Rockford has some of the lowest entry prices of any Illinois metro, and plenty of investors buy two-flats and single-family homes there with short-term money. The hard part is the long-term loan, where Illinois property taxes take a big bite out of the ratio.
In short: Yes. A DSCR rate-and-term refinance from LendingStreet can pay off a hard money loan, a bridge loan or an existing mortgage on a Rockford-area rental and replace it with a 30-year option qualified on the property's rent. Programs go up to 80% LTV on some rate-and-term loans, start at $150,000 and require a 620 minimum credit score.
Rockford's rental stock is mostly older single-family homes and two- to four-unit buildings, many built for workers in the city's manufacturing era. Investors buy on the west and south sides for price, and in Churchill's Grove, Signal Hill and around Rolling Green and Edgewater for steadier tenants.
Loves Park, Machesney Park, Belvidere and Cherry Valley add newer suburban rentals. Aerospace and manufacturing employers and the area's hospitals provide a working tenant base. Many local investors finance through small banks on five-year balloon terms, and a DSCR rate-and-term refinance is a common way to replace a balloon that is coming due.
Here is how the main areas tend to look for a refinance.
| Area | Typical rental stock | Refinance angle |
|---|---|---|
| West and southwest Rockford | Older single-family and two-flats | Low prices; tax bill is a large share of the payment |
| Churchill's Grove, Signal Hill, Edgewater | Early 1900s homes, some small multi-unit | Renovated homes refinance well on long-term leases |
| Rolling Green, northeast Rockford | Post-war ranches and capes | Replacing maturing local bank balloons |
| Loves Park, Machesney Park, Belvidere | Newer suburban single-family | Higher rents; check each township's tax rate |
A DSCR rate-and-term loan takes out the debt already on the property, whether that is a hard money note, a bridge loan or an older mortgage, and replaces it with a long-term loan. You do not take equity out as cash, beyond small amounts some programs allow, so leverage can go up to 80% LTV on some programs.
The new loan is underwritten on the property, not your personal income. The lender divides rent by the full monthly payment, principal, interest, taxes, insurance and HOA dues, and looks for 1.0x or better on standard programs.
Outside Cook County, Illinois assesses property at one-third of market value, and Winnebago County tax rates are high compared with most of the country. On a low-priced Rockford rental, taxes can be one of the biggest lines in the payment, and they have a direct effect on the DSCR.
Illinois bills property taxes in arrears: the bill you pay this year is for last year. On a refinance, the title company and the new lender will account for taxes owed but not yet billed, and the escrow account needs to be funded accordingly. Ask for that estimate early so the closing figures are not a surprise.
Check with the City of Rockford and any suburb where you own about rental registration and inspection requirements. Open code violations can hold up a refinance closing, and the appraiser will note obvious deferred maintenance.
If a two-flat or larger building has a converted basement or attic unit, make sure it is legal. The appraisal and the loan follow the legal unit count. Buildings with 9 or more units are commercial loans; see our multifamily page.
This example is illustrative and not a quote. An investor owns a two-flat on the west side, renovated with a hard money loan. It appraises at $165,000, the payoff on the existing loan is $118,000, and estimated closing costs of $5,000 are rolled into the new loan, for a balance of $123,000, about 74.5% LTV. Rent is $1,900 a month.
Estimated principal and interest on a 30-year loan comes to about $839. Adding taxes of $385 and insurance of $120 gives a total payment of about $1,344, for a DSCR of about 1.41x, above the 1.0x standard minimum. Compared with the old loan, the monthly payment drops by about $246, and the balance now amortizes.
Run the numbers backward too. Rent would have to fall to about $1,344 for the ratio to reach 1.0x, and at $1,900 the property could carry roughly $204,000 before hitting 1.0x. That cushion is what lets you choose a balance with confidence.
| Item | Hard money loan (interest-only) | New DSCR loan |
|---|---|---|
| Appraised value | $165,000 | $165,000 |
| Loan balance | $118,000 | $123,000 |
| LTV | 71.5% | 74.5% |
| Principal and interest (or interest-only) | $1,085 | $839 |
| Taxes, insurance and HOA | $505 | $505 |
| Total monthly payment | $1,590 | $1,344 |
| DSCR at $1,900 rent | About 1.19x | About 1.41x |
Lenders differ on seasoning. On some programs, a renovated property can be refinanced on its new appraised value fairly soon; on others, the loan is limited to what you paid plus documented improvements until a set period passes.
Plan backward from your maturity date. Give yourself time for an appraisal, a rent analysis, title and insurance, and avoid letting a bridge or hard money note run into extension fees.
A unit that is not yet rented can sometimes be underwritten on market rent from the appraisal, depending on the program. A lease in hand at a supportable rent is still the simplest way to show the ratio.
Gather these before you request a quote.
Our investor loans are business-purpose loans on non-owner-occupied property. We look at the rent, the payoff, the value and the local costs, and show what balance the property supports at the 1.0x standard minimum.
When the refinance is one of several, ask about a blanket portfolio loan. Five or more rentals can share one loan, one closing and portfolio pricing.

Because Illinois taxes are paid in arrears. Taxes for the current year have built up but have not been billed, so the closing statement accounts for them and the new escrow account is funded.
