DSCR Cash-Out Refinance on Atlanta Rental Property

Investors who bought Atlanta rentals before or during the run-up of the early 2020s often have more equity than they realize, especially in intown neighborhoods and the closer-in south and west side. A DSCR cash-out refinance lets you pull that equity out based on what the house rents for, not what your tax return says.

In short: Yes. LendingStreet finances DSCR cash-out refinances on Atlanta-area rentals up to 75% LTV, qualifying on the property's rent rather than your personal income. The rent has to cover the new payment, including taxes and insurance, at the program minimum, which is 1.0x on standard programs. Loans start at $150,000, LLC borrowers are standard and the minimum credit score is 620.

What has happened to Atlanta rental values

Metro Atlanta saw strong appreciation from roughly 2020 through 2022, driven by in-migration, job growth and heavy buying by both small investors and large single-family rental operators. Since then, many submarkets have flattened or moved more slowly, and new build-to-rent communities have added competition in parts of the outer suburbs.

For a cash-out, that history usually works in your favor if you bought before 2021. It matters less if you bought near the peak. Either way, the appraiser will use recent comparable sales, not the price you hoped for, so pull a few nearby sales yourself before you apply.

Where Atlanta investors hold rentals

Intown, investors own a lot of older bungalows and small brick ranches in neighborhoods like West End, Capitol View, Pittsburgh, Adamsville, Kirkwood and East Atlanta. These tend to have higher values relative to rent and more renovation history, which helps the appraisal but can tighten the ratio.

In the south and east metro, including Clayton, Henry, Rockdale and south DeKalb, prices are lower and rent relative to value is often stronger. North and west suburbs such as Cobb, Gwinnett, Douglas and Paulding have newer subdivision homes, many with HOAs that may restrict leasing. Duplexes and fourplexes are less common here than in older Northern cities, but they exist in intown pockets and can qualify as residential up to 8 units.

Georgia property taxes and the intangible recording tax

Georgia assesses property at 40% of fair market value and then applies county, city and school millage. Investors do not get the homestead exemption, so a rental in the City of Atlanta, DeKalb or Fulton often carries a noticeably higher bill than the same house owned by an occupant. Check the county's current assessment notice, not the bill the seller paid years ago.

Georgia also charges an intangible recording tax on long-term notes secured by Georgia real estate. On a refinance, how much applies can depend on how much new money is involved. Ask the closing attorney for an estimate early, since Georgia closings are handled by attorneys and they will calculate it.

Insurance and HOA dues on Atlanta rentals

Atlanta does not carry the coastal wind exposure of Savannah or Florida, but premiums have risen across the region, and older homes with original roofs, knob-and-tube wiring or aging plumbing can be harder to insure at a good price. On a DSCR loan the premium sits inside the payment, so get a current landlord policy quote before you apply.

If the property is in a subdivision, the HOA dues count too, and some Atlanta-area associations have adopted leasing caps or rental restrictions. Read the covenants to confirm the home can legally be rented.

Example: a southwest Atlanta single-family rental

This example is illustrative and not a quote. An investor owns a three-bedroom house in southwest Atlanta appraised at $340,000, with $165,000 left on a hard money or older loan. It rents for $2,600 a month. Taxes run about $340 a month and the landlord policy about $170.

At 75% LTV the new loan is $255,000, which pays off the existing balance and leaves $90,000 before closing costs. On a 30-year schedule, principal and interest is about $1,740, so the full payment is about $2,250 and the DSCR is about 1.16x, above the 1.0x standard minimum.

Short-term rentals in Atlanta

The City of Atlanta requires short-term rental operators to obtain a license, and the rules have been revised more than once. Surrounding cities and counties set their own rules. If you plan to qualify on nightly income, confirm the property can be licensed first.

Some DSCR programs can qualify a short-term rental on projected income, but a long-term lease is usually the simpler path for a cash-out. See the STR refinance page if your property is already operating as a vacation rental.

Common questions

Does LendingStreet do cash-out refinances on Atlanta rentals?

Yes. We finance DSCR cash-out refinances on non-owner-occupied rentals across metro Atlanta, up to 75% LTV, with loans starting at $150,000.

How much can I pull out of an Atlanta rental?

Up to 75% of the appraised value, minus your payoff and closing costs. The rent also has to cover the new payment at the program minimum, which can cap the loan below 75% on higher-priced intown homes.

Do investors get the Georgia homestead exemption?

No. The homestead exemption is for a home you live in. A rental is taxed without it, which is why the tax line on an investment property is often higher than the seller's old bill.

Who calculates the Georgia intangible recording tax?

The closing attorney. It applies to long-term notes secured by Georgia property, and on a refinance the amount often depends on the new money involved.

Can I refinance a recently renovated Atlanta flip into a rental?

Yes, if it is leased or ready to lease. How soon you can take cash out after buying depends on the program's seasoning rules, and some programs base the loan on cost plus documented improvements early on.

Can my HOA stop me from renting?

Some Atlanta-area associations cap or restrict rentals. Underwriting may ask about it, and the appraiser will note HOA dues, so check the covenants first.

Do I need tax returns?

No. The loan qualifies on the property's rent. You need a 620 or higher credit score, reserves and entity documents if the property is held in an LLC.
