DSCR Loans for Fresno and Clovis Rental Property

Fresno is one of the few large California metros where a working investor can still buy a rental without a Bay Area budget. But rents have not kept up with prices everywhere, so the DSCR math rewards buyers who pick the right property type.

In short: LendingStreet makes DSCR loans on 1-8 unit rentals across Fresno, Clovis and the rest of Fresno County, qualified on the property's rent instead of your W-2s or tax returns. Loans start at $150,000 with no stated maximum, purchases go up to 80% LTV, the standard minimum DSCR is 1.0x and the minimum credit score is 620. In Fresno, the reassessed tax bill and the insurance quote usually decide whether a single-family home clears 1.0x, which is why many local investors favor duplexes and fourplexes.

Where Fresno investors buy

Central and southeast Fresno have the most affordable rental stock: 1950s and 1960s ranch homes, older duplexes and small apartment buildings near Fresno State, the Tower District, McLane and Sunnyside. North Fresno, around Woodward Park, Bullard and the Herndon corridor, has newer tract homes that rent to families at higher rents and higher prices. Clovis, with its well-regarded school district, draws long-term tenants who stay for the schools.

Old Fig Garden and the Tower District have character homes from the 1920s through the 1940s, while new subdivisions keep spreading to the southeast, the northwest and around Clovis. Madera, Sanger, Selma and Kerman offer lower prices within commuting distance.

Your tax bill starts over at purchase

Under Proposition 13, a California property is reassessed to its purchase price when it sells, and the base tax is 1% of assessed value plus voter-approved bonds and any special assessments. Total bills in Fresno County often land somewhat above 1% of the price once those extras are added, and newer subdivisions in Clovis and north and southeast Fresno may carry Mello-Roos community facilities district charges on top.

The seller's tax bill reflects what they paid, perhaps years ago, so it can be far lower than yours. After you close, the county will also send a supplemental tax bill covering the difference for the rest of the tax year. Budget on your purchase price, not the seller's bill.

Worked example: single-family home vs duplex

This example is illustrative and not a quote. Two Fresno rentals, both bought at 75% LTV. A single-family home costs $385,000 and rents for $2,250. A duplex costs $450,000, with units renting for $1,500 and $1,450. Taxes are budgeted at about 1.2% of the price a year.

On the house, the loan is $288,750 and the full payment, including estimated principal and interest, taxes and $160 for insurance, is about $2,515, a DSCR of about 0.89x. On the duplex, the loan is $337,500 and the payment is about $2,927 against $2,950 of rent, a DSCR of about 1.01x. The duplex clears the 1.0x standard minimum; the house would need more down payment or a sub-1.0 DSCR program.

This is why so many Fresno buy-and-hold investors favor small multifamily. Two, three or four rents on one lot spread the tax and insurance costs, and a vacancy in one unit does not wipe out the whole month's income.

The city's rental registry and inspections

The City of Fresno adopted its Rental Housing Improvement Act in 2017, which requires owners to register rental units with the city and allows inspections for health and safety conditions. If you are buying a rental inside city limits, confirm it is registered and ask whether it has any open code cases. Clovis and unincorporated Fresno County areas such as Old Fig Garden follow their own rules, so check with the right jurisdiction.

Insurance and heat

California's homeowners insurance market has tightened, and some carriers have limited new policies statewide. Rentals on the valley floor generally face less wildfire exposure than homes in the Sierra foothills toward Auberry, Prather and Coarsegold, but premiums have still risen. Get a landlord policy quote before you sign.

Summer heat regularly passes 100 degrees, so working air conditioning is not optional for tenants. Ask the age of the HVAC system and the roof, and budget for replacements on older homes.

California tenant rules

The statewide Tenant Protection Act, often called AB 1482, limits annual rent increases and requires just cause for many terminations on covered properties, which generally include multifamily buildings more than 15 years old. Some single-family homes and condos can be exempt if they are not owned by a corporation, a REIT or an LLC with a corporate member and the required notice is in the lease. Confirm how it applies with a California attorney, since it affects how fast rents can rise.

Solar, PACE and title surprises

Solar panels are common in Fresno, and some are leased or financed through agreements recorded against the property. PACE financing, used for solar, HVAC and other upgrades, is repaid through the property tax bill and often must be paid off or handled before a new loan closes. Check the tax bill and the title report for both before you make an offer.

Purchases, refinances and short-term rentals

The same loan covers purchases, rate-and-term refinances and cash-out up to 75% LTV, with seasoning rules that vary by program. Short-term rentals in Fresno and Clovis are subject to local permit and transient occupancy tax rules, so check with the city. Mountain areas such as Shaver Lake and the Yosemite gateway towns in neighboring counties have more active vacation rental markets under county rules.

Common questions

Do I need tax returns for a Fresno DSCR loan?

No. The loan qualifies on the property's rent compared with the payment, not on your personal income.

Why does my Fresno house fall short of 1.0x?

Usually because taxes are reassessed to your price and insurance has risen. A larger down payment, a duplex or fourplex, or a sub-1.0 program can help.

What is a supplemental tax bill?

After you buy, the county bills the difference between the old and new assessed value for the rest of the tax year. Plan for it in your first-year cash flow.

Do Mello-Roos charges count in the payment?

Yes. They are on the property tax bill and are included in the payment used to calculate DSCR.

Does my rental need to be registered with the City of Fresno?

Rentals inside city limits are subject to the city's rental registry. Confirm registration and any open code cases before closing.

Do you lend in Clovis and Madera?

Yes. We lend across Fresno County and neighboring counties, including Clovis, Madera, Sanger and Selma.

Can I use an LLC?

Yes. LLC borrowers are standard, and you sign for the loan personally.

Do you finance homes I will live in?

No. Our investor loans are business-purpose loans on non-owner-occupied property only.
