DSCR Loans for Riverside and Inland Empire Rentals

Riverside is where many Los Angeles and Orange County investors go when coastal prices stop making sense. Rents relative to price are better here than at the coast, but the details of each property, especially special taxes in newer tracts, decide whether a DSCR loan pencils.

In short: LendingStreet finances Riverside-area rentals of 1 to 8 units with DSCR loans that qualify on the property's rent, with no W-2s or tax returns and LLC borrowers welcome. Loans start at $150,000 with no stated maximum, purchases go up to 80% LTV, and the standard minimum DSCR is 1.0x with a 620 minimum credit score. In Riverside, small multi-unit properties in the older city often qualify more easily than newer single-family homes that carry Mello-Roos taxes and HOA dues.

Where Riverside investors buy

Inside the city, investors focus on the older neighborhoods: 1950s and 1960s ranch homes in Arlington, La Sierra and Magnolia Center, craftsman bungalows and small multi-units in the Wood Streets and near downtown, and student-oriented rentals around UC Riverside in the University neighborhood and Canyon Crest. Orangecrest and Mission Grove offer newer single-family homes.

Across the wider county, investors buy in Corona, Jurupa Valley, Eastvale, Moreno Valley, Perris, Menifee, Murrieta and Temecula. The newer the subdivision, the more likely it carries a Community Facilities District (Mello-Roos) special tax and an HOA, both of which count in the DSCR payment.

Tenant demand draws on the region's logistics and warehouse employment, UC Riverside, the county government and hospital employers downtown, March Air Reserve Base, and the county's role as a lower-cost alternative for workers commuting toward Orange County and Los Angeles. Many tenants are families who want a yard and a garage, which is why three- and four-bedroom homes and two-bedroom duplex units lease steadily.

Mello-Roos and special taxes: the line that changes the ratio

Under Prop 13, the base property tax is 1% of the purchase price, plus local voter-approved bonds. In many newer Riverside County tracts, a Mello-Roos special tax and other assessments sit on top, sometimes pushing the total well above what an older home in the city pays. Because the special tax is part of the tax bill, it is part of the payment we compare to rent.

Ask for the full tax bill and the CFD disclosure before you write an offer. Some special taxes step up each year and some end after a set term; both matter to a long-term rental.

Worked example: older duplex versus newer single-family home

This example is illustrative and not a quote. An investor compares an older duplex near Magnolia Center at $720,000, with two units renting for a combined $4,300, against a newer single-family home in a southwest county tract at $640,000 that leases for $3,250. The duplex's taxes are estimated at $660 a month. The newer home carries Mello-Roos, so taxes run about $853, plus $110 in HOA dues.

The duplex comes in at 0.97x at 75% LTV, just short, and 1.02x at 70%, which meets the 1.0x standard minimum. The newer home, even at 70% LTV, lands near 0.79x. It may still work with a larger down payment or a sub-1.0 DSCR program, but the duplex is the stronger DSCR candidate.

Wildfire, heat and insurance

Parts of Riverside and the surrounding hills, including areas near Box Springs Mountain, the La Sierra hills and the Santa Ana River corridor, sit in or near designated fire hazard severity zones. California's insurance market has tightened, and some owners in higher-risk areas end up on the state's FAIR Plan with a separate policy for other coverage.

Get an insurance quote before you remove contingencies. A premium that doubles after a quote changes the ratio, and a property that cannot be insured cannot close.

Rent rules in Riverside

The City of Riverside does not have its own local rent control ordinance, but California's Tenant Protection Act (AB 1482) applies statewide. It limits annual increases on covered units to 5% plus inflation, capped at 10%, and requires just cause for most evictions once a tenant has been in place for a year. Many single-family homes and condos can be exempt when the owner meets the conditions and gives the required written notice, so ask an attorney whether your ownership structure qualifies.

For a DSCR loan, the practical effect is that in-place leases on covered units cannot be reset overnight. Underwrite on the current rent and plan increases within the law.

Short-term rentals across Riverside County

Rules vary sharply. Palm Springs issues permits with neighborhood-level caps, other Coachella Valley cities have tightened or limited new permits, and unincorporated Riverside County requires its own short-term rental certificate. Inside the City of Riverside, check the city's current rules before counting on nightly income. Where an STR is legal and permitted, our STR program can qualify on projected revenue on some programs.

How much leverage to expect

Riverside rents are stronger relative to price than at the coast, but single-family homes still rarely cover a DSCR payment at the full 80% purchase LTV. Duplexes, triplexes and fourplexes in the older city, and homes with a permitted ADU, tend to qualify at higher leverage. We will show you the ratio at several loan amounts before you commit.

Common questions

Do Mello-Roos taxes count in my DSCR?

Yes. Special taxes appear on the property tax bill and are included in the monthly payment we compare to rent.

Can I buy a Riverside rental in an LLC?

Yes. LLC borrowers are standard, and you sign for the loan personally. Our investor loans are business-purpose loans on non-owner-occupied property.

Does Riverside have rent control?

The city has no local rent control ordinance, but the state's Tenant Protection Act applies to many units. Some single-family homes and condos can be exempt.

Why do duplexes qualify more easily than houses?

Two rents usually cover a payment better than one, relative to price. Newer houses also often carry special taxes and HOA dues.

What credit score do I need?

The minimum is 620. Stronger credit and lower leverage generally improve terms.

Can you lend on a home with an ADU?

Yes, if the ADU is permitted. Whether its rent counts depends on the program and the appraisal.

Do I need tax returns?

No. DSCR loans qualify on the property's rent, not your personal income.

Do you lend in Corona, Temecula and Moreno Valley?

Yes. We lend on 1-8 unit investment properties across Riverside County and the rest of California.
