Charlottesville Short-Term Rental Loans: Where Investor STRs Work

Charlottesville has no shortage of visitors: UVA football and graduation, Foxfield, wineries, Monticello and the Blue Ridge. But the city itself is not where most investor-owned short-term rentals can operate.

In short: LendingStreet finances short-term rentals in the Charlottesville region with DSCR loans that qualify on the property's income, and on some programs on projected nightly revenue. The key fact first: the City of Charlottesville allows short-term rentals mainly as homestays, which require the operator to live on the property, so investor-owned whole-house STRs generally do not work in the city. Albemarle County has its own homestay rules, and investors usually look to Nelson County around Wintergreen and the Route 151 corridor, and to Lake Anna, where vacation rentals are long established. Loans start at $150,000, the minimum credit score is 620 and LLC borrowers are standard.

The city's homestay rule, plainly

The City of Charlottesville regulates short-term rentals as homestays. A homestay generally requires that the property be the operator's primary residence, with a permit, occupancy limits and safety standards. A non-resident investor renting a whole house by the night is generally not allowed in the city's residential areas. Because our investor loans are business-purpose loans on non-owner-occupied property, a house that only qualifies as an owner-occupied homestay is not a fit for our STR program.

Albemarle County, which surrounds the city, also uses a homestay framework with its own residency, parcel-size and permit rules, and somewhat more flexibility on larger rural parcels. Confirm the rules for the specific parcel with the county's zoning office before you rely on nightly income.

Where investor STRs fit in the region

Nelson County, about 30 to 45 minutes southwest, is the region's main vacation rental market. Wintergreen Resort has a long history of rental homes and condos, and the Route 151 corridor of wineries, breweries and cideries draws weekend groups. Rules there are set by the county and by Wintergreen's property owners association, so check both.

Lake Anna, in Louisa and Spotsylvania counties about an hour east, is a lake rental market with peak summer demand. Greene County, near the Shenandoah National Park entrance at Swift Run Gap, and parts of Madison County also attract cabin guests. Each county has its own rules.

Worked example: a Nelson County mountain home

This example is illustrative and not a quote. An investor buys a three-bedroom home near Wintergreen for $485,000, putting 25% down for a $363,750 loan on a 30-year term. A projection estimates $48,000 a year in nightly revenue, about $4,000 a month.

Estimated principal and interest is about $2,606. Nelson County taxes run about $250 a month, STR insurance about $200 and owners association dues about $150. The total payment is about $3,206, and the DSCR on projected revenue is about 1.25x.

Seasons and demand drivers

Charlottesville-area demand clusters around UVA's calendar: move-in, home football weekends, parents weekend, and graduation in May, when rooms within an hour of Grounds can book a year ahead. Spring and fall wine and foliage seasons are strong in Nelson County, and Wintergreen adds winter ski demand. Lake Anna peaks from Memorial Day to Labor Day. A good projection reflects these swings across the whole year.

Weddings are a quieter driver. Vineyards and event venues across Albemarle and Nelson host weddings most weekends from spring through fall, and groups often book whole houses for the weekend. Homes with enough beds for a wedding party and easy drives to the venues tend to book well in those months.

Taxes on guest stays and property

Virginia localities levy transient occupancy taxes on short stays, and state and local sales tax also apply. Nelson, Louisa and Albemarle counties each set their own transient occupancy tax and registration requirements. Booking platforms collect some taxes in some localities but not always all.

Virginia assesses real estate at full market value. Rural counties such as Nelson often have lower tax rates than the city, which helps the ratio, but mountain and lake homes can carry higher insurance and association dues.

Mountain and lake property considerations

Steep driveways, private roads, wells and septic systems are common around Wintergreen and in rural Nelson and Greene counties. Lake Anna homes may have docks and shoreline permits through Dominion Energy, which manages the lake. Appraisers may need to go farther for comparable sales on unique properties, and acreage and property-type limits vary by program. Get a well and septic inspection and confirm year-round road access, since winter weather on the mountain can close steep roads for days.

Long-term and mid-term rentals in the city

If you want to invest inside Charlottesville, long-term rentals are the practical route. Student rentals near Grounds, along Jefferson Park Avenue, in Fry's Spring and Venable, and workforce rentals in Belmont and Fifeville fill steadily. Furnished mid-term leases of 30 days or more for visiting faculty, medical residents at UVA Health and relocating professionals are another option, as long as the lease terms fit local rules.

Common questions

Can an investor run an Airbnb in the City of Charlottesville?

Generally not as a whole-house rental. The city allows short-term rentals mainly as homestays, which require the operator to live on the property.

What about Albemarle County?

Albemarle uses homestay rules with residency and parcel requirements, with more latitude on some larger rural parcels. Check with county zoning for the specific property.

Where do Charlottesville investors buy STRs?

Commonly in Nelson County near Wintergreen and the Route 151 corridor, and at Lake Anna. Each county and association has its own rules.

Can I qualify on projected nightly revenue?

On some programs, yes. A third-party projection can stand in for a lease, and the property should cover its full payment at about 1.0x.

How much does UVA graduation affect revenue?

It is one of the busiest weekends of the year within an hour of Grounds, along with home football weekends and parents weekend.

Can I finance a Wintergreen condo?

Possibly. Condo and association rules, budgets and rental policies matter, and property-type limits vary by program.

Do I need tax returns?

No. DSCR loans qualify on the property's income. You need a 620 or higher credit score and reserves.

Can I own the rental through an LLC?

Yes. LLC borrowers are standard, and members sign for the loan personally.
