After Ian, Helene and Milton, many Sarasota-area landlords rebuilt, re-roofed or simply watched their insurance renewals climb. A DSCR cash-out can still unlock equity here, but the insurance quote now carries as much weight as the appraisal.
In short: LendingStreet finances DSCR cash-out refinances on 1-8 unit rentals in Sarasota and Manatee counties, up to 75% LTV, qualified on the property's rent with no tax returns. The new payment, including wind and flood insurance, has to be covered at 1.0x on standard programs. Insurance, flood zone status, the non-homestead assessment cap and condo association health are the items that decide most Sarasota cash-outs.
A DSCR cash-out refinance sizes a new loan off today's appraised value, up to 75% LTV, pays off what you owe and releases the rest. Nothing in the file depends on your personal income; the property's lease or market rent carries the loan.
Underwriting compares that rent with the full new payment, including taxes, insurance and any association dues. A ratio of 1.0x or higher fits standard programs, and the maximum LTV can be lower on 5-8 unit buildings and larger balances, so it varies by program. On the Gulf coast, the full insurance cost, including any separate flood policy, goes into that payment, so a fresh quote is the first document to request.
In Sarasota, older ranch homes around Gulf Gate, Southgate and the Gillespie Park area lease year-round, while Siesta Key, Lido Key and Longboat Key are dominated by condos and vacation rentals. South county, Venice and North Port offer newer block homes at lower prices, and Englewood straddles the Sarasota-Charlotte line.
In Manatee County, Bradenton and Palmetto have older homes and duplexes, and Lakewood Ranch and Parrish are large master-planned communities with HOAs and community development district assessments.
| Area type | Examples | Typical rental | Cash-out watch item |
|---|---|---|---|
| Sarasota city and mainland | Gulf Gate, Southgate, Gillespie Park | Ranches, small duplexes | Flood zone and roof age |
| Barrier islands | Siesta Key, Lido Key, Longboat Key | Condos, vacation homes | Condo reserves and STR rules |
| South county and Manatee | Venice, North Port, Bradenton, Lakewood Ranch | Newer block homes | CDD assessments and HOA dues |
Hurricane Ian in 2022 hit North Port and Englewood hard, and Helene and Milton in 2024 brought surge and wind damage across Sarasota and Manatee. Premiums and deductibles rose, and some owners moved to Citizens Property Insurance or newer carriers. Roof age, wind mitigation features and elevation now drive what carriers will quote.
Many coastal and low-lying properties are in flood zones that require a separate flood policy. If a home was substantially damaged, local floodplain rules can require it to be brought up to current elevation standards before full repairs, which affects value and insurability.
This example is illustrative and not a quote. An investor owns a block ranch home south of downtown Sarasota appraised at $480,000, owing $200,000. It leases for $3,500 a month. Taxes are about $580 a month, and wind, hazard and flood coverage together run about $520 after the latest renewal.
At 75% LTV the new loan is $360,000. After paying off the $200,000 balance, about $160,000 is left before closing costs. Estimated principal and interest on a 30-year schedule is about $2,517, so with taxes of $580 and insurance of $520 the monthly payment is about $3,617 and DSCR is about 0.97x.
At 65% LTV the loan is $312,000, the payment about $3,282 and DSCR about 1.07x, which clears the standard minimum while freeing $112,000.
At 75% the ratio falls just under 1.0x because insurance alone is almost as large as the tax bill. A wind mitigation credit or a sub-1.0 program could change the answer.
| Item | 75% LTV | 65% LTV |
|---|---|---|
| Appraised value | $480,000 | $480,000 |
| Loan amount | $360,000 | $312,000 |
| Existing payoff | $200,000 | $200,000 |
| Cash before closing costs | $160,000 | $112,000 |
| Estimated principal and interest | $2,517 | $2,182 |
| Taxes and insurance | $1,100 | $1,100 |
| Total monthly payment | $3,617 | $3,282 |
| DSCR at $3,500 rent | About 0.97x | About 1.07x |
Florida's Save Our Homes cap applies only to homesteads. Rentals get a separate non-homestead cap that limits annual increases in assessed value to 10% for non-school taxes, but the value resets to market after a sale. On a long-held rental the tax line may still be below market, which helps the ratio.
Florida also charges documentary stamp tax on new notes and an intangible tax on new mortgages, and on a refinance the amount often depends on the new money involved. Ask your title company for an estimate, since it comes out of your cash at closing.
Florida's post-Surfside condo laws require milestone structural inspections and reserve studies for many older buildings, and some Sarasota and Longboat Key associations have levied large special assessments. Expect a condo questionnaire, budget and reserve review on any condo cash-out.
State law limits how far Florida cities can restrict vacation rentals, but registration, tourist development tax and HOA rules still apply. Our STR program can use projected revenue on some programs where nightly rentals are allowed.
Having these ready shortens the appraisal and underwriting timeline.

A lot. Wind, hazard and flood premiums sit inside the payment, so a $200 monthly difference can move DSCR several hundredths.
Usually after repairs are complete and permitted. Bring the permits and receipts, and expect the appraiser to note any remaining damage.
Documentary stamp and intangible taxes can apply to the new note and mortgage, often based on new money. Your title company will confirm the figure.
Often, if the building passes condo review. Reserves, inspections and special assessments matter, and non-warrantable buildings have fewer options.
Waiting periods vary by program. If you bought recently, expect the loan to be sized either on the new appraisal under a short-seasoning program or on your purchase price plus documented improvements.
No. The loan qualifies on the property's rent. You still need a 620 or higher credit score, reserves and entity documents if title is held in an LLC.
No. Most of our Sarasota DSCR borrowers hold title in an LLC, which is standard on these programs.
