Financing Wisconsin Two- to Four-Unit Rentals on Rent

Wisconsin's rental market is built on the Milwaukee duplex, the upper-and-lower flat found across the city's older neighborhoods, plus student rentals in Madison and older duplexes in Green Bay, Kenosha and Racine. A DSCR loan qualifies them on combined rent.

In short: You can finance a Wisconsin duplex, triplex or fourplex with a LendingStreet DSCR loan, sized on the building's combined rent. Leverage reaches 80% LTV on a purchase and 75% on a cash-out refinance, the minimum credit score is 620, the standard minimum DSCR is 1.0x and no tax returns are required. In Wisconsin, Milwaukee property taxes, lead service lines and winter heating are the items to check first.

Why Wisconsin is a duplex state

Milwaukee built thousands of upper-and-lower duplexes in the early twentieth century, including the distinctive Polish flat with a raised cottage over a garden unit. They remain the city's most common rental format and trade at prices that can cover a DSCR payment.

Madison is pricier and leans toward student and young-professional rentals near UW. Green Bay, Appleton, Kenosha and Racine offer more duplex stock at moderate prices. Across the state, property taxes are significant and older buildings need attention.

Outside Milwaukee, the Fox Valley cities of Appleton, Oshkosh and Green Bay have duplexes serving paper, manufacturing and health care employers, while Kenosha and Racine draw commuters who work in northern Illinois. UW campuses in Eau Claire, La Crosse, Oshkosh and Whitewater each support a pocket of student duplexes.

DSCR basics for two- to four-unit buildings

A DSCR loan ignores your personal income and looks at the building. The combined rent of all units, from leases or the appraisal's rent schedule, is divided by the monthly payment including taxes, insurance and dues. Standard programs want 1.0x or better; sub-1.0 programs are available for some buildings.

Leverage tops out at 80% LTV on a purchase and 75% on a cash-out refinance, with rate-and-term up to 80% on some programs. The minimum credit score is 620, loans start at $150,000, 30-year terms are available and LLC ownership is standard. Our investor loans are business-purpose loans on non-owner-occupied property, so the borrower does not occupy any unit.

Wisconsin property taxes and transfer fee

Wisconsin property taxes are significant, and Milwaukee's bills are high relative to value. Municipal assessors revalue property, some annually, so ask when the last revaluation happened.

Wisconsin charges a real estate transfer fee, customarily paid by the seller. Insurance depends on roof age, wiring and heating; older duplexes may have knob-and-tube wiring.

Milwaukee assesses property every year, and the city's notices arrive in spring with a short window to object. Use the most recent assessment, not the seller's older bill, when you estimate taxes.

Worked example: a Milwaukee duplex

This example is illustrative and not a quote. An investor buys a duplex in Milwaukee for $260,000 with 20% down, so the loan is $208,000. The two units rent for $1,150, $1,100 a month, $2,250 in total. Taxes and insurance run about $640 a month.

On a 30-year amortization, estimated principal and interest is about $1,454, for a total payment of about $2,094. Dividing $2,250 of rent by that payment gives a DSCR of about 1.07x, above the 1.0x standard minimum. Milwaukee's tax line is large relative to the price. A duplex in a suburb with lower taxes but higher prices might show similar coverage.

Wisconsin landlord rules and older buildings

Wisconsin's landlord-tenant rules in state statute and administrative code set deposit, notice and repair requirements. The state prohibits local rent control and limits some municipal rental inspection programs.

Milwaukee has many lead water service lines and a replacement program. Pre-1978 buildings need lead paint disclosures. Ask who pays heat and whether each unit has its own furnace.

Milwaukee's upper-and-lower duplexes usually have separate furnaces and meters for each flat, which keeps heat with the tenants. Ask for recent utility bills and the age of each furnace and water heater.

Duplex, triplex, fourplex or 5-8 units?

Each added unit spreads the price and fixed costs across more rent, which usually helps coverage, but it also adds turnover, repairs and management. A duplex is easiest to resell to a wide pool of buyers; a fourplex often has the strongest ratio. Buildings of 5 to 8 units can still use residential DSCR programs, though max LTV varies by program; see our Wisconsin 5-8 unit page. Nine or more units is commercial and covered on our multifamily pages.

When to refinance a Wisconsin duplex or fourplex

Many investors buy a tired building with short-term rehab financing, lease the units and then refinance into a long-term DSCR loan. Cash-out tops out at 75% LTV and rate-and-term at up to 80% on some programs, and how long you must own the property before a cash-out varies by program.

Common questions

What is a Milwaukee duplex?

An upper-and-lower flat with one unit stacked over another, usually with separate entrances, furnaces and meters. It qualifies as a two-unit property on the combined rent of both flats.

Does Wisconsin allow rent control?

No. State law prohibits local rent control, so rents on duplexes and fourplexes are set by the market and the lease. State rules on notices and deposits still apply.

Can I qualify below 1.0x DSCR?

Some programs allow it, usually with stronger credit or more reserves. Putting more down is the other common fix, since it lowers the payment the rent has to cover.

Can I live in one unit of a Wisconsin duplex with this loan?

No. Our investor loans are business-purpose loans on non-owner-occupied property, so every unit must be rented and you cannot occupy any of them. If you plan to live in the building, a consumer mortgage is the right product instead.

Can I finance a Madison student duplex?

Yes. It qualifies on combined rent. Madison prices are high relative to rent near campus, so a larger down payment may be needed, and leases often turn over in August.

Who pays Wisconsin's transfer fee?

It is customarily paid by the seller on a deed transfer, though the purchase contract controls. Buyers still pay title, recording and lender costs, which the settlement statement will show line by line.

What rent is used if one unit is empty at closing?

Occupied units use their leases, and empty units usually use the appraiser's market rent estimate from the rent schedule. Treatment varies by program, so tell us about any vacancy up front.

Do I need to close in my own name?

No. LLCs are standard, and many investors hold each building in its own entity. Expect to sign for the loan personally as well, and to provide the entity documents.
