Blanket Portfolio Loans for Eugene and Springfield Rental Owners

Eugene investors often own a mix: older bungalows near campus, ranch homes in Bethel and Santa Clara, Springfield houses bought at lower prices, and a few properties with new ADUs. A blanket loan can put five or more on one loan and one payment.

In short: LendingStreet offers blanket portfolio loans for Eugene-area investors with five or more rentals, each 1 to 8 units. The loan qualifies on the combined cash flow of the portfolio, closes once, carries portfolio pricing and includes release provisions for selling a property later. Measure 50 keeps tax bills predictable, but Eugene's high prices relative to rents usually mean the ratio, not the LTV cap, sets the loan size.

Neighborhoods in Eugene-area portfolios

Close-in holdings cluster in the Jefferson Westside, Whiteaker, Friendly Area and South University, where early 1900s homes lease to students, university staff and young professionals. Bethel, Santa Clara and River Road offer mid-century ranch homes on larger lots at lower prices, and Cal Young has solid family rentals. Springfield neighborhoods such as Thurston and Mohawk add homes at a discount to Eugene.

Many portfolios also include a property or two with an ADU or a middle-housing conversion. Those add rent to the combined ratio once the new unit is permitted and leased.

Portfolio DSCR in a high-price market

The blanket loan adds the rent from every property and divides it by the combined payment: principal and interest on the single loan, plus each property's taxes, insurance and HOA dues. In Eugene, prices are high relative to rents, so many single properties come in near 1.0x at moderate leverage. Older holdings with low bases and strong rents can carry newer purchases in the combined ratio.

That is often why Eugene owners consolidate. A house bought years ago with a strong rent and a property just finished with a new ADU can qualify together, even if the new one would come in tight by itself. The single loan also replaces separate maturities and payments with one schedule.

Worked example: six Lane County rentals

This example is illustrative and not a quote. An investor owns six rentals in Eugene and Springfield, two with ADUs, worth a combined $2,820,000. Combined rent is $15,000 a month. Taxes from current Measure 50 statements total $2,280 a month and insurance is $780.

A blanket refinance at 60% of value is $1,692,000. Estimated principal and interest on a 30-year term is about $11,542, for a total payment of about $14,602 and a portfolio DSCR of about 1.03x.

At 55%, the loan is $1,551,000, principal and interest is about $10,581, and the DSCR rises to about 1.10x. In a market like Eugene, a sturdier cushion is often worth the smaller loan.

Measure 50 makes the schedule predictable

Under Measure 50, assessed values generally rise only a limited amount each year and are not reset by a sale or refinance. That consistency makes a portfolio easier to underwrite than in states where each purchase triggers a new assessment. Use the current Lane County statements. The exception is any property where an ADU, addition or new unit was recently completed, since the assessor adds value for new construction.

Oregon rent rules and the rent roll

Oregon limits annual rent increases on most residential rentals and requires a stated reason to end many tenancies after the first year. Units built within the last 15 years are exempt from the annual cap. Long-held rentals with tenants well below market can be slow to catch up, so underwriters look at actual leases rather than what the unit could rent for.

Know which of your units are exempt and which are capped, and when each lease renews. That helps when planning a future cash-out.

Portfolios with a mix of newer ADUs and older houses get some of both: the newer units can move to market rent at turnover without the cap, while the older houses rise more slowly. That mix tends to make the combined rent roll steadier over time.

Releases when you sell one property

A blanket loan sets a release price for each property, usually its allocated loan amount plus an added percentage that varies by program. When you sell, you pay that amount and the property comes off the loan, as long as the rest still meets the ratio. Eugene investors often sell older close-in homes to owner-occupants; agree on release terms before you close. Our release clause guide explains the mechanics.

Closing costs in Lane County

Lane County does not charge a real estate transfer tax, so closing costs on a blanket refinance are mostly title, escrow, recording, appraisal and lender fees. Each property is appraised, and older homes near campus may need extra time for comparables. Oregon uses escrow companies for most closings.

Insurance is quoted per property. Homes on the wooded edges of the South Hills or in Springfield's foothills may need wildfire-aware coverage, which can cost more. Schedule tenant access for every property at once. Appraisals that finish close together keep the file moving, and a single slow appraisal is the most common reason a portfolio closing slips.

Blanket or separate loans?

A blanket loan offers one closing, one payment and portfolio pricing. Separate DSCR loans keep each property independent. Investors who built ADUs on several lots and now face multiple short-term maturities often find the blanket simpler. Our comparison guide lays out both paths.

Common questions

How many properties do I need for a Eugene blanket loan?

Five or more, each with 1 to 8 units.

Why is the leverage in the example so low?

Eugene prices are high relative to rents, so the ratio usually limits the loan before the LTV cap does.

Do property taxes reset on a refinance?

No. Measure 50 values are not reset by a sale or refinance, though new construction adds value.

Do ADU rents count?

Yes, once the ADU is permitted, finished and leased.

How do Oregon's rent rules affect the loan?

Underwriters use actual leases. Capped increases can keep below-market rents in place for a while.

Is there a transfer tax in Lane County?

No. Closing costs are mostly title, escrow, recording and lender fees.

Can properties in Springfield and Eugene be combined?

Yes. Properties anywhere in Lane County, and on some programs in other states, can be combined on one blanket loan.

Can I take cash out on the portfolio?

Yes, up to 75% LTV on standard programs, often lower on large balances, if the portfolio clears the ratio.
