Milwaukee is known for its duplexes and Polish flats, but it also has a deep supply of 1910s to 1960s walk-ups with six or eight units. Madison, Green Bay, Racine and Kenosha add more, each with its own rent and tax picture.
In short: You can finance a 5 to 8 unit building in Wisconsin with a LendingStreet DSCR loan that qualifies on rent, from $150,000 with no stated maximum and 30-year terms available. The rent has to cover principal, interest, taxes and insurance at 1.0x on standard programs, and sub-1.0 programs exist. In Wisconsin, property taxes, owner-paid heat in older buildings and Milwaukee's and Madison's local rules are the items that decide most files.
Milwaukee has small buildings in Bay View, Riverwest, the East Side near UW-Milwaukee, Washington Heights and the near south side, plus cream city brick buildings near downtown. The suburbs of Wauwatosa, West Allis and Shorewood have walk-ups at higher prices.
Madison has small buildings on the Isthmus, near the UW campus and in older east-side neighborhoods, at high prices per unit. Green Bay, Appleton, Oshkosh, La Crosse, Eau Claire, Racine and Kenosha have older buildings at more moderate prices, often near downtowns and UW campuses.
| Area | Typical buildings | What to check |
|---|---|---|
| Milwaukee: Bay View, Riverwest, East Side | 1910s to 1960s walk-ups | Boiler heat, lead paint, parking |
| Madison | Campus and Isthmus buildings | High prices; student lease cycles |
| Green Bay, Racine, Kenosha, La Crosse | Older small buildings | Condition, heat, roofs |
Start with the rent roll. Add the in-place rent for each unit and, for any vacant unit, a market rent the appraiser can support. Then divide by the full payment, including taxes and insurance. That ratio needs to be 1.0x or higher on standard programs.
Utilities the owner pays, such as common-area electric, water, sewer and trash, are not part of the DSCR payment on most programs, but they are part of your real cash flow. Budget for them separately so the deal still works after the loan closes, not just on the term sheet.
Leverage on 5 to 8 units varies by program and is often below the 80% purchase maximum available on smaller rentals. Cash-out refinances go up to 75% LTV, and seasoning rules vary. If the ratio comes in short, lowering the loan amount or using a sub-1.0 program are the usual fixes.
| Term | What to expect |
|---|---|
| Property type | 5 to 8 unit residential rental |
| Loan amount | From $150,000, no stated maximum |
| Purchase LTV | Up to 80% on some programs; often lower on 5-8 units |
| Cash-out LTV | Up to 75%; varies by program |
| Minimum DSCR | 1.0x standard; sub-1.0 programs exist |
| Credit score | 620 minimum |
| Income documents | None; qualifies on rent |
| Borrower | LLC standard; sign for the loan personally |
Wisconsin winters are long and cold, and many older walk-ups still have a central boiler with owner-paid heat. Heating is a real cost, even though it is not part of the DSCR payment. Ask the seller for a year of gas bills.
Freeze risk in vacant units, roof snow loads and ice damming are common insurance topics. Many Milwaukee buildings were built before 1978, so lead paint rules apply, and Milwaukee has its own lead programs. Inspect early.
Wisconsin charges a real estate transfer fee at sale, customarily paid by the seller. Buyers pay title, recording, appraisal and lender costs, so closing costs on the buyer side are usually moderate.
Property taxes in Wisconsin are relatively high compared with many states, and Milwaukee's rates are among the higher ones in the state. On a 5 to 8 unit building the tax bill is often the largest cost after principal and interest. Use the city's current assessment and rate, and expect the assessor to review the value after a sale.
This example is illustrative and not a quote. An investor buys a Milwaukee Bay View eight-unit building for $800,000. Each unit rents for about $1,050 a month, so gross rent is $8,400. Property taxes are budgeted at $1,400 a month and insurance at $400. The owner also pays about $550 a month in utilities and common-area costs, which affect cash flow but are not part of the DSCR payment.
At 75% LTV the loan is $600,000. On 30-year amortization, principal and interest is about $4,195, so the payment with taxes and insurance is about $5,995 and the DSCR is about 1.40x.
That clears the 1.0x standard minimum. After the owner-paid costs, about $1,855 a month is left before vacancy, repairs and management, which is why a realistic expense budget matters as much as the ratio.
| Item | 75% LTV |
|---|---|
| Purchase price | $800,000 |
| Gross monthly rent | $8,400 |
| Loan amount | $600,000 |
| Principal and interest | $4,195 |
| Property taxes | $1,400 |
| Insurance | $400 |
| Monthly payment (PITI) | $5,995 |
| DSCR | About 1.40x |
Wisconsin does not allow local rent control, and state law limits what cities can regulate in rental housing. The state's landlord-tenant rules, in statute and the administrative code, set requirements for deposits, notices and disclosures.
Milwaukee has a rental registration program and code enforcement inspections, and Madison has its own rules for rental units. Check with the city before closing, and ask the seller for open orders.
Milwaukee's prices per unit are moderate, and many buildings clear the ratio at standard leverage, though high taxes and owner-paid heat narrow the real cash flow. Madison has strong rents and low vacancy, but prices are higher, so leverage may have to come down.
In the smaller cities, ratios often work, but condition varies widely. Run the numbers on the full tax bill and a fresh insurance quote.
Most delays on small apartment loans come from missing items. Start with these.
