DSCR Rate-and-Term Refinance for Tampa, FL Rentals

Tampa investors who renovated older homes in Seminole Heights or bought newer homes in Riverview with short-term money now face higher insurance and, in many suburbs, CDD assessments. Both go into the DSCR on a rate-and-term refinance.

In short: Yes. LendingStreet refinances 1-8 unit rentals in Tampa Bay with DSCR rate-and-term loans that pay off hard money, a bridge loan or an existing mortgage, up to 80% LTV on some programs. The loan qualifies on the property's rent, not your tax returns, with a 620 minimum credit score, LLC borrowers and 30-year terms available.

Why Tampa investors refinance

Tampa Bay's rental stock includes bungalows and block homes in Seminole Heights, Tampa Heights, Sulphur Springs and West Tampa, mid-century homes in Town 'n' Country and Carrollwood, and newer subdivisions in Brandon, Riverview, Wesley Chapel and Land O' Lakes.

Healthcare, finance, MacDill Air Force Base, the port and steady in-migration support long-term demand. Many investors buy a dated home with hard money, renovate, lease and then refinance into a 30-year loan.

How a rate-and-term refinance works

A rate-and-term refinance replaces the loan you have with a new one, without taking equity out as cash beyond small amounts allowed by the program. The new balance covers the payoff of the existing loan plus closing costs. The goal is a lower payment, a fixed rate in place of an adjustable one, or a 30-year term in place of a short-term interest-only loan.

Because it pulls no equity out, rate-and-term can go up to 80% LTV on some programs, higher than the 75% cash-out limit. Qualification runs on the debt service coverage ratio: monthly rent divided by the full payment, including principal, interest, taxes, insurance and any HOA dues.

CDDs, insurance and Florida taxes

Many newer communities in Riverview, Wesley Chapel and Brandon are in a Community Development District, and the CDD assessment appears on the tax bill. It counts in the DSCR payment along with any HOA dues.

Investment property does not get the homestead exemption, but non-homestead residential assessments are capped at 10% annual increases until sale. Insurance is the biggest variable: get a current wind quote and check the flood zone, especially for homes that flooded in recent storms. Ask the title company how Florida doc stamps and intangible tax apply to your refinance.

Flood history and storm repairs

Some Tampa neighborhoods near the bay and the Hillsborough River flooded in recent hurricanes. If a property had flood damage, the appraisal needs to reflect permitted, completed repairs, and the flood insurance premium belongs in the payment.

Vacation rental rules vary between Tampa, Hillsborough County and nearby cities. Most Tampa refinances are underwritten on long-term leases.

Investors with homes on both sides of the bay often refinance several at once. Five or more rentals can be combined under a blanket portfolio loan, which can include properties in Hillsborough, Pasco and Pinellas counties on one closing.

Worked example: Tampa refinance math

This example is illustrative and not a quote. An investor owns a Seminole Heights bungalow renovated with a hard money loan. It appraises at $485,000, the payoff on the existing loan is $345,000, and estimated closing costs of $9,000 are rolled into the new loan, for a balance of $354,000, about 73.0% LTV. Rent is $3,550 a month.

Estimated principal and interest on a 30-year loan comes to about $2,415. Adding taxes of $690 and insurance of $330 gives a total payment of about $3,435, for a DSCR of about 1.03x, above the 1.0x standard minimum. Compared with the old loan, the monthly payment drops by about $745, and the balance now amortizes.

Two quick stress tests are worth running on any Tampa refinance. If the appraiser's market rent came in at $3,435 instead of $3,550, the ratio would sit right at 1.0x. And holding everything else the same, this rent supports a balance of roughly $371,000 at 1.0x, which shows how much room the file has.

When to refinance and seasoning

Seasoning varies by program. Some programs will use the new appraised value soon after a renovation; others cap the loan at the purchase price plus documented improvements for the first several months. Keep receipts, permits and before-and-after photos.

Start the refinance well before a hard money or bridge loan matures. Extension fees are expensive, and appraisal, title and underwriting take time. A signed lease, or a market rent estimate from the appraiser, is what the DSCR is built on.

If the property is still being leased up, some programs can use the appraiser's market rent estimate instead of a signed lease, but terms may differ. A signed lease at or above market rent is the cleanest path.

What to have ready for a Tampa refinance

A complete file keeps the appraisal and underwriting on schedule.

How LendingStreet reviews a Tampa refinance

Our investor loans are business-purpose loans on non-owner-occupied property. Send the address, current payoff, rent and what you want to improve, whether that is payment, term or getting off a maturity date. We run the DSCR at a few balances and come back with options, including sub-1.0 programs where they fit.

If you own five or more rentals, a blanket portfolio loan can refinance them together under one loan with one payment, qualified on the portfolio's combined cash flow.

Common questions

Does a CDD assessment count in my Tampa DSCR?

Yes. CDD assessments are part of the property tax bill and are included in the monthly payment used for the ratio.

My Tampa rental flooded and was repaired. Can I refinance?

Yes, once repairs are complete and permitted. Expect the flood zone and insurance to be reviewed closely.

Do you refinance rentals in Pasco and Pinellas counties?

Yes. We refinance 1-8 unit rentals across Hillsborough, Pasco and Pinellas counties when rent and value support the loan.

How much can I borrow on a rate-and-term refinance?

Up to 80% LTV on some programs, enough to pay off the existing loan and closing costs. The rent also has to cover the new payment at the program minimum.

Do I need tax returns or W-2s?

No. The loan qualifies on the property's rent. You need a 620 or higher credit score, reserves and entity documents if the property is in an LLC.

What if my DSCR comes in under 1.0x?

You can lower the balance, or look at sub-1.0 DSCR programs, which accept rent slightly below the payment on some files.

Can I refinance into an LLC?

Yes. LLC borrowers are standard on DSCR loans, and you sign for the loan personally where the program requires it.

Is a rate-and-term refinance better than cash-out?

It depends on the goal. Rate-and-term allows higher leverage on some programs and focuses on terms; cash-out lets you take equity out up to 75% LTV.
