Asheville is a high-priced mountain market where long-term rents do not always keep up with home values. That makes the refinance math tighter than in most of North Carolina, and it puts insurance, flood risk and STR rules at the center of the file.
In short: LendingStreet refinances Asheville-area rentals out of hard money, bridge and existing loans with 30-year DSCR loans that qualify on rent, not tax returns. Rate-and-term goes up to 80% LTV on some programs with a 1.0x standard minimum DSCR, and sub-1.0 programs exist for files that fall short. Because the City of Asheville limits whole-home short-term rentals in most residential areas, many refinances here are underwritten on long-term leases.
West Asheville, Montford, North Asheville, Haw Creek, Oakley and Kenilworth have older bungalows and craftsman homes, many on hilly lots. Outside the city, Weaverville, Black Mountain, Candler, Arden and Fletcher in Henderson County offer newer homes that rent to families and healthcare workers.
Hurricane Helene in 2024 caused severe flooding along the French Broad and Swannanoa rivers and damaged homes across the region. Some investors are refinancing repaired properties, while others are reviewing insurance and flood exposure more carefully before they hold for the long term.
| Area | Typical rental stock | What to check before you refinance |
|---|---|---|
| West Asheville, Haw Creek | Bungalows and small infill homes | Slope, drainage and long-term rent comps |
| Montford, North Asheville | Historic and craftsman homes | Historic district rules and higher values |
| Swannanoa, Biltmore Village area | Mixed older housing near rivers | Flood zone, storm repairs and insurance |
| Weaverville, Arden, Fletcher | Newer suburban homes | County line, HOA rules and taxes |
A rate-and-term refinance replaces the short-term note with a 30-year DSCR loan sized to pay off the existing balance and closing costs. The new loan qualifies on the property's rent, not your W-2s or tax returns, and the standard minimum DSCR is 1.0x. On some programs rate-and-term goes up to 80% LTV.
Some Asheville investors financed purchases with bridge loans expecting nightly rental income, then found the property could not legally operate that way. Refinancing on a long-term lease is common, and the loan amount has to be sized to the rent the home actually earns.
This example is illustrative and not a quote. An investor bought a West Asheville home with a bridge loan, finished updates and leased it to a long-term tenant for $2,600 a month. The home appraises at $480,000 and the bridge balance is $340,000.
The new loan of $350,000 covers the $340,000 payoff plus $10,000 in closing costs, about 73% of the $480,000 value. Estimated principal and interest on a 30-year term is about $2,417. With taxes of $300 and insurance of $210 a month, the full payment is about $2,927 and DSCR is about 0.89x on $2,600 of rent.
That is below the 1.0x standard minimum. The investor can look at a sub-1.0 DSCR program, or bring about $65,000 to closing to lower the loan to about $285,000, which puts DSCR near 1.05x. That trade-off is common in Asheville, where values are high relative to long-term rents.
What changes most is the structure: the balloon or maturity date goes away, the payment includes principal so the balance falls each month, and taxes and insurance are counted up front. Run your own numbers with the DSCR calculator before you apply.
| Item | Before: bridge loan | After: DSCR rate-and-term |
|---|---|---|
| Loan balance | $340,000 | $350,000 |
| Monthly principal and interest | $2,833 (interest only) | $2,417 |
| Taxes, insurance | $510 | $510 |
| Total monthly payment | $3,343 | $2,927 |
| DSCR at $2,600 rent | About 0.78x | About 0.89x |
| Term | Short-term, due soon | 30 years |
Buncombe County reappraises property on a multi-year schedule, and recent revaluations have reflected the area's strong price growth. City of Asheville properties pay both county and city taxes, plus any fire district charges where they apply.
Henderson, Madison and Haywood counties have their own schedules and tax rates. Pull the current bill for the exact parcel, since homes just outside city limits can have a noticeably different total. North Carolina's excise tax applies to deed transfers, not to a refinance.
The City of Asheville generally limits whole-home short-term rentals to specific zoning districts and allows homestays only where the host lives on site. Buncombe County has separate rules for unincorporated areas. If you plan to rely on nightly income, confirm the property's zoning and permits first.
After Helene, insurers and underwriters look closely at flood zones, storm repairs and drainage. If the home was damaged, bring the repair invoices and permits, and get flood insurance quotes even if the home sits just outside a mapped zone.
Asheville allows accessory dwelling units in many residential areas, and duplexes and small multi-unit buildings appear in West Asheville and near downtown. When each unit is legal and leased long term, the combined rent can carry the loan, which can make the ratio easier than on a single-family home.
The choice comes down to the goal. If you want to replace a short-term note or an expensive loan and keep the balance about where it is, use rate-and-term. If you want equity out to fund the next purchase, cash-out reaches 75% LTV, with seasoning that varies by program.
Given how tight long-term rent is against Asheville values, most investors here are better served by rate-and-term than by pulling equity, since a larger balance can push the ratio below 1.0x.

Only if it is legally permitted for that use. The city limits whole-home STRs in most residential areas, so many investors refinance on a long-term lease instead.
