Construction Loans for Harrisburg and Central Pennsylvania

Harrisburg has an unusual property tax: the city taxes land at a much higher rate than buildings. For an investor building on a vacant lot, that structure rewards putting up something substantial.

In short: LendingStreet finances ground-up construction of 1-8 unit investment property in Harrisburg and the surrounding Dauphin, Cumberland and Perry County suburbs, including Camp Hill, Mechanicsburg, Hershey and Lower Paxton. Loans are sized on loan-to-cost, funded through inspected draws and priced per project. City infill rowhomes, suburban build-to-rent homes and small multi-unit buildings are common.

Harrisburg-area submarkets

In the city, Midtown, Olde Uptown and areas near the Capitol have vacant lots and older rowhomes. Allison Hill has lower land costs. Shipoke and Riverside are near the Susquehanna.

On the West Shore, Camp Hill, Lemoyne, Mechanicsburg, Hampden and Silver Spring townships have strong schools and higher values. East of the city, Lower Paxton, Susquehanna Township, Swatara and the Hershey and Hummelstown area offer more land.

Cumberland County on the West Shore has been among the faster-growing parts of Pennsylvania, and Mechanicsburg and the surrounding townships see steady demand from state workers, health care staff and logistics managers. Perry County, farther west, has lower land prices and more rural lots.

In the city, many blocks have a vacant lot between occupied rowhomes, which makes small infill projects possible without assembling large parcels.

Why the land tax matters

Harrisburg uses a split-rate property tax that taxes land more heavily than improvements. A vacant lot carries a significant tax bill relative to its value, while the tax on a new building is lower than a single rate would produce. That encourages building on empty parcels.

Demand comes from state government, health systems, logistics along I-81 and I-76, and Hershey's employers. Newer rentals with modern systems are scarce in the city's older housing stock.

A new rowhome on a city lot fits the block, shares party walls with neighbors and uses less land than a detached house. Builders need to coordinate with adjoining owners on foundations and walls, which is worth discussing with your contractor before you buy.

Approvals and floodplain

Pennsylvania municipalities regulate subdivision and land development through SALDO, and townships may require planning commission review for anything beyond a single-family home. Building permits follow the Pennsylvania Uniform Construction Code.

The Susquehanna has flooded Harrisburg's riverfront neighborhoods, and parts of Shipoke and other low areas are in mapped floodplain. Check the map before buying.

The mechanics: LTC, draws and inspections

Every Harrisburg construction file starts with the budget. The loan is sized on loan-to-cost across land, vertical construction and soft costs, and the terms are set for that specific project rather than from a rate sheet.

After closing, the builder draws funds as work is completed and inspected. Plan for the gap between paying a subcontractor and receiving the draw; investors who budget a cash cushion for that timing rarely stall.

Transfer taxes and assessments

Pennsylvania charges a 1% state realty transfer tax plus local transfer taxes that vary by municipality. Get the exact figure from your title company.

Counties reassess on their own schedules, and tax bills depend on the base-year value and local millage. The city's land value tax adds another layer.

Because the city taxes land heavily, holding a vacant lot for a long approval period costs more in Harrisburg than in most places. Have plans ready to submit soon after closing on the land to keep that carry short.

Worked example: two new rowhomes in Midtown

This example is illustrative and not a quote. An investor builds two attached three-bedroom rowhomes on a vacant city lot and holds both as rentals. Land costs $50,000, hard construction costs $480,000 and soft costs $45,000, for a total project cost of $575,000. For illustration the loan covers 80% of cost, or $460,000, and the investor brings $115,000 plus closing costs; actual LTC is set per project.

Once built and leased at $4,500 a month, the property is valued at $640,000. A 75% DSCR refinance of $480,000 retires the construction loan. Estimated principal and interest runs about $3,274; add taxes of about $700 and insurance of about $160 and the payment is about $4,134, a DSCR of about 1.09x.

The land value tax means the vacant lot was expensive to hold; building on it shifts the tax toward the lower building rate.

Which Harrisburg projects qualify, and which usually do not

Our investor loans are business-purpose loans on non-owner-occupied property, covering 1 to 8 units: spec homes, build-to-rent houses, infill duplexes and fourplexes and small 5-8 unit buildings. Buildings of 9 or more units are commercial and are handled through our commercial loan program.

Exit options

Most investors hold city infill and refinance into a DSCR loan once leased.

On the West Shore and in the Hershey area, spec homes sell to owner-occupants.

Selling rowhomes individually requires separate lots, which should be planned during approval.

Rents for new construction in Midtown and on the West Shore have been firm because the supply of modern units is small relative to government, hospital and logistics employment. A DSCR refinance is sized on those rents, with no W-2s or tax returns needed.

Common questions

What is the Harrisburg land value tax?

The city taxes land at a higher rate than buildings. Vacant lots carry high taxes relative to value, while new buildings are taxed at a lower rate.

Do you lend on the West Shore?

Yes, including Camp Hill, Mechanicsburg and nearby townships.

Can a finished rental move into a DSCR loan?

Yes. Once it is complete and leased, a DSCR loan can repay the construction loan, qualifying on rent with a 620 minimum credit score.

Is floodplain an issue in Harrisburg?

Near the Susquehanna, yes. Check the flood map.

Who pays Pennsylvania transfer tax?

It is negotiable. The combined rate varies by municipality.

Do you finance a home I will live in?

No. Our investor loans are business-purpose loans on non-owner-occupied property.

I have never built before. Can I still get a loan?

Possibly, when an experienced general contractor is on the project and plans and permits are in place.
