Jumbo DSCR Loans in the Portland Metro

Portland is one of the few West Coast markets where new multi-unit rentals can go up on ordinary residential lots. That, plus high values in Lake Oswego and the West Hills, makes jumbo balances a normal part of the rental market here.

In short: LendingStreet offers jumbo DSCR loans, from about $1.5M to $5M+, for 1-8 unit rentals in Portland and its Oregon suburbs, qualified on rent with no W-2s or tax returns. Common jumbo deals here are new fourplexes and sixplexes built under Oregon's middle housing rules, 5-8 unit buildings on the east side, and high-value homes in Lake Oswego and the West Hills. Oregon's tenant laws and Measure 50 tax system both shape the numbers.

Where large Portland rentals are being financed

On the east side, Irvington, Laurelhurst, Hawthorne, Sellwood and the inner Southeast neighborhoods mix older Craftsman houses with new plexes and small apartment buildings. In Northwest, the Alphabet District and the Pearl have older walk-ups and condo towers.

Lake Oswego, West Linn, Dunthorpe and the West Hills hold the region's highest-value single-family homes. Washington County suburbs like Beaverton and Tigard add newer homes and townhomes near the tech employers along the Sunset Highway.

Middle housing and jumbo balances

Oregon's middle housing law and Portland's residential infill rules allow duplexes through fourplexes, and in some cases more units, on lots that once allowed one house. Builders and investors use that to put up new four- and six-unit buildings, and a stabilized building of that size can easily need a $1.5M+ loan.

New construction helps on insurance and repairs, but lenders want a final certificate of occupancy and signed leases before a long-term DSCR loan. If you are still building or leasing up, a bridge or construction loan usually comes first.

How Measure 50 shapes Portland property taxes

Oregon taxes property on assessed value, which is capped at 3% annual growth under Measure 50, rather than on market value. A sale does not reset the assessed value, so two similar homes can carry very different tax bills, and the seller's bill is usually a fair guide.

New construction is the exception: a new building gets its own assessed value set when it is added to the rolls. For a new plex, ask the county assessor how the value will be set and budget on that, not on the vacant-lot bill.

Oregon bars most new transfer taxes, but Washington County charges one. Multnomah and Clackamas buyers should still ask title about recording costs.

Worked example: a new east-side sixplex

This example is illustrative and not a quote. An investor refinances a newly completed six-unit building in inner Southeast Portland valued at $2,400,000. The six units lease for a combined $13,800 a month. Taxes on the new assessed value are budgeted at $2,300 a month, and insurance is $700.

Sized at 65% LTV, the balance is $1,560,000 and estimated principal and interest runs about $10,379. Taxes ($2,300) and insurance ($700) take the total to about $13,379. Divide $13,800 of combined monthly rent by that and the ratio is about 1.03x.

At 60% LTV the loan drops to $1,440,000, estimated principal and interest falls to about $9,580, and the payment is about $12,580, lifting the ratio to about 1.10x.

Oregon tenant law and Portland STR rules

Oregon has statewide rent stabilization that caps annual increases on most buildings older than 15 years, plus just-cause rules after the first year of tenancy. Portland adds relocation payments for certain no-cause terminations and screening rules. A new building is exempt from the cap for its first 15 years, which matters for long-term rent growth assumptions.

Portland generally requires short-term rental hosts to live in the home, so a non-owner-occupied whole-home nightly rental is usually not allowed in the city. Plan large Portland rentals around 12-month leases. Seismic risk from the Cascadia subduction zone is real; earthquake coverage is separate and optional on most policies.

Jumbo DSCR rules that apply in Portland

Large-balance DSCR loans use the same test as any other: monthly rent divided by principal, interest, taxes, insurance and any association dues. The standard minimum is 1.0x. You qualify without personal income documents, with a 620 or higher score, and you can close in an LLC.

Balances from about $1.5M to $5M+ get more scrutiny. Lower maximum LTV, larger reserve requirements and an extra valuation are common, and each varies by program. Rent support matters more too, so recent signed leases on comparable Portland properties make the file stronger. Strong reserves and clean credit also help on the largest balances.

Other ways to finance large Portland holdings

Not every big balance is one building. If you own five or more rentals in the area, a blanket portfolio loan can put them under one closing and one payment, qualified on the combined cash flow, with release provisions when you sell one. Some programs also cover properties in more than one state.

Owners who already hold a large rental often use a DSCR cash-out refinance, up to 75% LTV where the rent supports it, or a rate-and-term refinance to replace a maturing loan. Cash-out seasoning varies by program. Either way, the rent has to cover the new payment at the program minimum.

Common questions

Can I finance a new fourplex built under Oregon middle housing rules?

Yes, once it is complete and leased. A DSCR loan qualifies on combined rent. During construction or lease-up, a construction or bridge loan is usually the first step.

Will my Portland taxes jump after I buy?

Usually not because of the sale. Oregon taxes assessed value, capped at 3% annual growth, and a sale does not reset it. New construction and major additions are assessed separately.

Can I run a Portland property as an Airbnb?

Portland generally requires hosts to live on site, so non-owner-occupied whole-home short-term rentals are usually not permitted in the city. Check the city's current rules before you plan for nightly income.

Does Oregon rent stabilization affect my loan?

It limits how fast rents can rise on older buildings, so underwriters use current rent. Factor the cap into your projections on buildings older than 15 years.

Can I live in a property I finance this way?

No. Our investor loans are business-purpose loans on non-owner-occupied property, so the home must be rented to tenants and not used as your residence. If you plan to move in later, this is not the right loan.

How long does a large Portland DSCR loan take to close?

Timing depends mostly on the appraisal, title and insurance. Jumbo files can take longer because of the extra valuation review, so order the insurance quote and gather leases early. A complete file at the start saves the most time.

Do short-term rentals qualify for jumbo DSCR loans?

On some programs, yes, using projected short-term rental revenue, but only where local permit, zoning and HOA rules allow the property to operate as a nightly rental. Booking history helps on an existing rental.
