Cleveland's classic rental is the up-and-down double: two stacked units in a frame house, often with a shared basement and separate entrances. A jumbo loan here usually means many of them refinanced together, a small apartment building, or a large home in Shaker Heights or Bay Village.
In short: LendingStreet offers jumbo DSCR loans of about $1.5M to $5M+ for Cleveland-area investors, qualified on rent with no W-2s or tax returns. Most large files here are portfolios of doubles and single-family homes, 5 to 8 unit buildings and some larger suburban homes. Cleveland's lead-safe certification rule and Cuyahoga County's tax levels are the two local items to check first.
Lakewood, Cleveland Heights and the near west side (Ohio City, Tremont, Detroit-Shoreway) have dense stocks of doubles and small apartment buildings. Clinic and university staff from University Circle drive demand on the east side.
Larger homes sit in Shaker Heights, Cleveland Heights, Bay Village, Rocky River and Westlake, with estate homes in Pepper Pike and Hunting Valley. Those homes rarely rent for enough to support a high-leverage loan.
Rents across the metro are modest compared with coastal markets, but so are prices, so a well-run portfolio of doubles can show strong coverage. Downtown and Ohio City also have newer apartment supply that competes with older small buildings for young professionals.
| Route | Areas | Check |
|---|---|---|
| Portfolio of doubles | Lakewood, Cleveland Heights, Old Brooklyn | Lead-safe certificates, each parcel's tax |
| 5 to 8 unit building | Ohio City, Detroit-Shoreway, Lakewood | Boiler age, parking, rental registration |
| Large suburban home | Shaker Heights, Bay Village, Rocky River | Very high tax rates in some suburbs |
A jumbo DSCR loan is a debt service coverage ratio loan with a larger balance, roughly $1.5M to $5M+ at LendingStreet. It covers purchases, rate-and-term refinances and cash-out refinances on 1 to 8 unit rentals held for investment.
Qualification rests on the property's rent compared with the full monthly payment, not on W-2s or tax returns. The standard minimum DSCR is 1.0x, the minimum credit score is 620, LLC borrowers are standard and 30-year terms are available. Purchases go up to 80% LTV and cash-out up to 75% LTV, but on bigger balances the maximum is often lower and varies by program.
Ohio taxes on a 35% assessment ratio, and some Cuyahoga County suburbs, Shaker Heights and Cleveland Heights in particular, have among the highest effective rates in the state. The county reappraised values recently and increases were large in many areas.
Investors do not get owner-occupancy credits, so use the full tax for each parcel. On a portfolio, a few high-tax suburbs can drag the whole ratio down.
Cuyahoga County has also seen tax foreclosures and land bank activity on the east side, and the county land bank has returned many homes to use. If you are buying a property that came through the county land bank, ask about any recorded restrictions or redevelopment conditions before closing.
This example is illustrative and not a quote. Run the numbers on a portfolio refinance. An investor owns 12 up-and-down doubles in Lakewood and Cleveland Heights, 24 units in all, worth $2,600,000 together. Monthly rent is $31,200. The budget carries $5,600 a month for taxes and $2,400 for insurance.
A 75% LTV loan of $1,950,000 has estimated principal and interest of about $13,468; with taxes and insurance the payment is about $21,468, so DSCR is about 1.45x. Dropping to 65% LTV, or $1,690,000, brings estimated principal and interest to about $11,672, the payment to about $19,672 and DSCR to about 1.59x.
A blanket loan pulls the 12 properties into one closing and one payment, qualified on combined cash flow, with release provisions for later sales.
| Item | 75% LTV | 65% LTV |
|---|---|---|
| Loan amount | $1,950,000 | $1,690,000 |
| Estimated principal and interest | $13,468 | $11,672 |
| Property taxes | $5,600 | $5,600 |
| Insurance | $2,400 | $2,400 |
| Total monthly payment | $21,468 | $19,672 |
| Monthly rent | $31,200 | $31,200 |
| DSCR | About 1.45x | About 1.59x |
Cleveland requires residential rentals built before 1978 to obtain a lead-safe certificate, and enforcement has expanded across the city. Certificates come from a licensed lead inspector or risk assessor and must be renewed. Lake-effect snow, freeze-thaw cycles and aging boilers drive insurance and maintenance.
Cleveland requires rental registration, and many suburbs require their own registration and inspections, sometimes at each sale or tenant change. Lakewood and Cleveland Heights both inspect rentals. A portfolio spread across several cities needs a registration check in each one.
Most jumbo files here are underwritten on 12-month leases. Ohio's landlord-tenant law requires landlords to keep units fit and habitable, and tenants can deposit rent with the court if repairs are not made, so condition matters as much as rent on older doubles.
Cleveland jumbo loans are mostly portfolios or small buildings. Single rentals at $1.5M+ are uncommon.
Expect more review on a jumbo file: larger reserve requirements, closer appraisal review and sometimes a second appraisal. Rent and value both have to be supported by real comparables, which are scarcer for unusual or high-end property.
A file that misses 1.0x is not dead. More equity, a smaller loan or a sub-1.0 DSCR program can bring it back.
If you already own the property, a cash-out refinance can go up to 75% LTV, usually less on a large loan, and a rate-and-term refinance up to 80% on some programs. Seasoning before a cash-out varies by program.
