Salem is not a luxury rental market, and most single homes here never come close to a jumbo balance. The $1.5M-plus loans that do happen usually involve a newer 8-unit building, a group of rentals bought or refinanced together, or, occasionally, a high-value property in West Salem or the hills south of town.
In short: LendingStreet offers jumbo DSCR loans of about $1.5M to $5M+ for purchase, rate-and-term and cash-out on high-value 1-8 unit rentals, and in Salem those balances usually come from 5-8 unit buildings or portfolios. Loans qualify on rent, not your W-2s or tax returns, and LLC borrowers are standard. Larger balances get more review, and maximum LTV can be lower and varies by program.
Most Salem rentals trade well under $1M, so a $1.5M loan at typical leverage needs well over $2M of property. These are the situations where that happens.
| Situation | Typical makeup | Structure |
|---|---|---|
| Newer 8-unit building | Townhome-style or garden units, South Salem or West Salem | Individual jumbo DSCR |
| Portfolio purchase or refinance | Five or more homes, duplexes or fourplexes | Blanket portfolio loan |
| Older 6-8 unit building plus houses | Mixed holdings near downtown | Blanket, or separate loans |
| High-value home | West Salem view homes, south hills, small acreage | Individual jumbo DSCR if rent supports it |
This example is illustrative and not a quote. An investor buys a newer 8-unit townhome-style building in South Salem for $2,320,000. Each unit rents for about $2,125, $17,000 a month in total. Taxes are about $1,800 a month and insurance $780.
At 70% LTV the loan is $1,624,000 and the payment is about $13,385, for a DSCR of about 1.27x. At 65% LTV the loan is $1,508,000 and DSCR rises to about 1.35x, still a jumbo balance. Because the building is less than 15 years old, its units are not yet under Oregon's annual rent cap, though state notice and just-cause rules still apply.
| Item | 70% LTV | 65% LTV |
|---|---|---|
| Loan amount | $1,624,000 | $1,508,000 |
| Estimated principal and interest | $10,805 | $10,033 |
| Taxes and insurance | $2,580 | $2,580 |
| Total monthly payment | $13,385 | $12,613 |
| DSCR at $17,000 rent | About 1.27x | About 1.35x |
Newer buildings tend to have lower insurance costs, modern electrical and plumbing systems, fewer deferred repairs and units that rent near the top of the local market. For a large loan, those traits make the file easier to underwrite: the appraisal is cleaner, the reserves needed for capital work are smaller and the rent roll is less likely to include long-term tenants far below market.
The tradeoff is price. Newer buildings sell for more per unit, so the ratio can still be tight at higher leverage. Run both 65% and 70% before you set your offer.
West Salem's view homes, the hills south of the city and small-acreage properties toward the Eola Hills wine country can carry high prices, but long-term rents rarely keep pace. Properties with acreage, wells, septic or agricultural uses also face program limits that vary. If you own one of these, run the DSCR math before counting on a jumbo balance; lower leverage or a sub-1.0 program may be the realistic option.
Bigger balances mean a closer look, and the review takes longer than a single-home file. For a purchase with a firm closing date, build that extra time into the contract, and have entity documents, bank statements and the seller's rent roll ready at the start. Expect deeper review in these areas.
Not every jumbo file is a single building. Investors who hold several Salem rentals can reach a jumbo balance with a blanket portfolio loan covering five or more 1-8 unit properties, qualified on combined cash flow, with one payment and release provisions. Portfolios can include properties in Keizer, Eugene, Portland or other markets, and on some programs other states. Separate DSCR loans remain an option when you plan to sell some properties soon. A mix also works: a blanket loan on long-term holds and individual loans on the properties you may sell.
An 8-unit building is a business, and the loan review treats it like one. Expect questions about who manages the property, how maintenance is handled and what reserves you keep for roofs, siding, paving and appliances. Newer buildings need less capital work in the early years, but the reserve still matters on a large loan.
Operating costs beyond the DSCR formula add up at this size: landscaping, common-area electricity, owner-paid water and sewer if units are not separately metered, turnover cleaning and management fees. Ask the seller for a full year of expenses and compare them with what you would expect to pay. A building that clears the ratio comfortably on paper can still be thin on cash flow if expenses are high.
Townhome-style buildings in South Salem and West Salem sometimes sit inside an HOA or carry shared maintenance agreements. Any dues are part of the DSCR payment, so include them in your numbers.
Taxes are one of the largest monthly costs on a building this size. Oregon's assessed values are not reset by a sale, so the seller's statement is usually a fair guide. On a newer building, check whether all of the construction value has been added to the roll yet; if the building was finished recently, the next Marion or Polk County statement may be higher than the current one.
