Canal Park, the lakewalk and the drive up Highway 61 bring visitors to Duluth all summer and on fall weekends. The catch for investors is that Duluth limits vacation rentals through permits, so the first question on any deal is whether the property can legally operate.
In short: LendingStreet finances Duluth-area short-term rentals with DSCR loans that, on some programs, qualify on projected short-term revenue rather than a long-term lease. Loans start at $150,000, purchases go up to 80% LTV, the minimum credit score is 620 and LLC borrowers are standard. The property must hold, or be able to obtain, the city or county permit that allows nightly rentals, and Duluth's permits are limited and come with conditions.
The City of Duluth regulates vacation rentals through a permit process tied to its zoning code. Permits come with conditions such as parking, occupancy and a local contact, and the number allowed is limited in some residential districts. Whether an existing permit carries over when a property sells is a question to answer with the city in writing before you buy, not after closing.
In practice, that means you cannot assume a house in Lakeside, Congdon or Chester Park can run as an Airbnb because a neighbor does. Ask the seller for the permit, its conditions and any correspondence with the city, and call the planning office with the address.
If a property cannot get a permit, it can still work as a long-term rental or a furnished stay of 30 days or more, subject to the city's rental licensing.
Minnesota sales tax applies to short stays, and Duluth adds its own lodging and tourism taxes. Platforms collect some of these on your behalf but not necessarily all, so register and confirm what you owe with the Minnesota Department of Revenue and the city.
Minnesota also licenses some lodging properties through the state health department, depending on how the property operates. Ask the city and county which licenses apply to your plan.
Duluth's calendar is strongly seasonal. June through early October carries much of the year's revenue, with Grandma's Marathon in June, summer festivals and fall color drives. Winter brings skiers at Spirit Mountain and holiday visitors to Bentleyville, but many weeknights sit empty from January through April.
Underwriting uses annual revenue, so a property that books solidly in July but rarely in February is measured on the full-year average. Keep reserves for the slow months, including heating costs that run high in a Lake Superior winter.
This example is illustrative and not a quote. An investor buys a three-bedroom home with lake views outside Two Harbors for $425,000 in an area where the county permits short-term rentals. The lender's adjusted annual revenue figure averages $3,600 a month, well below the summer peak and above the winter lows.
At 75% LTV the loan is $318,750. Estimated principal and interest on a 30-year term is about $2,174. Non-homestead taxes are budgeted at $350 a month and insurance written for short-term use at $230, for a total payment of about $2,754. The DSCR is about 1.31x.
The ratio clears 1.0x on the annual average, but the owner still needs cash to carry the home through the quiet months.

Many Duluth-based investors look up the North Shore. Two Harbors and Lake County, and further up, Cook County towns such as Lutsen, Tofte and Grand Marais, are established vacation markets with their own permit rules. Inland, the lakes around Brainerd, Grand Rapids and Ely draw summer cabin renters. Each county and township sets its own requirements, so check the specific address.
Across the bridge, Superior, Wisconsin follows Wisconsin rules and its own city code. Programs that lend in both states can finance either side, but the permit question still decides the deal.
| Area | Main draw | Check |
|---|---|---|
| Duluth (city) | Canal Park, lakewalk, events | City vacation rental permit, limited in some zones |
| Two Harbors and Lake County | North Shore, Gooseberry Falls | County or city permit, septic and well |
| Cook County (Lutsen, Grand Marais) | Skiing, hiking, fall color | County permit, remote access, insurance |
| Superior, WI | Lower prices, near Duluth | Wisconsin and city rules |
For a purchase, programs can use a third-party revenue projection, adjusted by the lender. For a property you already run, actual booking history is often stronger evidence, especially if it shows a good winter. If the projection comes in low, see our guide to low projections. If you already own a permitted STR on short-term debt, our STR refinance page explains how history is used.
Many Duluth homes are 80 to 120 years old, with boilers, steep driveways and hillside lots. Guests expect warm rooms and clear walks, so budget for heat, snow removal and plowing. Insurers look hard at older heating systems and wiring on short-term rentals, so get a quote written for nightly use before you write an offer.
North Shore cabins add wells, septic systems and longer response times for repairs. Inspect them before you buy.
Furnishings, linens, cleaning between stays and a local contact who can reach the property in a snowstorm are real costs too. They are not in the DSCR formula, but they come out of the revenue the projection assumes, so price them in before you set your offer.
Our investor loans are business-purpose loans on non-owner-occupied property. Send the address, price, permit status and any booking history or projection. LendingStreet will run the ratio on non-homestead St. Louis, Lake or Cook County taxes and a short-term insurance quote. Call (877) 298-1001 or use the form below. See also our Minnesota STR page.
No. Duluth requires a permit, permits come with conditions and they are limited in some zones. Confirm the permit status for the address before you buy.
Do not assume it does. Ask the city in writing whether the permit survives a sale. Without a clear right to operate, nightly income cannot carry the loan.
Minnesota sales tax and Duluth's lodging and tourism taxes. Platforms may collect some of them. Confirm registration with the state and the city.
Programs use annual revenue, so summer highs and winter lows are averaged. Hold reserves for January through April.
Yes, if the county or city allows short-term rentals and the property meets program limits. Wells, septic and acreage limits vary by program.
The property can still qualify as a long-term rental on lease income, or as a 30-day furnished rental, subject to the city's rental license.
Often yes. Stays of 30 days or more for traveling nurses and medical staff are usually treated more like leases, subject to the city rental license.
Yes, on programs that cover Wisconsin. Superior's own rules for short-term rentals apply.
