Kansas City is a two-state metro with affordable prices, a deep stock of older single-family homes and a growing number of newer suburban rentals. Investors on both sides of State Line Road have built equity over the past several years, and a DSCR cash-out lets you pull it out based on rent.
In short: Yes. LendingStreet finances DSCR cash-out refinances on Kansas City-area rentals in both Missouri and Kansas up to 75% LTV, qualifying on the property's rent with no tax returns or W-2s. The rent must cover principal, interest, taxes and insurance at the 1.0x standard minimum. Loans start at $150,000, LLC borrowers are standard and the minimum credit score is 620.
Kansas City prices rose steadily through the late 2010s and jumped in 2021 and 2022, then moderated. The metro has not seen the sharp swings of many Sun Belt markets, so investors who bought in the last several years are rarely underwater, and those who bought earlier often have meaningful equity.
Investor activity on the Missouri side is concentrated in Waldo, Brookside, Midtown, the Northeast, the Northland, Raytown, Independence, Grandview and south Kansas City. On the Kansas side, investors own in Kansas City, Kansas, Overland Park, Olathe, Shawnee, Lenexa and Merriam.
The state line runs through the middle of the metro, and it matters for taxes, recording and local rules. Missouri does not charge a real estate transfer tax or a mortgage recording tax, so refinance closing costs are mostly title, recording and lender fees. Kansas also does not charge a state transfer tax. Each county sets its own property tax rates and assessment practices.
If you own on both sides, run each property's numbers with its own county's bill. We lend in both Missouri and Kansas, and a blanket loan can cover properties on both sides of the line. School district boundaries also follow the state line and county lines, and they affect both the tax rate and the rent a property can command, so two similar houses a few miles apart can produce noticeably different ratios.
Jackson County's recent reassessments raised values sharply for many owners and led to a large number of appeals. Clay and Platte counties in the Northland and Johnson and Wyandotte counties in Kansas follow their own schedules. On a DSCR loan, the tax escrow counts in the payment, so a big jump in assessed value can lower the ratio.
Use the current bill and check whether an appeal is pending or worth filing. A successful appeal lowers the tax line and improves the ratio.
Kansas City, Missouri requires rental property permits through its Healthy Homes program, which includes inspections when there are complaints. Other cities in the metro, including Kansas City, Kansas, and several Johnson County suburbs, have their own rental licensing or inspection rules. Keep permits current, since underwriting may ask about them and they matter for tenant issues. A property with open code violations can also complicate the appraisal, so resolve any outstanding items before you apply.
This example is illustrative and not a quote. An investor owns a three-bedroom house in Waldo appraised at $280,000, owing $110,000. It rents for $2,200 a month. Taxes run about $330 a month and insurance about $175.
At 75% LTV the new loan is $210,000, leaving $100,000 after the payoff and before closing costs. On 30-year amortization, principal and interest is about $1,433. The full payment is about $1,938, for a DSCR of about 1.14x. A $100 increase in taxes after a reassessment would bring it to about 1.08x, still above the 1.0x standard minimum.

Kansas City sits in a busy hail and severe storm corridor, and insurers price for it. Expect questions about roof age and higher wind and hail deductibles. A newer impact-resistant roof can improve the quote. Properties near Brush Creek, the Blue River and other creeks may be in mapped flood zones, where flood coverage is required and counts in the payment.
Older Kansas City neighborhoods have a large stock of bungalows, foursquares and Tudor-style homes, plus some duplexes and small four-unit buildings, especially in Midtown and the Northeast. Values range widely, and some houses fall below the $200,000 needed to support a $150,000 loan at 75% LTV.
Duplexes and fourplexes qualify on combined rent, 5 to 8 unit buildings can qualify on residential programs at a lower maximum LTV that varies by program, and a blanket loan can combine several lower-value houses.
Kansas City investors often use a cash-out to expand within the metro, sometimes crossing the state line to buy in a different school district or price range. Others focus on improving what they own, since a new roof, updated kitchen or finished basement can lift rents in neighborhoods like Waldo and Brookside where tenants pay for quality.
Have these ready before you apply. If you own on both sides of the state line, gather the tax bill and local permit for each property separately.
