Pittsburgh is one of the few big metros where a renovated three-bedroom house can still be bought for a modest price and leased for rent that covers a full payment. The refinance step has one local twist: Allegheny County assessments, and the appeals that can follow a purchase.
In short: LendingStreet refinances 1-8 unit rentals in the Pittsburgh area with DSCR rate-and-term loans that pay off hard money, a bridge loan or an existing mortgage and qualify on the property's rent, with no W-2s or tax returns. Loans start at $150,000, rate-and-term goes up to 80% LTV on some programs, and the standard minimum DSCR is 1.0x with a 620 minimum credit score. In Pittsburgh, most refinances are older single-family homes and duplexes in the city and its boroughs, and the county assessment, possible appeals by taxing bodies and hillside property condition are the local items to check.
Pittsburgh's renter demand comes from UPMC, Allegheny Health Network, Pitt, Carnegie Mellon and a growing tech and robotics sector. The housing stock is old, solid and inexpensive: frame and brick homes from the early 1900s, up-down duplexes and small multi-units on steep streets.
Investors often buy with hard money, renovate and refinance. Others hold rentals on local bank notes with balloons. A rate-and-term DSCR refinance moves either into a 30-year payment.
Pittsburgh's low prices also draw out-of-town investors, who often buy several homes over a few years. Once you own five or more, a blanket loan can refinance them together.
Pittsburgh's neighborhoods and boroughs each have their own rents, tax rates and terrain.
| Area | Typical rental stock | Common refinance situation |
|---|---|---|
| Brookline, Carrick and Beechview | Frame and brick single-family homes | Refinancing after renovation |
| Lawrenceville, Bloomfield and Greenfield | Rowhomes and duplexes, higher rents | Rate-and-term on a long-held rental |
| Sheraden, Mount Oliver and McKees Rocks | Older homes at low prices | Small balances; check the $150,000 minimum |
| Dormont, Bellevue and West Mifflin | Single-family homes and duplexes in boroughs | Replacing a bank balloon |
A rate-and-term refinance pays off the existing loan and closing costs and changes the rate, term or structure, without taking meaningful cash out. Because it adds no new equity draw, leverage can reach up to 80% LTV on some programs, versus up to 75% on a cash-out. If you need cash for the next deal, see our Pennsylvania cash-out page instead.
Common reasons to choose rate-and-term:
This example is illustrative and not a quote. A three-bedroom brick home in Brookline was bought with a hard money loan, renovated and leased for 12 months. It appraises at $225,000 and rents for $1,750 a month. The hard money loan balance is $158,000, with an interest-only payment of about $1,514 a month.
A rate-and-term DSCR refinance of $164,000 covers the payoff plus about $6,000 in estimated closing costs, roughly 73% LTV. Estimated principal and interest on a 30-year fixed loan is about $1,105. With taxes of $330 and insurance of $120, the monthly payment is about $1,555, for a DSCR of about 1.13x.
The new payment is about $409 a month lower than under the hard money loan, and it is fixed for 30 years instead of coming due. The ratio clears the 1.0x standard minimum.
| Item | Before (hard money loan) | After (DSCR refinance) |
|---|---|---|
| Loan balance | $158,000 | $164,000 |
| Monthly loan payment | $1,514 (interest-only) | $1,105 (est. principal and interest) |
| Property taxes | $330 | $330 |
| Insurance | $120 | $120 |
| Total monthly payment | $1,964 | $1,555 |
| DSCR at $1,750 rent | About 0.89x | About 1.13x |
| Loan term | Short term, comes due | 30-year fixed |
For a rate-and-term refinance, the appraisal sets both the value used for LTV and the market rent used for DSCR. Single-family homes get a rent schedule with the appraisal, and 2-4 unit properties are appraised on a small residential income form. In Pittsburgh, appraisers compare homes in the same neighborhood or borough, and hillside lots and retaining walls can come up in the report.
Allegheny County has not done a countywide reassessment in many years, so assessed values on many homes are far below what they sell for. After a sale well above the assessment, school districts and municipalities sometimes file appeals to raise the value. Budget for that possibility on a recent purchase.
A Pittsburgh rental can be taxed by the county, the city or borough and the school district, and rates vary widely between municipalities. Pennsylvania has no mortgage recording tax, and the realty transfer tax applies to sales, not to a refinance.
Steep lots, retaining walls and landslide-prone slopes are common, and standard policies generally exclude earth movement. Homes along the rivers and creeks can flood. Insurers also look at roof age, electrical and older heating systems.
The City of Pittsburgh has adopted a rental registration and inspection program, and many boroughs have their own occupancy or resale inspection rules. Check the requirements for your municipality and keep registrations current.
Pennsylvania has no rent control, and leases are usually 12 months. Student rentals near Oakland are common, but most investors lease to working tenants and families in the neighborhoods.
Start the refinance 45 to 60 days before your short-term loan matures. Seasoning rules, meaning how long you must own the property before the new loan can use the appraised value, vary by program. In Pittsburgh, that often means a brick home in Brookline or Carrick renovated and leased within a few months.

The financing team will run the ratio at a few loan amounts and come back with options, including sub-1.0 DSCR programs where they fit. If you want to test the numbers first, our DSCR calculator works best with the real tax bill and a current insurance quote rather than estimates.
Yes. Taxing bodies in Allegheny County sometimes appeal assessments after a sale well above the assessed value. Budget for a higher tax bill.
Each municipality and school district sets its own rate, so similar homes in different boroughs can have very different bills.
It can come up in the appraisal and insurance. Have its condition documented.
Yes. We look at 1-8 unit rentals across Allegheny County and nearby counties.
Some programs accept a DSCR below 1.0x. A smaller loan or a lower insurance quote can also raise the ratio.
No. Our investor loans are business-purpose loans on non-owner-occupied property.
A rate-and-term refinance pays off existing debt and closing costs with little or no cash back, and some programs allow up to 80% LTV. A cash-out refinance lets you pull equity, up to 75% LTV.
