|
| Historic core | Downtown, Carolina Heights, Castle Street | Older homes, duplexes | Historic review and older systems |
| Suburban Wilmington | Ogden, Monkey Junction, Myrtle Grove | Single-family | HOA leasing rules |
| Beach towns | Wrightsville, Carolina Beach, Kure Beach | Vacation homes, condos | Wind and flood insurance, STR rules |
Hurricane Florence in 2018 flooded large parts of the region, and the area remains exposed to hurricanes and tropical storms. In coastal areas, many owners get wind and hail coverage through the North Carolina Insurance Underwriting Association, often called the Beach Plan, alongside a separate homeowners or dwelling policy and flood insurance.
Get quotes for every policy before you apply. Flood insurance is required in mapped zones, and wind deductibles near the coast are often a percentage of the dwelling amount.
If the property has an elevation certificate, bring it. It can show the home sits above base flood elevation and may lower the flood premium. Homes that flooded during Florence and were repaired should have permits and receipts on file.
This example is illustrative and not a quote. An investor owns a single-family home in Ogden appraised at $430,000, owing $190,000. It leases for $2,800 a month. Taxes are about $320 a month, and wind and hazard insurance about $230.
At 75% LTV the new loan is $322,500. After paying off the $190,000 balance, about $132,500 is left before closing costs. Estimated principal and interest on a 30-year schedule is about $2,255, so with taxes of $320 and insurance of $230 the monthly payment is about $2,805 and DSCR is about 1.00x.
At 70% LTV the loan is $301,000, the payment about $2,655 and DSCR about 1.05x, freeing $111,000.
At 75% the ratio lands a hair under 1.0x, so a small change in insurance decides the answer. The 70% loan clears the minimum and leaves room for a higher renewal next hurricane season.
| Item | 75% LTV | 70% LTV |
|---|---|---|
| Appraised value | $430,000 | $430,000 |
| Loan amount | $322,500 | $301,000 |
| Existing payoff | $190,000 | $190,000 |
| Cash before closing costs | $132,500 | $111,000 |
| Estimated principal and interest | $2,255 | $2,105 |
| Taxes and insurance | $550 | $550 |
| Total monthly payment | $2,805 | $2,655 |
| DSCR at $2,800 rent | About 1.00x | About 1.05x |
Wilmington's short-term rental rules have changed after court challenges, so check current zoning and registration requirements with the city. The beach towns each set their own rules, and many vacation homes there operate legally as STRs.
Where a property operates legally as an STR, our STR program can use projected revenue on some programs; otherwise Wilmington cash-outs qualify on 12-month leases.
North Carolina counties must revalue property at least every eight years, and some revalue more often. A revaluation after strong price gains can raise taxes sharply. Check when your county last revalued and use the current bill.
North Carolina's excise tax applies to deeds on sales, not refinances, and the state has no mortgage tax, so closing costs are mostly title, recording and lender fees.
Brunswick and Pender counties set their own tax rates and revaluation schedules, separate from New Hanover. Leland and Hampstead properties can carry bills that differ from similar homes inside Wilmington, and the beach towns add their own municipal rates on top of the county's.
Having these ready shortens the appraisal and underwriting timeline.
LendingStreet finances business-purpose DSCR loans on non-owner-occupied rentals, and we lend on 1-8 unit properties throughout New Hanover, Brunswick and Pender counties, including Leland, Hampstead and the beach towns. Many owners use the proceeds as the down payment on their next rental, to fund renovations or to build reserves.
