Ventura County rents are high, but prices are higher. For a DSCR loan, that gap means a typical single-family home rarely covers its own payment at full leverage. The rentals that work here usually have more than one income stream: a duplex, a triplex, or a house with a permitted ADU.
In short: LendingStreet offers DSCR loans on 1-8 unit rentals across Ventura County, from Ventura and Oxnard to Camarillo, Simi Valley, Thousand Oaks and Santa Paula. Loans start at $150,000 with no stated maximum, go up to 80% LTV on a purchase and 75% on a cash-out, and qualify on the property's rent with a 620 minimum credit score and no W-2s or tax returns. Many Ventura County files use a lower LTV or a sub-1.0 DSCR program because rent-to-price ratios are tight.
The county is a string of distinct cities, each with its own rent and price levels. In the city of Ventura, investors buy in Midtown, the downtown blocks off Main Street, the east end around Montalvo and Saticoy, and the beach neighborhoods of Pierpont and the Ventura Keys. Oxnard and Port Hueneme offer lower prices per unit, with tenants tied to agriculture, the port and Naval Base Ventura County.
Camarillo draws tenants who commute toward Los Angeles or work at CSU Channel Islands. Simi Valley, Moorpark and Thousand Oaks, including Newbury Park, are suburban and family-oriented, with higher prices. Santa Paula and Fillmore in the Heritage Valley have the lowest entry prices in the county and a steady local rental base.
| Area | Common rental | Main underwriting issue |
|---|---|---|
| Ventura (Midtown, east end) | 1950s-60s homes, duplexes, homes with ADUs | Price vs rent; older systems |
| Pierpont, Ventura Keys | Beach homes and small multi-unit | Coastal zone and STR rules; insurance |
| Oxnard, Port Hueneme | Single-family, duplexes, small buildings | Rent levels by neighborhood |
| Camarillo, Simi Valley, Moorpark | Tract homes and townhomes | HOA leasing rules; wildfire exposure |
| Thousand Oaks, Newbury Park | Higher-priced single-family | Ratio at any leverage; fire insurance |
| Santa Paula, Fillmore | Older single-family and duplexes | Fewer comparable sales |
California's ADU laws have made it easier to add a permitted accessory dwelling unit to many single-family lots, and a lot of Ventura County homes now have one. For a DSCR loan, a permitted ADU adds rent without adding much to the payment, which can move a file from well below 1.0x to above it.
The key word is permitted. A converted garage or back unit without permits may not count as rent, can raise insurance questions and can be flagged by the appraiser. Check the city's permit history before you count that income.
This example is illustrative and not a quote. A Midtown Ventura single-family home costs $975,000 and rents for $4,400 a month, with taxes of $935 and insurance of $250. At 80% LTV the loan is $780,000, estimated principal and interest is about $5,454 and the DSCR is about 0.66x. Even at 60% LTV, the ratio only reaches about 0.83x.
Now compare an east end home with a permitted ADU priced at $1,100,000. The main house rents for $4,300 and the ADU for $2,400, for $6,700 a month. With taxes of $1,055 and insurance of $300, a 75% LTV loan of $825,000 produces a DSCR of about 0.94x. At 65% LTV, the loan is $715,000, the payment is about $6,354 and the ratio is about 1.05x.
| Item | Single home, 80% | Single home, 60% | Home + ADU, 75% | Home + ADU, 65% |
|---|---|---|---|---|
| Loan | $780,000 | $585,000 | $825,000 | $715,000 |
| Estimated principal and interest | $5,454 | $4,090 | $5,769 | $4,999 |
| Total payment | $6,639 | $5,275 | $7,124 | $6,354 |
| Monthly rent | $4,400 | $4,400 | $6,700 | $6,700 |
| DSCR | 0.66x | 0.83x | 0.94x | 1.05x |
Under Proposition 13, a property is reassessed to its purchase price when it sells, and the assessed value can then rise by no more than 2% a year. The base levy is 1% of assessed value, plus voter-approved bonds and any special assessments, so the seller's long-held tax bill tells you very little. Budget on your price.
Newer subdivisions in places like Oxnard's Riverpark area or parts of Camarillo and Moorpark may carry Mello-Roos community facilities district charges on top. These show on the tax bill and count in the DSCR payment.
If the seller is a long-time owner, ignore their tax bill entirely. It may reflect an assessed value set decades ago, and your bill will reset to your purchase price in the first year.
The Thomas Fire in 2017, the Woolsey Fire in 2018 and the Mountain Fire near Camarillo in 2024 all destroyed homes in the county. Insurers have pulled back in many hillside and brush-adjacent areas, and some owners end up on the California FAIR Plan with a separate policy for liability and other coverage.
Get a real quote, not an estimate, before you remove contingencies. Hillside homes in Ventura's upper neighborhoods, Thousand Oaks and Simi Valley can cost far more to insure than a flat lot in Oxnard.
California's Tenant Protection Act (AB 1482) limits annual rent increases on many residential units and requires just cause for evictions after a tenancy has run long enough. Some single-family homes and condos are exempt if specific ownership and notice conditions are met, and newer buildings are exempt for a period. Local cities may add their own protections. Review the rules with a local property manager or attorney so your rent projections are realistic.
Many Ventura County investors also price a separate earthquake policy. It is usually optional for a DSCR loan, but if you carry it, include the premium when you judge your own cash flow.
Beach neighborhoods in Ventura and Oxnard attract nightly renters, but short-term rentals are regulated by city permits and, in the coastal zone, by rules that have shifted over time. Some DSCR programs can use projected short-term rental income, but only for properties that can legally operate. Confirm the current permit status with the city before you rely on nightly revenue; long-term leases are the safer base case here.

Yes, but at today's prices many need a lower LTV or a sub-1.0 DSCR program. Properties with a permitted ADU or a second unit usually qualify more easily.
Rent from a permitted ADU can count. Unpermitted units may not, and they can complicate the appraisal and insurance.
Under Prop 13, the property is reassessed to your purchase price. The base levy is 1% plus local voter-approved charges and any Mello-Roos assessments.
Many lenders accept FAIR Plan coverage paired with a policy for the coverage the FAIR Plan does not include. The combined premium counts in the payment.
Underwriting uses current leases or market rent, but AB 1482 and any local rules affect how fast you can raise rents later.
