DSCR Rate-and-Term Refinance for Santa Rosa Rentals

Many Santa Rosa rental owners are carrying a loan that was never meant to last: a construction loan from rebuilding after a fire, a bridge loan from a quick trust-sale purchase, or private money used to add an ADU. A rate-and-term refinance replaces that short-term debt with a long-term loan built around the property's rent.

In short: LendingStreet refinances 1-8 unit rentals in Santa Rosa and across Sonoma County with DSCR rate-and-term loans that pay off an existing loan and closing costs, up to 80% LTV on some programs. The loan qualifies on the property's rent with no W-2s or tax returns, a 620 minimum credit score and 30-year terms available.

Common Santa Rosa refinance situations

Rental owners who rebuilt after the Tubbs or Glass fire with a construction loan and now have a finished, leased home. Investors who bought with a bridge or fix and flip loan and have stabilized the property. Owners who added a permitted ADU with short-term money. And owners with an older loan that has a balloon payment or an adjustable payment they want to replace.

A rate-and-term refinance does not put cash in your pocket. It pays off the existing debt and closing costs, which usually allows higher leverage than a cash-out and keeps the qualifying math simpler.

Rebuilt homes and the assessed value

California has rules that can let an owner who rebuilds after a disaster keep the prior assessed value for a comparable replacement home, with only added square footage assessed at current value. For a rental owner who rebuilt in Coffey Park or Fountaingrove, that can mean a far lower tax bill than a buyer of the same new home would pay.

Confirm your status with the Sonoma County Assessor and use the actual bill in your numbers. If an ADU was added beyond the original home, that new space is generally assessed separately at current value.

Worked example: paying off a rebuild construction loan

This example is illustrative and not a quote. A rental owner rebuilt a home and detached ADU on the lot where the original rental burned. The construction loan balance is $610,000, and the finished property appraises at $1,100,000. The house leases for $4,300 and the ADU for $1,900. Because the owner kept the prior assessed value on the replacement home, with only the ADU assessed at current value, taxes are about $650 a month; insurance is $330.

A $616,000 DSCR loan pays off the construction loan and covers closing costs. The estimated principal and interest is about $4,098, and the ratio is about 1.22x.

If the property had instead been fully reassessed at today's value, taxes would be about $1,054 a month and the ratio about 1.13x. It would still qualify here, but with a thinner cushion.

Bridge and hard money payoffs

If you bought with a bridge loan, remember that your taxes reset to your purchase price when you bought. The refinance uses that bill, not the seller's. In many Santa Rosa refinances, the DSCR loan that clears 1.0x is close to or below the bridge balance, so you may need to pay down some principal at closing. Sub-1.0 DSCR programs exist for some files.

Start the process at least 45 to 60 days before your bridge or hard money loan matures. Appraisals, insurance and title can take longer in Sonoma County than elsewhere.

For properties bought in a trust or estate sale, have the repair invoices and any permits finaled before the appraisal. Appraisers in Santa Rosa look closely at condition, and an unfinished bathroom or an open permit can reduce the value or delay the report.

Insurance: the item that can delay a refinance

The new loan needs insurance in place at closing. Newer rebuilt homes built to wildland-urban interface standards are often easier to insure than older homes in the same area, but carriers remain selective. If you are using the California FAIR Plan with a difference-in-conditions policy, share the declarations early.

During construction you carried builder's risk coverage; that policy ends when the home is finished and leased. Line up the permanent landlord policy before the certificate of occupancy is issued so there is no gap, and so the refinance is not waiting on a binder while your construction loan approaches maturity.

Leverage, unit count and rent

Rate-and-term refinances go up to 80% LTV on some programs. Properties with 5-8 units and balances above about $1.5M often have lower maximums that vary by program. For rent, we use signed leases and the appraiser's market rent opinion; under California's rent rules, the in-place rent on an occupied unit is usually what counts.

If the property is a permitted short-term rental, some programs can use short-term rental income with booking history.

Refinancing more than one Sonoma County rental

If you own five or more rentals, a blanket portfolio loan can refinance them together with one closing, one payment and release provisions if you sell one later. Some programs allow properties in more than one state.

Owners who rebuilt one property after a fire and still hold older rentals elsewhere in the county sometimes find the portfolio view helps: a property with a strong ratio can support one with a thinner ratio. Separate loans, on the other hand, keep each property independent if you plan to sell some.

Common questions

Can I refinance a construction loan on a fire rebuild into a DSCR loan?

Yes, once the home has a certificate of occupancy and a lease. The loan qualifies on rent.

Will my rebuilt rental be taxed at full value?

Not necessarily. California rules can let an owner keep the prior assessed value for a comparable replacement. Added space is generally assessed at current value. Confirm with the assessor.

How high can a rate-and-term refinance go?

Up to 80% LTV on some programs, subject to the property's rent clearing the DSCR minimum.

My bridge balance is higher than the DSCR loan. What now?

You can pay down the difference at closing, sell, or ask about sub-1.0 DSCR programs where they fit.

How early should I start?

At least 45 to 60 days before your current loan matures.

Do you refinance ADU properties?

Yes. A permitted ADU with a lease adds to the qualifying rent.

Do I need tax returns?

No. The loan qualifies on the property's rent, with a 620 minimum credit score.

Can I refinance a rental with an existing balloon payment?

Yes. A rate-and-term refinance can pay off an older loan with a balloon or adjustable payment and replace it with a 30-year term, if the rent supports the new payment.
