Upstate and Rural New York Investment Property Loans

Rural New York is the Catskills, the Finger Lakes, the North Country and the Southern Tier. Each region has its own tenant base, and the state's mortgage recording tax is one of the largest closing costs.

In short: Yes. LendingStreet finances 1-8 unit rentals in small towns and rural parts of New York with DSCR loans that qualify on the property's rent, plus bridge and fix-and-flip loans for purchases and renovations. Loans start at $150,000, purchases go up to 80% LTV, and LLC borrowers are standard. In upstate New York, the mortgage recording tax and town STR laws are the two items investors most often underestimate.

Rural and small-city New York: where the rentals are

The North Country has Watertown, which rents to families at Fort Drum, plus Plattsburgh, Potsdam and Ogdensburg. In the Southern Tier, Elmira, Corning, Olean and Jamestown have older two- to four-unit houses at low prices. The Mohawk Valley towns of Amsterdam and Gloversville are similar.

In the Finger Lakes, Geneva, Canandaigua and Watkins Glen draw both tenants and visitors. In the Hudson Valley and Catskills, Hudson, Catskill, Saugerties and Kingston have seen strong demand from people leaving the city, and the Adirondack towns of Saranac Lake and Old Forge are seasonal.

What the housing stock looks like

Upstate housing is old. Many Southern Tier and Mohawk Valley houses date to the early 1900s, with up-and-down two-family layouts, older electrical and lead paint. Catskill homes range from farmhouses to small cabins, some seasonal. Heating systems and roofs are the main rehab items.

Comparable sales and distance

In a small market the appraiser may have only a handful of recent sales, and some will be miles away or a different style of house. Expect wider adjustments, a longer search radius and more questions about rent. Recent leases on similar homes help the rent side, and a clean, accessible property makes the visit go faster.

In Delaware or Hamilton County, the appraiser may need to look across a wide area for comps, and prices in the Hudson Valley have moved fast enough that older sales need adjustment.

Wells, septic, acreage and access

Expect the file to ask how the home gets water, where the wastewater goes and how a car reaches it in February.

Outside villages, most homes use private wells and septic. Some counties, especially around lakes, require septic inspection on sale or in shoreline areas, and Adirondack Park rules limit development inside the park. Acreage homes in the Catskills are common, and limits vary by program. Seasonal camps without year-round access usually do not fit.

Loan size, low prices and combining properties

The program minimum is a $150,000 loan, which matters in lower-priced towns. If one house will not get there, look at a 2-4 unit building, a 5-8 unit building, or a group of rentals financed together. In Olean, Jamestown or Gloversville, a single two-family house may sell below the level needed for the minimum, so investors there often buy several.

Once you own five or more rentals, a blanket loan can refinance them together on portfolio cash flow, which often solves the small-balance problem for good.

STR rules in New York resort and lake towns

Many Catskill, Hudson Valley and Finger Lakes towns have adopted short-term rental laws requiring permits, and some cap the number of permits. Lake Placid has limited STRs in parts of the village. Our STR DSCR program can qualify on projected revenue on some programs, but only where the town allows the use. Check the town code and county registry.

Taxes, closing costs and insurance in New York

New York charges a mortgage recording tax on most loans, and the amount varies by county, so it can be one of the biggest closing costs. The state also charges a real estate transfer tax, and a mansion tax applies to residential purchases of $1 million or more. Several upstate cities, including Kingston and Hudson, have opted into the state's good cause eviction law, so check the city's tenant rules.

Running the numbers in Watertown

This example is illustrative and not a quote. An investor buys a Watertown two-family house leased to military families. The investor pays $295,000, and the property rents for $2,600 a month. Using $450 a month for taxes and $140 for insurance, a 75% LTV loan of $221,000 carries estimated principal and interest of about $1,545. The full payment is about $2,135, which puts DSCR near 1.22x.

Should the rent come in at $2,340 instead, DSCR would be about 1.10x.

Next steps with LendingStreet

A DSCR loan is the long-term hold: it qualifies on rent, and 30-year terms are available. A bridge loan is for speed, closing in as little as 10 days, and a fix-and-flip loan covers up to 90% of cost and up to 100% of rehab on some programs. Both short-term loans exit by sale or a DSCR refinance.

Fix-and-flip loans in the Southern Tier and Mohawk Valley often fund heating, electrical and lead-safe work on two-family houses. In the Catskills and Hudson Valley, bridge loans help investors close quickly on competitive listings and then refinance into a DSCR loan. Winter shortens exterior work, so time the rehab.

Common questions

What is the New York mortgage recording tax?

It is a tax on recording a mortgage, charged on most loans and varying by county. Plan for it in your closing costs on any New York loan.

Can I finance a cheap small-town house in New York?

The loan has to be at least $150,000, so a very low-priced house usually needs to be combined with other properties or replaced with a larger one.

Can I finance a Catskills rental for nightly stays?

Only where the town allows it. Many Catskill towns require permits and some cap them. Confirm the permit before you rely on nightly income.

Do you lend on New York homes with acreage?

Often, within limits that vary by program. The loan is underwritten on the house and its rent, and very large parcels, working farms and land without a rentable home are usually outside the program.

Do I need tax returns to qualify?

No. DSCR loans qualify on the property's rent compared with the full monthly payment. Expect to show credit, reserves, entity documents and the lease or a market rent estimate instead.

Do you finance rehabs in small New York towns?

Yes. Fix-and-flip loans start at $150,000, cover up to 90% of cost on some programs, and can be refinanced into a DSCR loan once the home is leased.

Do upstate tenant laws affect my loan?

They affect the property's income. Some cities have opted into good cause eviction rules, which can limit rent increases and evictions. Know the rules before you buy.

Do you finance a cabin or home I will use myself?

No. Our investor loans are business-purpose loans on non-owner-occupied property, so the home has to be a rental.
