DSCR Cash-Out Refinance for Dover Rental Property

Many Dover-area rentals are owned free and clear or close to it, often by long-time landlords or by investors who bought near the Air Force base years ago. A DSCR cash-out refinance turns that equity into cash without income documents.

In short: LendingStreet provides DSCR cash-out refinances on 1-8 unit rentals in Dover and Kent County up to 75% LTV, qualifying on the property's rent with no W-2s or tax returns. The new payment has to be covered by rent at the program minimum, 1.0x on standard programs, and the minimum credit score is 620. Low Kent County tax bills often let Dover rentals support a full 75% cash-out, and a refinance generally avoids Delaware's transfer tax.

Cash-out on a free-and-clear rental

A paid-off rental is the simplest cash-out: there is no existing loan to pay off, so almost all of the new loan, minus closing costs, comes to you. The loan is limited to 75% of the appraised value on standard programs, and the rent must cover the new payment.

The minimum loan is $150,000, so the property needs to be worth at least about $200,000 for a single-property cash-out at full leverage. Most Dover single-family homes clear that; lower-value properties can be combined on a blanket loan.

If the rental already has a loan, the cash-out is the new loan minus the payoff and closing costs. A small existing balance on a home bought years ago leaves plenty of room, while a recent purchase may produce little cash.

Worked example: a paid-off home in Wyoming

This example is illustrative and not a quote. An investor owns a three-bedroom home in Wyoming, free and clear, leased for $2,150 a month. It appraises at $310,000. A cash-out refinance at 75% LTV is $232,500. After about $9,000 in estimated closing costs, the investor receives about $223,500.

Estimated principal and interest is about $1,626. Taxes are $175 a month and insurance $120, for a total payment of about $1,921 and a DSCR of about 1.12x.

If the same home were in a higher-tax county, the payment would be several hundred dollars higher and the loan might have to be smaller. That difference is a real advantage for Kent County owners.

What helps the ratio in Kent County

With modest tax bills and moderate insurance costs on most inland homes, a Dover rental can often carry a full 75% cash-out loan and still clear 1.0x. Homes in flood zones near the bay or the St. Jones River, townhomes with HOA dues and homes rented below market are the ones that come in tighter.

If your lease is old and below market, a renewal at current rent before you apply can raise the loan you qualify for.

Insurance quotes vary more than many owners expect. Shop the policy before you apply, and make sure the coverage meets the lender's requirements, since a cheaper policy that falls short will have to be replaced before closing.

Seasoning rules

Cash-out programs usually require a period of ownership before the loan can be based on the current appraised value, and the period varies by program. If you bought recently and renovated, read the cash-out seasoning guide or consider a rate-and-term refinance first.

Inherited rentals can follow different timing rules than purchased ones. If you received the property through an estate, tell us the date of transfer and provide the estate documents.

Using cash-out to grow a Dover portfolio

Investors often pull cash from one paid-off rental to buy the next. Because Dover prices are moderate, a cash-out on one home can fund the down payment, closing costs and reserves on another. Keep a reserve for turnover, since military tenants move on orders.

Spreading cash-out proceeds into the next purchase works best when the new property also clears 1.0x on its own. Avoid pulling so much from one home that the next deal depends on stretching.

Closing costs and the transfer tax

A refinance is not a transfer of title, so Delaware's realty transfer tax generally does not apply. You will pay lender fees, appraisal, title insurance, recording and attorney fees. Delaware closings are typically handled by a Delaware attorney, who will confirm the final figures.

Cash-out on small multi-unit buildings

Duplexes and small buildings near downtown Dover, Milford and Smyrna can also be refinanced, using the combined rent of all units. Buildings with five to eight units qualify too, with maximum LTV that can be lower and varies by program.

On a small building, the appraiser reviews the rent roll and recent sales of similar buildings. Have current leases for every unit and a list of improvements ready.

What the appraisal looks at in Kent County

Appraisers compare your rental to recent sales of similar homes nearby, adjusting for size, condition, lot and location. In subdivisions near the base and in Smyrna, there are usually plenty of comparable sales. In rural areas and small towns, comparables may be farther away, which can make value harder to support.

Give the appraiser a list of updates with dates, such as a new roof, HVAC or kitchen, and make sure the property is clean and accessible. Tenants should know the appointment time in advance.

Common questions

Can I cash out a paid-off Dover rental?

Yes. Up to 75% of the appraised value on standard programs, as long as the rent covers the new payment.

How much can I get on a $250,000 home?

Up to 75% LTV would be $187,500 before closing costs, subject to the appraisal and the DSCR test.

Is there transfer tax on a refinance?

Generally no, since title does not transfer. Confirm with your closing attorney. You still pay lender fees, appraisal, title insurance, recording and attorney fees.

Do I need to show income?

No. The loan qualifies on rent, with credit and reserves reviewed.

What if my tenant's rent is below market?

The DSCR uses the lease rent on most programs, so a below-market lease lowers the ratio. Renewing at market rent first can help.

How long do I need to own the property?

It varies by program. Some require a seasoning period before the new value can be used. If you bought recently, a rate-and-term refinance may be the better first step.

Can I cash out several homes at once?

Yes. A blanket portfolio loan covers five or more properties on one closing. Release provisions let you sell one property later without refinancing the rest.

Will a rural property appraise lower?

Not necessarily, but comparables may be farther away. Lot size and property-type limits vary by program, so share those details early.
