DSCR Cash-Out Refinance on Portland Investment Property

Portland landlords who added an ADU, converted a basement or simply held a Craftsman bungalow through the last decade often have equity to redeploy. A DSCR cash-out can turn it into the down payment on the next property without a tax return review.

In short: LendingStreet finances DSCR cash-out refinances on Portland-area rentals of 1-8 units, up to 75% LTV, qualified on the property's rent instead of personal income. The new payment has to be covered at 1.0x on standard programs. Oregon's property tax limits, statewide rent stabilization and Portland's tenant rules are the local items that shape how much cash a property can support.

The mechanics of pulling equity from a Portland rental

You keep the property, pay off the existing lien and take the remaining loan proceeds as cash. Loan size is capped at up to 75% of appraised value on cash-out, loans start at $150,000 with no stated maximum, and LLC borrowers are standard.

Because a bigger balance means a bigger payment, the ratio that matters is the one after the refinance: rent divided by principal, interest, taxes, insurance and HOA dues. Most programs want at least 1.0x, with a 620 minimum credit score and no personal income documents. Oregon's property tax system also works in your favor here: a refinance does not reset your assessed value, so the tax line in the ratio is usually the one you already pay.

Portland submarkets investors refinance

Close-in east side neighborhoods such as Alberta Arts, Sellwood-Moreland, Hawthorne and Montavilla are full of early 1900s bungalows and foursquares, many now carrying a detached or basement ADU. Further east, Foster-Powell, Lents and Gresham offer lower entry prices and more duplexes. On the west side, Beaverton and Hillsboro draw tenants tied to the Sunset Corridor tech employers.

Oregon's middle housing law and Portland's infill rules allow more units on many residential lots, so some owners refinance after adding a second or third unit, using the higher appraised value and combined rent.

How Oregon property taxes treat a refinance

Under Oregon's Measure 50 system, each property has a maximum assessed value that generally grows no more than 3% a year, regardless of market swings. Many long-held Portland homes are taxed on an assessed value well below what they would sell for, and neither a sale nor a refinance resets it.

That makes the tax line on a Portland cash-out fairly predictable. The exception is new construction: adding an ADU or new units adds value to the assessment, so a recently completed project can carry a higher bill than the prior year's statement shows. Local bonds and levies also vary by jurisdiction, so the same value can be taxed differently in Portland, Gresham or Beaverton.

Worked example: a Montavilla bungalow with an ADU

This example is illustrative and not a quote. An investor owns a Montavilla bungalow with a permitted detached ADU, appraised together at $620,000. The main house leases for $3,000 and the ADU for $1,500. Because of Oregon's assessed value limits, taxes are about $520 a month, and insurance is about $120.

At 75% LTV the new loan is $465,000. After paying off the $300,000 balance, about $165,000 is left before closing costs. Estimated principal and interest on a 30-year schedule is about $3,251, so with taxes of $520 and insurance of $120 the monthly payment is about $3,891 and DSCR is about 1.16x.

At 65% LTV the loan drops to $403,000, the payment to about $3,458 and DSCR rises to about 1.30x, with $103,000 of cash.

Without the ADU rent, the house alone would not support either loan, which is why permits and separate addresses for each unit matter on Portland files.

Rent stabilization and tenant rules

Oregon caps annual rent increases on most buildings more than 15 years old, with the limit set each year by a CPI-based formula, and requires just cause for terminations after the first year of a tenancy. For a cash-out, that means the rent you use should be the rent the lease actually allows, not a projected market jump.

Portland layers on its own rules, including relocation assistance owed to tenants in certain no-cause terminations and large rent increases, and screening and security deposit standards. The city also runs a rental registration program. Keep registrations current and have your leases ready, since the appraiser and underwriter rely on in-place rent.

Short-term rentals and seismic risk

Portland's short-term rental permits are tied to the operator's primary residence, so a non-owner-occupied house generally cannot qualify on nightly income in the city. Investors who want STR income tend to look at the Oregon coast or mountain towns, each with its own permit caps and rules, and use our STR program there.

The region sits in an earthquake zone, and older unreinforced brick buildings carry extra scrutiny. Earthquake coverage is usually optional, but ask your agent for a quote; wildfire smoke and ice storms have also pushed some premiums up.

How LendingStreet reviews a Portland cash-out

Our investor loans are business-purpose loans on non-owner-occupied property. We finance DSCR cash-out refinances on 1-8 unit rentals across Multnomah, Washington and Clackamas counties, plus Clark County across the river in Washington, and the same team handles purchases and rate-and-term refinances when your next move is a new property.

Send the address, your estimated value, the payoff and current rents through the form below, or call (877) 298-1001. We run the ratio at a few loan amounts, flag the local items above and come back with options, including seasoning-friendly and sub-1.0 programs where they fit.

Common questions

Will a cash-out reset my Portland property taxes?

No. Oregon taxes on the maximum assessed value, which a refinance does not change. New construction such as an ADU can raise it.

Does Oregon rent stabilization limit how much I can borrow?

Indirectly. The loan qualifies on in-place or market rent, and on older buildings the lease can only rise by the state's annual limit. Underwriting uses rent the property can legally collect.

Can I count ADU rent on a Portland refinance?

Yes, when the ADU is permitted and leased or supportable by market rent. Both incomes go into the ratio.

Can I use STR income on a Portland rental?

Generally not inside the city, since permits require the operator to live there. Coastal and mountain markets have their own rules and may work with our STR program.

When can I take cash out after a Portland purchase?

It depends on the program. Some will lend on the new appraised value soon after closing; others limit the loan to cost plus documented rehab until you have owned the property longer.

Is personal income verified on a Portland cash-out?

No. A DSCR loan looks at the property's rent against the new payment, plus credit of 620 or higher and reserves. No W-2s or tax returns are needed.

Can I refinance a Portland rental held in an LLC?

Yes. LLC borrowers are standard on our DSCR programs, and the members typically sign for the loan personally.
