DSCR Cash-Out Refinancing for Ventura County Rentals

The investors with the most equity in Ventura County are usually the ones who bought years ago. Their properties have appreciated, their Prop 13 tax bills stayed low, and a refinance does not reset that assessment. What limits their cash-out is usually the rent, not the value.

In short: LendingStreet offers DSCR cash-out refinances on 1-8 unit rentals in Ventura County up to 75% LTV, qualifying on the property's rent with no W-2s or tax returns. The standard minimum DSCR is 1.0x with a 620 minimum credit score, and seasoning varies by program. In this market, the rent-coverage test often sets the loan amount below the 75% LTV limit, so we size the loan to the rent first.

Why long-time owners are well placed

Under Proposition 13, property is reassessed when it changes ownership or new construction is added, not when it is refinanced. An owner who bought a Camarillo or Ventura rental a decade or more ago may be paying taxes on an assessed value far below today's market value. Low taxes mean a lower DSCR payment, which leaves more room for loan.

Be careful about retitling. Moving a property from personal name into an LLC, or changing who controls an entity, can in some cases be treated as a change in ownership and trigger reassessment. Talk to a tax advisor before you change title for a refinance.

That gap between assessed value and market value is one of the most useful things a Ventura County landlord owns. It does not show up on a balance sheet, but it shows up every month in the DSCR.

Two limits, and which one binds

A cash-out loan has to pass two tests: the loan cannot exceed 75% of appraised value, and the rent has to cover the new payment at the program's DSCR minimum. In lower-cost markets the LTV limit usually binds. In Ventura County, with high values and rents that do not keep pace, the rent test usually binds first.

That is why we size Ventura County cash-out loans to the rent first and then compare the result with the LTV cap. Running the numbers at a few loan amounts shows quickly where the ratio clears 1.0x.

Worked example: a Camarillo rental bought years ago

This example is illustrative and not a quote. An investor owns a Camarillo home worth $950,000 that rents for $4,100 a month. Because of Prop 13, taxes are only $520 a month; insurance is $230. The existing loan balance is $210,000.

At the full 75% LTV, the loan would be $712,500, with estimated principal and interest of about $4,982 and a DSCR of only about 0.72x. Sized to the rent instead, a loan of $475,000 has estimated principal and interest of about $3,321, a total payment near $4,071 and a DSCR of about 1.01x. After paying off $210,000 and about $9,000 in costs, the investor nets about $256,000.

Because both limits apply, the answer to how much cash you can get is the smaller of the two, and we will show you each number side by side.

Ways to get more cash out

If you need more than the rent supports, a few levers can help.

The example shows the cash available is well short of what 75% LTV would suggest. The value is there; the rent is what decides how much of it you can borrow against.

Adding an ADU before you refinance

Many Ventura County owners add a permitted ADU and then cash out. Keep in mind that new construction is assessed: the ADU's value is added to your assessed base, while the rest of the property keeps its Prop 13 value. The added rent usually outweighs the added tax, but run both before you build.

Insurance at renewal

Fire risk has pushed some long-time policies into non-renewal. If your carrier has dropped you or raised the premium sharply, settle that before applying: the premium counts in the payment, and a FAIR Plan policy plus a separate policy for remaining coverage is now common in hillside areas.

Ask your insurance agent for a quote that reflects any defensible space work, roof replacement or ember-resistant vents you have added. Those details can change a hillside premium.

Seasoning and recent purchases

If the property was bought or renovated recently, seasoning rules decide whether the loan is based on appraised value or cost. Requirements vary by program; see our seasoning guide. For a recent rehab where you only need to repay a short-term loan, compare a rate-and-term refinance.

If you recently added a permitted ADU, the seasoning rules look at the property as a whole, so bring the permit history and costs with your application.

What investors do with the cash

In Ventura County, cash-out proceeds often fund a purchase somewhere else. Owners with large equity in a Camarillo or Ventura home frequently buy a lower-priced rental in another market where rent covers the payment more easily, or fund an ADU on a property they already own. Some use the cash to pay off a higher-cost private loan.

Whatever the use, keep reserves. Insurance renewals, roof work and turnover costs on older California homes can be large, and a lender on your next purchase will look for cash left in the bank. A cash-out that leaves a cushion is a stronger position than one that takes every dollar available.

Common questions

Does a cash-out refinance trigger a Prop 13 reassessment?

No. A refinance is not a change in ownership. Changing title, such as moving into an LLC, can be, so check with a tax advisor first.

How much cash can I take out?

Up to 75% of appraised value, but in Ventura County the rent often limits the loan first. We size the loan to the rent and show you both numbers.

Do I need tax returns?

No. The loan qualifies on the property's rent.

Will ADU rent count?

Rent from a permitted ADU can count toward the DSCR.

What if my insurer non-renewed my policy?

Replace the coverage before applying. FAIR Plan coverage with a separate policy for the rest is commonly accepted.

Can I cash out a duplex or triplex?

Yes. All units' rent counts on 2-8 unit properties.

Can I cash out my own home?

No. Our investor loans are business-purpose loans on non-owner-occupied property.

Can I cash out a rental that is on a ground lease or in a 55+ community?

Ask us first. Leaseholds, age-restricted communities and some HOAs carry rules that affect eligibility and value.
