Short-Term Rental Loans for El Paso Investors

El Paso's short-stay guests are less likely to be tourists than visitors with a reason to be here: families at Fort Bliss graduations and homecomings, patients and staff at the medical centers, cross-border business travelers and fans in town for a UTEP game or the Sun Bowl.

In short: LendingStreet finances El Paso short-term rentals with DSCR loans that, on some programs, qualify on projected short-term revenue rather than a 12-month lease. Loans start at $150,000, purchases go up to 80% LTV, the minimum credit score is 620 and LLC borrowers are standard. El Paso requires short-term rentals to be registered with the city and to collect hotel occupancy taxes, and HOAs in newer subdivisions often restrict them, so confirm the property can legally operate first.

Who books short stays in El Paso

Fort Bliss is the anchor. Families come for basic training graduations, unit homecomings and change-of-command ceremonies, and service members arriving on new orders often need a furnished home for a few weeks while they look for housing. Homes in the Northeast and on the east side near the post's gates see this demand most.

Medical travel is the second source. University Medical Center, the Texas Tech health sciences campus and William Beaumont Army Medical Center bring traveling nurses, residents and patients' families. Cross-border business with Ciudad Juarez adds weekday travelers, and UTEP, the Sun Bowl and Franklin Mountains State Park draw weekend visitors.

Many El Paso properties earn steadily as furnished rentals of 30 days or more for military and medical guests. Stays of that length are often treated more like leases, which can simplify both city rules and underwriting.

City registration, taxes and HOAs

The City of El Paso requires short-term rentals to register and to follow city rules on occupancy, parking and nuisance. Operators must collect and remit hotel occupancy taxes, which in Texas include a state portion and local portions. Booking platforms collect some of these taxes on your behalf, but not necessarily all of them, so confirm your obligations with the city and the Texas Comptroller.

HOAs matter just as much. Many newer subdivisions on the far east side, in Horizon City and on the Westside have covenants that bar rentals under 30 days or limit leasing. Read the recorded deed restrictions, not just the listing.

Why the tax bill matters so much here

Texas has no state income tax, so local property taxes carry much of the load, and El Paso's combined rates from the county, city, school district, college and hospital district are high relative to home values. Investors do not get the homestead exemption, and the El Paso Central Appraisal District often revalues after a sale. Some newer east side subdivisions add municipal utility district taxes.

On an STR, the tax line can be a quarter or more of the payment on a modest home. Budget on your purchase price at the full combined rate, with no homestead exemption.

Worked example: a Westside home near the mountains

This example is illustrative and not a quote. An investor buys a furnished three-bedroom home on the Westside, near the Franklin Mountains, for $285,000. The lender's adjusted annual revenue figure averages $2,900 a month.

At 75% LTV the loan is $213,750. Estimated principal and interest on a 30-year term is about $1,458. Taxes at the full combined rate are budgeted at $560 a month and insurance written for short-term use at $140, for a total payment of about $2,158. The DSCR is about 1.34x.

Taxes are more than a quarter of the payment. A similar home in a lower-tax state would carry less, but El Paso's moderate prices keep the overall payment manageable.

Seasonality and demand patterns

El Paso's STR demand is steadier than a resort market. Military graduations and moves run all year, with heavier moving season in summer. Medical stays are steady. Football season and the Sun Bowl in late December add peaks, and spring and fall bring hikers and visitors when the desert is mild.

Summer heat is the main drag on leisure travel. Underwriting uses annual revenue, so plan reserves for slow weeks and for high summer cooling costs.

Which neighborhoods tend to work

Northeast homes close to Fort Bliss suit military guests. Central neighborhoods such as Kern Place, Sunset Heights and Manhattan Heights put guests close to UTEP, downtown and the medical center, though older homes may need updates. The Westside and Upper Valley offer mountain views and quieter streets. Far east side subdivisions are newer, but HOA restrictions are common there.

Beyond the city limits

Some El Paso investors look across the state line to the New Mexico mountains, where Ruidoso and Cloudcroft are established vacation markets with their own local rules. Those properties follow New Mexico law and village or county requirements, so check them separately. Sunland Park and Santa Teresa, just across the line, are also in New Mexico. Within Texas, see our Texas STR page for markets such as the Hill Country and the Gulf Coast.

Projections and refinancing

For a purchase, programs can use a third-party revenue projection adjusted by the lender. For a property you already operate, booking history is often stronger. If a projection comes in low, see our guide to low projections. If you own an El Paso STR on short-term debt, our STR refinance page explains how history is used.

Common questions

Are short-term rentals allowed in El Paso?

Yes, subject to city registration, local rules and hotel occupancy tax. HOAs can still prohibit them, so check deed restrictions.

Can an STR loan qualify without a lease?

On some programs, yes. It can use a lender-adjusted revenue projection, or booking history if you already operate the property.

Do 30-day military stays count as short-term rentals?

Stays of 30 days or more are often treated more like leases. Confirm how the city and your HOA define short-term use.

Why are taxes so large in my El Paso payment?

Texas relies on property taxes, El Paso's combined rates are high relative to values, and investors get no homestead exemption.

What taxes do guests pay?

State and local hotel occupancy taxes. Platforms may collect part of them; you are responsible for the rest.

Can I finance a cabin in Ruidoso or Cloudcroft?

On programs that lend in New Mexico, yes, if local rules allow short-term rentals there.

Does Texas have a transfer tax?

No. Texas has no real estate transfer tax, so closing costs are mostly title, escrow, recording and lender fees.
