DSCR Loans for 5-8 Unit Buildings in Rockford, Illinois

Rockford is one of the few places in Illinois where a six-unit brick building can still cost less than a single-family home in the Chicago suburbs. The rent covers the payment easily on paper. What usually decides the deal is the Illinois property tax bill and the condition of a building that may be eighty years old.

In short: LendingStreet finances 5-8 unit buildings in Rockford, Loves Park, Machesney Park and the rest of Winnebago County with DSCR loans that qualify on the combined rent, with no W-2s or tax returns and LLC borrowers allowed. Loans start at $150,000 with no stated maximum, and leverage on 5-8 units varies by program. Budget realistically for property taxes and capital repairs, and confirm any city rental registration or inspection requirements.

Where Rockford's 5-8 unit buildings are

Older brick six-flats and eight-flats line streets in Churchill's Grove, Haight Village and the neighborhoods around downtown on both sides of the Rock River. Signal Hill and the Edgewater area add larger converted houses and small walk-ups, and the east side has 1960s and 1970s brick buildings with off-street parking.

Loves Park and Machesney Park to the north have newer small buildings that tend to need less work, and Belvidere and Cherry Valley add some stock along the I-90 corridor toward Chicago.

Why the rent looks strong in Rockford

Rents for one and two-bedroom apartments in Rockford are modest, but prices are low enough that rent-to-price ratios are high compared with most of Illinois. Demand comes from manufacturing and aerospace employers, the Chicago Rockford International Airport cargo hub and the regional health systems.

High ratios do not mean a building is easy. Vacancy and collections take more management attention in some neighborhoods, and a DSCR loan qualifies on the rent the building can support, not on optimistic pro forma rent.

What the DSCR program looks at on 5-8 units

Five to eight units is the top of the residential range; nine or more units moves into commercial lending. Inside that range the loan is approved on what the building rents for. No W-2s, no tax returns, a 620 minimum score, LLC ownership allowed, $150,000 minimum loan size with no stated maximum, and 30-year terms available.

The test is simple: total rent from all units divided by principal, interest, taxes and insurance. Most programs look for 1.0x or better, and sub-1.0 programs can work when the numbers are close. Purchase leverage can reach 80% LTV and cash-out 75% on smaller rentals, but on 5-8 unit buildings the maximum is often lower and varies by program.

The rent roll does a lot of the work. The appraiser checks every unit's rent against comparable rentals, and income that looks out of line with the area gets a closer look. Vacant or down units need a realistic rent and a plan for getting them leased.

Illinois property taxes and reassessment

Illinois has some of the highest effective property tax rates in the country, and Winnebago County is no exception. Outside Cook County, Illinois reassesses property on a four-year cycle, with township assessors and the county board of review in the process. Your bill depends on the township, school district and other taxing bodies.

Do not rely on the seller's bill if it reflects an old assessment or exemptions you will not get. Pull the county record, look at the full list of taxing districts and budget on a figure tied to your price.

Illinois charges a state transfer tax of $0.50 per $500 of value and the county adds $0.25 per $500. Check whether the City of Rockford adds its own amount.

Worked example: a brick six-flat near downtown

This example is illustrative and not a quote. An investor buys a 1920s brick six-flat in Churchill's Grove for $480,000. The two-bedroom units rent for $850 each, for a combined $5,100 a month. Taxes are budgeted at $1,250 a month and insurance at $450.

A 75% LTV loan of $360,000 carries estimated principal and interest of about $2,517. Add taxes and insurance and the payment is about $4,217, a DSCR of about 1.21x. At 70% LTV, the $336,000 loan has a payment of about $4,049 and a DSCR near 1.26x. Notice that monthly taxes are larger than the rent from any single unit. Illinois taxes are the reason a building with strong rent still needs careful budgeting.

Older systems and insurance

Many Rockford six-flats still heat with a single boiler and radiators, with the owner paying for gas. That cost reduces net income and should be part of your budget. Masonry repair, flat roofs and old galvanized plumbing are common capital items.

Insurers will ask about the heating system, electrical service and roof age. Buildings near the Rock River or Keith Creek can be in mapped flood zones, so check the flood map before you sign.

Local rules: registration and inspections

Rockford has used rental registration and inspection programs to address property conditions, and the rules have changed over time. Ask the city what applies to your building before closing, and budget for any fees or required repairs.

Illinois does not allow local rent control, so rents follow the market. Security deposit and notice rules still apply, and leases should follow state law.

Common questions

Why are taxes so high on Rockford rental buildings?

Illinois funds schools and local government heavily through property taxes, and effective rates in Winnebago County are high. Budget from the county record.

How often is property reassessed in Winnebago County?

Illinois reassesses outside Cook County on a four-year cycle, with annual adjustments possible. Check the township assessor.

Does Rockford have rent control?

No. Illinois law preempts local rent control.

Who pays gas in a six-flat with a boiler?

Often the owner. If so, that cost reduces net income, so include it in your numbers.

Do you lend in Loves Park and Belvidere?

Yes. We finance 5-8 unit buildings throughout Winnebago and Boone counties.

Where is the line between residential and commercial?

Eight units. Up to eight units fits our residential DSCR programs; nine or more is commercial multifamily.

Do I need tax returns to finance a 5-8 unit building?

No. The loan qualifies on the building's rent. There are no W-2s or tax returns, and the minimum credit score is 620.

Can the loan work if rent does not fully cover the payment?

Sometimes. Sub-1.0 DSCR programs are available, and putting more down is the other common fix.
