Short-Term Rental Loans for Dover and Kent County Investors

Dover is not a beach town, and an honest STR plan here starts there. Nightly demand clusters around race weekends, Dover Air Force Base, Delaware State University and the state capital, while the classic vacation market sits about an hour south in Sussex County.

In short: LendingStreet finances short-term rentals in the Dover area with DSCR loans that, on some programs, qualify on projected short-term revenue instead of a 12-month lease. Loans start at $150,000, purchases go up to 80% LTV, the minimum credit score is 620 and LLC borrowers are standard. The property has to be allowed to operate as a short-term rental under City of Dover or Kent County rules and any HOA covenants, so confirm that before you count on nightly income.

Who books short stays in Dover

Dover's short-stay demand is real but uneven. Race weekends at Dover Motor Speedway fill every room within a long drive, and the city's hotels sell out early. Delaware State University brings families for move-in, homecoming and commencement. Legislative sessions, state agency business and visiting contractors keep a steady flow of weekday travelers near the capital.

Dover Air Force Base adds a different kind of guest: service members arriving on new orders, families house-hunting, and personnel on temporary assignment who want a furnished home for weeks rather than nights. Traveling nurses at Bayhealth's Kent campus look for the same thing.

That mix means many Dover properties earn more as furnished stays of 30 days or longer than as pure nightly rentals. A furnished stay at that length is often qualified more like a long-term lease, which can be simpler to underwrite.

City and county rules to check before you buy

Inside city limits, Dover requires rental properties to be licensed and inspected, and short stays raise added questions about zoning, parking and occupancy. Outside the city, Kent County zoning governs, and towns such as Camden, Wyoming, Smyrna and Milford each have their own codes. Rules change, so call the city or county planning office with the specific address before you sign.

HOAs matter just as much. Many newer subdivisions around Dover, Camden and Smyrna have covenants that set minimum lease terms or bar rentals under 30 days. Read the recorded covenants, not just the listing.

Lodging taxes also apply. Delaware taxes many short-term stays, and platforms collect some of those taxes but not always all of them. Confirm your filing duties with the Delaware Division of Revenue.

How projected revenue qualifies the loan

A standard DSCR loan divides rent by the full payment: principal, interest, property taxes, insurance and any HOA dues. On STR programs, the rent figure can come from a third-party revenue projection for the property rather than a signed lease. Lenders usually apply their own adjustments to that projection, so the qualifying figure is often lower than the gross number a listing site shows.

In Dover, projections can vary widely between a home a mile from the speedway and one near the base, and seasonal swings are sharp. If a projection comes in low, our guide to low projections explains the options, including qualifying on a long-term rent figure instead.

Worked example: a Camden home near the base

This example is illustrative and not a quote. An investor buys a furnished three-bedroom home in Camden for $330,000. The lender's adjusted revenue figure for qualifying is $2,700 a month, averaged across the year rather than the race-weekend peak.

At 75% LTV the loan is $247,500. Estimated principal and interest on a 30-year term is about $1,688. Kent County taxes are budgeted at $230 a month, and insurance written for short-term use at $175, for a total payment of about $2,093. The DSCR is about 1.29x, above the 1.0x standard minimum.

Kent County's modest tax bills help here. The same home in a higher-tax county would carry a noticeably larger payment against the same revenue.

Seasonality and the slow months

Dover's calendar is lumpy. Spring and summer events, graduation season and fall homecoming carry much of the year, while January and February are quiet. Underwriting looks at annual revenue, but your bank account feels the monthly swings, so hold reserves that cover the slow stretch.

Some Dover owners blend strategies: nightly stays around big events and 30-day furnished stays for base personnel and nurses the rest of the year. If you plan that mix, say so up front so the projection and the loan reflect how the home will actually run.

When the beach towns are the better fit

If your goal is a classic vacation rental, the Sussex County coast is the region's main STR market: Rehoboth Beach, Lewes, Dewey Beach, Bethany Beach and Fenwick Island, plus inland areas around Millsboro and Long Neck. Demand is strongly seasonal, peaking in summer.

Each beach town sets its own rental licensing and inspection rules, and some add local taxes or occupancy limits. Prices and insurance are higher than in Kent County, and homes near the water may need flood coverage. See our Delaware STR page for the statewide view.

Insurance and furnishing costs

A standard landlord policy may not cover nightly guests. Get a quote written for short-term use, with liability limits that match how many guests you host. Homes near the St. Jones River or low areas toward the bay can fall in mapped flood zones, where flood insurance is generally required.

Furniture, linens, cleaning and supplies are real costs. They do not enter the DSCR formula, but they come out of your cash flow, so budget them before you set your offer price.

Common questions

Can I get an STR loan for a home inside Dover city limits?

Possibly, if the city allows the use at that address and the property holds a current rental license. Confirm zoning and licensing with the city before you rely on nightly income.

Do Dover STR loans require a lease?

Not on some programs. They can qualify on a third-party revenue projection, adjusted by the lender. A 12-month lease or a 30-day furnished rental history can also be used.

Are race weekends enough to qualify a property?

Usually not on their own. Underwriting looks at full-year revenue, so a home that earns well only a few weekends a year may qualify better on long-term or 30-day rent.

Is a 30-day furnished rental treated as a short-term rental?

Often not. Stays of 30 days or more for base personnel or traveling nurses are frequently handled like leases, but city rules and HOA covenants still apply.

What lodging taxes apply to Dover short stays?

Delaware taxes many short-term stays. Platforms may collect part of it. Check registration and filing duties with the Delaware Division of Revenue.

Can I finance a Rehoboth or Lewes rental instead?

Yes, if the town allows the rental and it is licensed. Beach-town rules vary, so confirm them for the exact address.

Can I refinance an STR I already own near Dover?

Yes. An STR refinance can use your operating history. See our STR refinance guide for how history and projections are weighed.
