In Ventura County, small apartment buildings often cash flow better than single-family homes because price per unit is lower and rent per unit is not. Five to eight unit buildings are scattered through Midtown Ventura, downtown, Oxnard, Port Hueneme and Santa Paula, many built in the 1960s and 70s.
In short: LendingStreet offers DSCR loans on 5-8 unit residential buildings in Ventura County, qualifying on the combined rent of all units with no W-2s or tax returns. Loans start at $150,000 with no stated maximum and a 1.0x standard minimum DSCR, though maximum LTV on 5-8 unit properties is often lower than on a single-family rental and varies by program. Buildings with 9 or more units are commercial.
In the city of Ventura, small apartment buildings line the side streets of Midtown and the blocks near downtown, with some near the community college. Oxnard has small courtyard and two-story buildings in older central neighborhoods and near the harbor. Port Hueneme and Santa Paula offer lower prices per unit. Camarillo, Thousand Oaks and Simi Valley have fewer five to eight unit buildings, and they trade at higher prices.
Many of these buildings have been owned by the same families for decades. Because of Prop 13, the seller's tax bill may be a fraction of yours, so reassess the taxes at your price before you make an offer.
The loan qualifies on the combined rent of all units against the full payment: principal and interest, taxes, insurance and any HOA. Appraisers use small income property methods and compare sales of similar buildings. Expect more review than on a house, and expect leverage to be lower; the exact limit varies by program.
If a unit is vacant, some programs use the appraiser's market rent for it. Ask before you assume that rent will count.

California's Tenant Protection Act generally applies to multi-unit buildings more than 15 years old, capping annual increases and requiring just cause for evictions after a tenancy has run long enough. Most five to eight unit buildings in the county fall under it. That makes the in-place rent roll, not a hoped-for market rent, the honest basis for your numbers. Some cities have considered or adopted local tenant rules on top, so check where the building is.
Long-term tenants in older buildings may be paying well below market. That is a real constraint on the rent roll for years, and a reason to buy on in-place rents.
When you compare buildings, compare the rent roll's average rent to current market rent. A building at market has less upside but a more reliable ratio; a building far below market looks cheap but may stay that way for years.
This example is illustrative and not a quote. An investor buys a five-unit building in central Oxnard for $1,450,000. Units rent for an average of $2,050, for gross rent of $10,250 a month. Taxes reassessed to the price are about $1,390 a month and insurance is $700.
At 65% LTV the loan is $942,500, with estimated principal and interest of about $6,590, a total payment near $8,680 and a DSCR of about 1.18x. At 75% LTV the loan is $1,087,500, the payment is about $9,694 and the DSCR falls to about 1.06x. The building still clears 1.0x, but with a much thinner cushion for vacancies and repairs.
The numbers also assume no vacancy. A five-unit building with one unit turning over is earning 80% of its rent that month, so reserves matter more than on a single house.
| Item | 65% LTV | 75% LTV |
|---|---|---|
| Loan | $942,500 | $1,087,500 |
| Estimated principal and interest | $6,590 | $7,604 |
| Taxes and insurance | $2,090 | $2,090 |

| DSCR at $10,250 rent | 1.18x | 1.06x |
Older wood-frame buildings with parking underneath, called soft-story buildings, have drawn attention across Southern California for earthquake risk, and some cities require retrofits. Ask whether the building has been evaluated or retrofitted. Also review the roof, electrical service, plumbing, separate metering and the age of water heaters. These answers drive your insurance quote and repair reserve.
Get a sewer lateral inspection on older buildings; some cities require repairs at sale or during permitted work, and the costs can be meaningful.
Many carriers write five to eight unit buildings on a small commercial-style policy. Fire exposure, roof age, building age and claims history all affect the premium. Earthquake insurance is usually separate and optional for most loans, but price it so you can decide.
Ask the carrier how they rate the building's wiring and plumbing. Buildings with updated electrical panels and newer supply lines often quote meaningfully lower.
Once you own five or more rental properties, a blanket portfolio loan can combine them under one loan on overall cash flow, with release provisions when you sell one. For 9 units or more, see our multifamily loans page.
If you buy one building and plan to add more, keeping each one's records clean from the start makes a portfolio refinance far simpler later.
The DSCR test uses principal, interest, taxes, insurance and any HOA. Your own budget should go further. On a five to eight unit building in Ventura County, water, sewer and trash are often paid by the owner, along with common-area electricity, landscaping, pest control and a property manager. Older buildings also need a real reserve for roofs, water heaters and plumbing.
Appraisers look at the building's full income and expense picture when they value it, so clean records help. Twelve months of rent deposits, utility bills and a current rent roll that matches the leases make the appraisal and underwriting go smoothly, especially when the seller has owned the building for decades and managed it informally.
