Charleston rentals often look strong on paper because purchase prices are modest. The files that stall usually trip on two local lines: the higher property tax class for rentals inside city limits, and insurance on hillside or river-adjacent homes.
In short: LendingStreet makes DSCR loans on 1-8 unit rentals in Charleston, South Charleston, St. Albans, Cross Lanes, Teays Valley and the rest of the Kanawha Valley. You qualify on the property's rent instead of W-2s or tax returns, loans start at $150,000 with no stated maximum, purchases go up to 80% LTV and the standard minimum DSCR is 1.0x with a 620 credit score. In Charleston the deciding factors are usually the non-owner-occupied tax class, flood and slope insurance, and whether a low-priced property clears the loan minimum.
Inside the city, Kanawha City is flat, walkable and close to CAMC Memorial, so duplexes and small brick homes there lease steadily to hospital staff. The East End, around the Capitol complex, has older frame and brick homes, many split into two or three units years ago, that rent to state workers and students at the University of Charleston across the river.
The West Side, including the Elk City area and Edgewood, offers lower entry prices and more rehab inventory. North Charleston has small single-family homes on narrow lots. South Hills is the higher-priced, hillside part of town, with fewer rentals and larger homes.
Outside the city limits, investors look at South Charleston, St. Albans, Dunbar, Nitro and Cross Lanes in Kanawha County, and at Teays Valley and Hurricane in Putnam County, where newer subdivisions lease to families who commute along Interstate 64.
| Area | Typical rental | What to check |
|---|---|---|
| Kanawha City | Brick single-family and duplexes | Flood map near the Kanawha River |
| East End | Older homes split into 2-4 units | Conversion permits, separate meters |
| West Side / Elk City | Lower-priced homes, rehab stock | Condition, loan minimum |
| South Hills | Larger hillside homes | Slope, retaining walls, access |
| Teays Valley / Hurricane | Newer subdivision homes | HOA leasing rules |
West Virginia assesses real property at 60% of appraised value, so a 60% assessment ratio applies to every class. What changes for an investor is the class. An owner-occupied home is Class II. A rental inside a city such as Charleston is Class IV, and a rental outside city limits is Class III. Both carry higher levy rates than Class II.
When you buy from someone who lived in the home, the seller's tax bill can understate what you will pay. Budget on the non-owner-occupied class from the start and confirm the figure with the Kanawha County or Putnam County assessor. Taxes are billed in two halves, and the county sheriff collects them.
This example is illustrative and not a quote. An investor buys a Kanawha City duplex for $210,000. Each side rents for $925, so gross rent is $1,850 a month. Taxes are budgeted at $265 a month at the Class IV levy and insurance at $140.
At 80% LTV the loan is $168,000 and estimated principal and interest on a 30-year term is about $1,175. The full payment is about $1,580, so DSCR is about 1.17x. At 75% LTV the payment drops to about $1,506 and DSCR rises to about 1.23x.
Rerun the same numbers with a flood premium added if the duplex sits in a mapped flood zone. That one line can move the ratio more than a rent difference of $50 a unit.
Charleston grew up where the Elk River meets the Kanawha, and many streets climb steep hillsides. Both facts show up on the insurance quote.
Some Charleston single-family rentals sell below the price where an 80% loan reaches $150,000. That does not rule them out. Investors often finance a duplex or triplex instead, refinance several free-and-clear houses one at a time once values support it, or put five or more rentals under one blanket portfolio loan.
If the deal is small, tell us the price and rent first. We can say quickly whether it clears the minimum or fits better as part of a larger package.
For a property with tenants in place, we use the current leases and compare them with market rent. For a vacant purchase, the appraiser's rent estimate is used. Charleston has a large base of hospital, state government and service workers, and longer leases are common, which helps the rent line hold up.
Short-term rentals are a smaller part of this market than in tourism towns. Some programs qualify on projected short-term revenue, but most Charleston investors here underwrite on standard 12-month leases.
The same program covers purchases up to 80% LTV, rate-and-term refinances up to 80% LTV on some programs and cash-out refinances up to 75% LTV. Cash-out seasoning varies by program. Investors who bought and fixed a house with short-term money often refinance into a 30-year DSCR loan once the rehab is finished and a tenant is in place.

Yes. LendingStreet makes DSCR loans on 1-8 unit rentals in Charleston and across Kanawha and Putnam counties, for purchases and refinances, qualified on the property's rent.
If the seller lived in the home it was taxed as Class II. A rental inside Charleston is Class IV, and one outside city limits is Class III, both at higher levy rates. Budget on the rental class.
The standard minimum is 1.0x, meaning rent covers principal, interest, taxes, insurance and any HOA dues. Some programs allow a ratio below 1.0x with stronger compensating factors.
Not on its own if the loan would fall below $150,000. Consider a 2-4 unit property, a refinance once value supports it, or a blanket loan covering five or more rentals.
No, but flood insurance becomes part of the payment and lowers the DSCR. Get a flood quote early for homes near the Kanawha or Elk rivers.
