Refinance Your Toledo Rental Into a Long-Term DSCR Loan

Toledo is one of the lowest-cost rental markets in Ohio, and many investors renovate houses and duplexes there with hard money. Before refinancing a pre-1978 rental in the city, the lead-safe certificate is usually the first thing to have in hand.

In short: LendingStreet offers DSCR rate-and-term refinances on 1-8 unit investment properties in the Toledo area, replacing hard money, bridge debt or an existing loan with a long-term payment sized on rent. Rate-and-term goes up to 80% LTV on some programs, the standard minimum DSCR is 1.0x, and no W-2s or tax returns are required.

The Toledo refinance picture

Toledo has older single-family homes and duplexes in West Toledo, the Old West End, Library Village and around the University of Toledo, smaller homes in East Toledo and South Toledo, and newer suburban stock in Sylvania, Maumee, Perrysburg and Oregon.

Auto and glass manufacturing, two large health systems, the University of Toledo and logistics along the interstates support long-term rental demand. Low entry prices mean many investors buy, renovate with hard money and refinance into a DSCR loan.

Rate-and-term vs cash-out, in plain terms

With cash-out, you borrow more than you owe and keep the difference, up to 75% LTV. With rate-and-term, the new loan pays off what you owe and the closing costs, and the purpose is better terms rather than cash. That is why some programs allow up to 80% LTV on rate-and-term.

Both qualify the same way, on the DSCR: rent divided by principal, interest, taxes, insurance and HOA dues. The standard minimum is 1.0x, and sub-1.0 programs exist for properties where the rent falls a little short.

Ohio reappraisals and Lucas County taxes

Ohio assesses property at a 35% assessment ratio and reappraises every six years with an update at the midpoint. Lucas County and Wood County values have risen in recent cycles. Use the current tax bill and expect a renovated property's value to be picked up.

Ohio does not charge a mortgage recording tax beyond recording fees, so refinance costs are mostly title, appraisal and lender costs.

Toledo's lead-safe rental rule

Toledo requires many pre-1978 rentals with one to four units to pass a lead-safe inspection and register with the city. A current lead-safe certificate is something to have before refinancing.

Suburbs set their own rental rules, and some require rental registration or inspection. Check each city where you own.

Toledo's low prices mean a single house may sit below the $150,000 minimum loan size. Investors in that position often refinance two or more homes together, or combine five or more rentals under a blanket portfolio loan, so the balance clears the minimum.

Example: refinancing a Toledo-area rental

This example is illustrative and not a quote. An investor owns a West Toledo duplex renovated with a hard money loan. It appraises at $150,000, the payoff on the existing loan is $105,000, and estimated closing costs of $4,500 are rolled into the new loan, for a balance of $109,500, about 73.0% LTV. Rent is $1,500 a month.

Estimated principal and interest on a 30-year loan comes to about $747. Adding taxes of $250 and insurance of $100 gives a total payment of about $1,097, for a DSCR of about 1.37x, above the 1.0x standard minimum. Compared with the old loan, the monthly payment drops by about $218, and the balance now amortizes.

It helps to know the limits before the appraisal. At the same taxes and insurance, rent of about $1,097 would put the DSCR at 1.0x, and the current $1,500 rent would carry a loan of roughly $169,000 at that level. Anything well inside those numbers is a comfortable file.

Timing the refinance out of short-term debt

The best time to start is when the work is finished, permits are closed and a tenant is signed, ideally with a couple of months left before the short-term loan matures. That leaves room for the appraisal and title work without paying an extension.

How long you must own before the lender uses the new value varies by program. Some go by the appraisal soon after a rehab; some limit the loan to cost plus documented improvements early on. A clean record of the rehab budget helps either way.

Vacancy at the time of refinance does not always stop the loan, since some programs use market rent from the appraisal. Still, a signed lease removes a common question and usually makes the file stronger.

Documents that speed up the file

Having these ready when you apply avoids most delays.

Common questions

Do I need a lead-safe certificate to refinance a Toledo rental?

If the property is a pre-1978 rental covered by the city's ordinance, it needs to be lead-safe certified and registered. Have it current before you apply.

Is a $150,000 refinance possible in Toledo?

Yes. DSCR loans start at $150,000. Lower-priced homes may need to be combined into a larger loan, such as a blanket portfolio loan.

Do you refinance rentals in Perrysburg and Sylvania?

Yes. We refinance 1-8 unit rentals across Lucas and Wood counties when rent and value support the loan.

How long does a DSCR refinance take?

It depends on the appraisal, title and how complete the file is. Starting with a full document package shortens the timeline.

Is there a maximum loan amount?

DSCR loans start at $150,000 with no stated maximum. Larger balances get more review, and max LTV can vary by program.

Can I refinance a property that is vacant?

Some programs use the appraiser's market rent estimate instead of a signed lease. Terms vary by program.

Can I pay off a hard money loan with a DSCR refinance?

Yes. That is one of the most common uses of a rate-and-term refinance once the rehab is done and the property is leased.

Do you finance homes I will live in?

No. Our investor loans are business-purpose loans on non-owner-occupied property.
