The typical Bend rate-and-term refinance is not about shaving a payment. It is about getting off a short-term loan: the bridge loan used to buy fast, the hard money that funded an ADU, or the construction loan on a finished duplex, before it matures.
In short: LendingStreet refinances 1-8 unit rentals in Bend, Redmond and Deschutes County with DSCR rate-and-term loans that pay off an existing loan and replace it with long-term financing, up to 80% LTV on some programs. The loan qualifies on the property's rent with no W-2s or tax returns, a 620 minimum credit score and 30-year terms available.
Investors who bought with a bridge or fix and flip loan and have now leased the property. Builders who finished a spec home or duplex and decided to hold it. Owners who added a permitted ADU with short-term money and now have two leases. And owners with an older loan that has a balloon, an adjustable payment or terms they want to change.
Unlike a cash-out refinance, the new loan is sized to pay off the existing debt and closing costs rather than to put cash in your pocket. That usually means higher allowed leverage and a cleaner path to qualifying.
| Where you start | Why refinance | What we look at |
|---|---|---|
| Bridge loan on a purchase | Maturity date; interest-only payment | Lease in place, appraised value |
| Hard money used to add an ADU | Short term; higher cost | ADU permit final, two leases |
| Construction loan on a finished build | Loan due at completion | Certificate of occupancy, rent, new tax value |
| Older loan with a balloon or ARM | Payment certainty | Payment history, rent, value |
Oregon generally limits assessed value growth on existing property, but new construction and major improvements are added to the Deschutes County roll at their own value. A newly finished home, duplex or ADU will usually carry a higher tax bill than the vacant lot or the house before the ADU. Use the new figure in the refinance payment.
If the county has not yet issued a bill reflecting the improvement, we will estimate it conservatively. Underestimating taxes is a common reason refinance ratios come in lower than expected.
This example is illustrative and not a quote. An investor bought a central Bend house with a bridge loan, finished a permitted detached ADU and leased both units. The bridge balance is $520,000, and the property now appraises at $840,000. The house leases for $3,000 and the ADU for $1,500. With the ADU on the tax roll, taxes are $455 a month and insurance is $185.
A $525,000 DSCR loan pays off the bridge balance and covers closing costs. The estimated principal and interest is about $3,493, the full payment with taxes and insurance is about $4,133, and the ratio is about 1.09x.
The loan payment is lower than the bridge loan's interest-only payment, and the new loan also amortizes, so the balance falls each month. Just as important, there is no maturity date a few months out forcing a sale or an extension.
| Item | Current bridge loan | New DSCR loan |
|---|---|---|
| Balance or loan amount | $520,000 | $525,000 |
| Loan-to-value on $840,000 | 62% | 62.5% |
| Payment type | Interest-only | Principal and interest, 30-year |
| Estimated monthly loan payment | $4,117 | $3,493 |
| Taxes and insurance | $640 | $640 |
| Maturity | Months away | 30 years |
| DSCR on $4,500 rent | Not used | About 1.09x |
Start the refinance at least 45 to 60 days before your short-term loan matures. You will need leases, the appraisal, title and insurance, and Bend appraisers can be busy in spring and summer. If an ADU or build is finishing, have the final permit sign-off in hand before you apply.
Some programs require a minimum ownership period before using the appraised value instead of the purchase price plus improvements. Tell us your purchase date and costs so we can use the right figure.
Rate-and-term refinances can go up to 80% LTV on some programs, though Bend rent levels often keep the loan lower in practice. If the new loan has to be larger than the rent supports at 1.0x, you may need to pay the existing balance down at closing, or look at a sub-1.0 DSCR program.
For properties with 5-8 units or loan amounts above about $1.5M, maximum leverage varies by program and is often lower.
Long-term leases are the standard basis for the refinance. If the property is a permitted short-term rental in Bend, or a vacation home in Sunriver or another resort area, some programs can qualify on short-term income using booking history or a projection. Bend's permit and spacing rules apply inside city limits, and county and owners association rules apply outside.
If you are refinancing a newly leased property, the lease is usually enough. Some programs also look at a market rent estimate from the appraiser and use the lower of the two, so price your lease close to market. Oregon's limits on rent increases make the starting rent on a new lease especially important, because it becomes the base for future increases.
If you have five or more rentals coming off short-term loans or older financing, a blanket portfolio loan can refinance them together with one closing, one payment and release provisions if you later sell one. Properties outside Oregon can be included on some programs.
Investors who have built up a mix of Bend, Redmond and La Pine rentals often find that the stronger rent-to-price ratios of the outlying homes help carry a Bend property with a tighter ratio when the portfolio is underwritten together. Separate loans, on the other hand, keep each property independent if you plan to sell some soon. Our comparison of blanket loans and individual DSCR loans walks through the tradeoffs.

Allow at least 45 to 60 days for the appraisal, title and underwriting.
