Ground-Up Construction Loans for Chattanooga Builders

Chattanooga has more buildable infill lots than many cities its size, but the ground itself is a factor. Limestone, steep grades and old fill can turn a simple foundation into the most expensive line in the budget.

In short: LendingStreet finances ground-up construction of 1-8 unit investment property in the Chattanooga area, including spec homes, build-to-rent houses, infill duplexes and fourplexes, and small 5-8 unit buildings. Loans are sized on loan-to-cost with terms set per project, and funds are released through a draw schedule after inspections. Approved plans, permits, a realistic budget and builder experience are what make a file work.

What Chattanooga builders are putting up

Infill is the main story inside the city. Investors buy vacant or teardown lots in Highland Park, Glenwood, Alton Park, East Lake, Avondale and the Southside and build single-family homes, duplexes or small rows of townhome-style rentals. The city's form-based code in parts of downtown and the Southside allows more density than older suburban zoning, which makes small multi-unit projects possible on modest lots.

On the edges of the metro, Ooltewah, Apison, Harrison and the Hixson corridor see spec homes and build-to-rent clusters on larger parcels, driven by job growth around Enterprise South and the Volkswagen plant.

How a Chattanooga construction loan is sized

We size construction loans on loan-to-cost, meaning the loan is a share of the total project budget: land, hard costs and soft costs such as plans, permits, engineering and builder fees. The finished value matters too, because the property needs to support its exit. Terms, leverage and the interest reserve are set per project.

The land is usually your first contribution. If you already own the lot, its value or cost can count toward your equity on some programs.

Draws and inspections

Construction funds are not paid at closing. You submit a draw request at each stage, such as foundation, framing, dry-in, mechanicals and finish, an inspector confirms the work, and that stage's funds are released. Interest is charged on the amount drawn, not the full commitment. Our construction draw schedule calculator can help you lay out the stages before you apply.

Worked example: an infill duplex

This example is illustrative and not a quote. A builder plans a side-by-side duplex on an infill lot. The lot costs $70,000, hard costs are $410,000 and soft costs are $45,000, for a total of $525,000. For illustration, assume a loan at 80% of cost: $420,000.

Because funds are drawn over about 12 months and the average balance is roughly 55% of the loan, estimated interest carry during the build is about $24,255. When finished, the two units lease for a combined $4,150 a month and the duplex appraises at $640,000. A DSCR refinance at 75% LTV gives a loan of $480,000, enough to retire the construction loan. Estimated principal and interest is about $3,315; with taxes of $520 and insurance of $210, the payment is about $4,045 and the DSCR is about 1.03x.

Site conditions: rock, slopes and stormwater

Much of the Chattanooga area sits on limestone and shale, and builders regularly hit rock while digging footings or utility trenches. Sloped lots on the ridges and in neighborhoods such as St. Elmo and Missionary Ridge may need retaining walls, engineered foundations or extra grading. Sinkholes and karst features turn up in parts of the county.

Stormwater rules can also add cost on infill lots, since new impervious surface may need detention or other controls. Budget for a geotechnical look on any lot with questions, and carry a real contingency.

Permits, zoning and utilities

Inside the city, plans go through Chattanooga's land development office and zoning review; in unincorporated areas, Hamilton County handles permits, and outlying towns such as Collegedale and Soddy-Daisy have their own processes. Confirm that the zoning allows the number of units you want, check setbacks and parking, and get sewer and water availability in writing.

Projects without plans or permits, or a borrower with no build track record and no experienced general contractor, usually do not qualify. Bring your builder's resume and a list of completed homes.

Spec sale or build-to-rent?

A spec home exits by sale, so the finished price needs to match what Chattanooga buyers are paying for new construction nearby. A build-to-rent project exits by refinancing into a DSCR loan, so the finished rents and the full tax bill, county plus any city levy, need to support the payment. New homes are reappraised at their completed value, so expect taxes to rise once the house is finished.

Common questions

Do you finance spec homes in Chattanooga?

Yes. We finance ground-up spec homes and build-to-rent projects on 1-8 unit residential property, sized on loan-to-cost with terms set per project.

Can I build a duplex on an infill lot?

Yes, if zoning allows two units and you have plans, a budget and a qualified builder. Infill duplexes are common in Chattanooga's older neighborhoods.

How are construction funds released?

Through a draw schedule. Each stage of work is inspected before that stage's funds are released, and interest accrues only on drawn amounts.

Does hitting rock change my loan?

The loan does not change, but your costs can. Budget a contingency for rock, retaining walls and grading, since overruns are your responsibility.

Do I need building experience?

Experience matters. A borrower with no track record usually needs an experienced general contractor. Projects without plans or permits usually do not qualify.

Can I refinance into a DSCR loan when the build is done?

Yes. Once units are leased, a DSCR loan can pay off the construction loan and qualify on the rent.

Will my property taxes go up when the house is finished?

Usually. During construction the parcel is taxed mostly as land, but once the home is complete it is appraised at its finished value. Use the post-completion tax figure in your DSCR math.

Do you lend on 9-unit or larger projects?

Those are commercial projects. This program covers 1-8 units; see our commercial and multifamily pages for larger buildings.
