Peoria's West Bluff is full of grand old homes that were divided into apartments decades ago. Prices are low enough that rent covers the payment, but Illinois property taxes are high.
In short: LendingStreet finances 5 to 8 unit rental buildings across Peoria, East Peoria, Pekin and the rest of the Peoria metro with DSCR loans that qualify on rent, not income. Loans start at $150,000 with no stated maximum and a 1.0x standard minimum DSCR. In Peoria, budget Illinois property taxes carefully and confirm city rental registration.
The West Bluff, including Moss-Bradley and the area near Bradley University, has large homes divided into apartments. The East Bluff and North Valley offer lower prices. Peoria Heights, East Peoria, Pekin, Morton and Washington have small buildings outside the city.
Many West Bluff conversions date from the early and mid-1900s, when large homes near Bradley and downtown were split into apartments. Unit sizes and layouts vary widely, from large first-floor apartments to small attic units.
Purpose-built small apartment buildings are more common in the East Bluff, near the Sheridan Road and University Street corridors and in parts of East Peoria and Pekin. Most are two-story brick from the 1950s through the 1970s.
Peoria is a low-price market, so the $150,000 minimum loan size is rarely a constraint on a 5-8 unit building, but it can be on smaller properties.
| Area | Typical stock | What to check |
|---|---|---|
| West Bluff and Moss-Bradley | Divided historic homes | Legal unit count, older systems |
| Near Bradley University | Small buildings | Student demand |
| East Bluff | Older stock | Condition, collections |
| East Peoria and Pekin | Small buildings | Tazewell County taxes |
Illinois property taxes are among the highest in the country. Outside Cook County, property is assessed at one-third of market value, with general reassessments every four years. Homestead exemptions do not apply to rentals.
Tax bills combine county, city, school district, park district, library and other local levies. The Peoria County supervisor of assessments oversees township assessors, and bills are paid in two installments a year after the assessment year ends, so you are always paying the prior year's tax.
Because a sale can trigger a reassessment, budget taxes on your purchase price rather than the seller's assessed value. In Tazewell County, East Peoria, Pekin, Morton and Washington have their own rates.
Illinois charges a state transfer tax of $0.50 per $500 and a county transfer tax of $0.25 per $500, customarily paid by the seller. Some municipalities add their own.
This example is illustrative and not a quote. An investor buys a West Bluff home divided into six apartments for $390,000. Gross rent is $4,950 a month, an average of $825 for each of the 6 units, and the monthly budget includes $810 in taxes and $300 in insurance.
A $292,500 loan (75% LTV) carries estimated principal and interest of about $2,045, a full payment near $3,155 and a ratio of about 1.57x. Dropping to 70% LTV, or $273,000, brings the payment to about $3,019 and the ratio to about 1.64x; the investor needs $19,500 more cash.
Taxes are high relative to price, which is typical in Illinois. Owner-paid heat would reduce real cash flow.
| Item | 75% LTV | 70% LTV |

The City of Peoria requires rental registration and inspections. Confirm registration and code status.
Registration supports code enforcement and gives the city a contact for each property. Ask the seller for proof of registration, recent inspection results and any open violations. An unregistered or failing building can delay leasing and complicate a refinance.
Illinois landlord-tenant law sets notice requirements for nonpayment, and Peoria County courts handle eviction cases. A local manager familiar with both the city's rules and the courts is valuable for out-of-town investors.
Many West Bluff conversions have old boilers and owner-paid heat. Ask for utility bills.
Central Illinois winters are cold, and a single boiler heating six apartments can cost thousands of dollars a month in January. Ask for 12 months of gas and electric bills, and look at whether units have separate meters.
Older buildings may have knob-and-tube wiring, galvanized plumbing and lead paint. Insurers price those risks, and some decline older wiring entirely. Get a full inspection and an insurance quote before you commit.
Roofs, gutters and foundations take a beating from freeze-thaw cycles. Budget reserves for repairs, even though they do not enter the DSCR formula.
Caterpillar still has major operations in the area, and OSF HealthCare, Carle and Bradley University support demand.
Caterpillar moved its headquarters to Texas in 2022 but kept large engineering and manufacturing operations in the Peoria area. OSF HealthCare is headquartered in Peoria, and the hospitals, the University of Illinois College of Medicine Peoria and Bradley University give the metro a steady base of renters.
Rents are moderate, but low prices keep rent-to-price ratios workable. Buildings near the medical district, Bradley and downtown tend to lease fastest.
A five to eight unit rental in Peoria qualifies the same basic way as a duplex: the combined rent of every unit has to cover the full monthly payment. Lenders look at the rent roll, current leases and the appraiser's market rents, and use the lower figure where they differ. Your W-2s and tax returns stay out of it.
You can borrow from $150,000 with no stated maximum, up to 80% LTV to buy and up to 75% LTV on a cash-out refinance, though 5-8 unit properties often top out lower depending on the program. The standard minimum ratio is 1.0x with a 620 credit score floor, LLC ownership is normal, and 30-year terms are available. Buildings just below 1.0x can be reviewed for a sub-1.0 program.
