Rate-and-Term DSCR Refinancing in Ventura County

A lot of Ventura County rate-and-term refinances follow the same story: an investor bought a house, added a permitted ADU with short-term money, and now has two rents and a loan that is about to mature. The refinance turns that project into a long-term rental.

In short: LendingStreet offers DSCR rate-and-term refinances on 1-8 unit rentals in Ventura County, paying off bridge, rehab or construction loans and existing mortgages up to 80% LTV on some programs. The loan qualifies on the property's rent, with a 1.0x standard minimum DSCR, a 620 minimum credit score and 30-year terms available, and no W-2s or tax returns.

Who uses rate-and-term here

In every case the goal is the same: a stable, long-term payment the rent can cover, with little or no cash leaving the property.

Rate-and-term or cash-out

A rate-and-term refinance pays off existing liens and closing costs with little or no cash back. Some programs allow up to 80% LTV on rate-and-term, compared with 75% on cash-out. In Ventura County, though, the DSCR test usually limits the loan before either LTV cap, so the real question is how much the rent supports.

That means a rate-and-term file in this county is often less about the LTV cap and more about choosing a balance the rent supports. If your short-term loan is larger than that, plan to pay some of it down at closing.

Worked example: an Oxnard home with a new ADU

This example is illustrative and not a quote. An investor bought an Oxnard home, added a permitted detached ADU and owes $690,000 on an interest-only loan, paying about $6,612 a month in interest. The main house now rents for $3,950 and the ADU for $2,400, for $6,350, and the property appraises at $1,150,000.

A rate-and-term refinance of $700,000, covering the payoff and costs, is about 61% LTV. Estimated principal and interest is about $4,895. With taxes of $1,050, which now include the ADU's added assessed value, and insurance of $300, the payment is near $6,245 and the DSCR is about 1.02x.

The example also shows how much a second unit changes the result. Without the ADU's $2,400, the main house alone would not come close to covering this payment.

Prop 13 and new units

Under Prop 13, adding new construction such as an ADU adds the value of that improvement to your assessed base, while the existing house keeps its prior assessed value. Your tax bill goes up, but by less than a full reassessment. Ask the assessor's office how the new unit was enrolled, and use the updated bill in your numbers. A supplemental tax bill may also arrive after completion.

Also check for a supplemental bill. When new construction is completed, the county can issue a supplemental assessment covering the rest of the fiscal year, and it is a separate bill from the regular one. Budget for it so it does not catch you short right after closing.

Permits and the appraisal

The appraiser needs to see that the ADU is permitted and finaled. Provide the permit, the final inspection sign-off and the certificate of occupancy if the city issued one. An ADU that is built but not finaled may not be valued or counted for rent, which can sink the refinance.

Junior ADUs inside the main house have their own permit and, in some cases, deed restriction requirements. Bring whatever the city recorded so the appraiser can treat the unit correctly.

If the ADU was approved with conditions, such as parking or a recorded covenant, include those documents as well.

Tenant rules that affect the rent figure

Underwriting uses current leases or market rent. If your tenants are under AB 1482 or a local ordinance, their rent may be below market and can only rise by a limited amount each year. Use the actual leases when you run your numbers; do not assume you can reset rents after closing.

If a tenant is paying well below market, the honest plan is to underwrite that lease as it stands and raise rents only as the law allows.

If the ratio comes in short

Options include a smaller loan with some cash brought to closing, interest-only periods on some programs, or a sub-1.0 DSCR program. If you own five or more rentals, a blanket portfolio loan can refinance them together on combined cash flow.

We will show you the payment at more than one loan amount so you can see the cash needed at each level.

Timing the payoff of a short-term loan

Short-term loans in California often carry extension fees, and county permit sign-offs can lag behind the actual end of construction. Start the refinance once the ADU or rehab is substantially complete, the final inspection is scheduled and a tenant is lined up. The appraisal, title update and insurance binder can run while the last items close out.

Have the final permit, the lease and the updated tax bill ready to send. A supplemental assessment for new construction can arrive months after completion, so ask the assessor for an estimate rather than relying on last year's bill. An accurate tax figure keeps the ratio from shifting late in the process.

Common questions

What is a rate-and-term DSCR refinance?

A refinance that pays off existing loans and costs with little or no cash out, qualified on the property's rent.

How high can LTV go?

Up to 80% on some programs. In Ventura County the rent coverage test often limits the loan first.

Will my taxes go up after adding an ADU?

Yes, by the assessed value of the new construction. The rest of the property keeps its Prop 13 base.

Does an unfinaled ADU count?

Usually not. The appraiser needs evidence that the unit is permitted and finaled.

Can I refinance out of a bridge loan right after finishing?

Often yes. Seasoning and value rules vary by program, so share your purchase date and costs.

Do rent-controlled leases hurt my refinance?

Underwriting uses actual leases, so below-market rents lower the ratio.

Do you lend in Ventura, Oxnard and Simi Valley?

Yes. We refinance rentals across Ventura County.

Can I refinance a property I own personally into my LLC?

Often yes, but in California a change in title can affect your Prop 13 assessment in some cases. Talk to a tax advisor first.
