Short-Term Rental Loans for Eugene and Lane County Investors

Eugene's busiest nights are tied to the University of Oregon: football Saturdays at Autzen Stadium, graduation weekend and the track meets at Hayward Field that fill every room between Salem and Roseburg. The question for an investor is how much of the year looks like that.

In short: LendingStreet finances Eugene-area short-term rentals with DSCR loans that, on some programs, qualify on projected short-term revenue instead of a long-term lease. Loans start at $150,000, purchases go up to 80% LTV, the minimum credit score is 620 and LLC borrowers are standard. Eugene and Springfield regulate short-term rentals and collect transient room taxes, and HOAs can restrict them, so confirm the property can legally operate before relying on nightly income.

Event-driven demand in a college town

University of Oregon events drive the biggest spikes: home football games, move-in and commencement, and championship track and field at Hayward Field, which has hosted national trials and international meets. The Eugene Marathon, the Oregon Country Fair near Veneta and summer concerts add more weekends.

Between events, demand comes from visiting faculty, families of students, medical travelers at PeaceHealth's Sacred Heart campus in Springfield and outdoor visitors heading up the McKenzie River or out to the coast. Homes in the Friendly Area, South University, Fairmount and the Whiteaker sit close to campus and downtown.

Because many weekdays are quiet outside the school year, some Eugene owners do better with furnished stays of 30 days or more for visiting faculty, nurses and new hires.

City rules, room taxes and HOAs

Eugene regulates short-term rentals through its city code and land use rules, and operators must register for and remit transient room taxes. Springfield and Lane County have their own requirements. Oregon also charges a state lodging tax. Booking platforms collect some of these taxes, but not necessarily all, so confirm what you owe with the city, the county and the Oregon Department of Revenue.

HOAs and planned communities in the South Hills, Cal Young and parts of Springfield often restrict rentals under 30 days. Read the recorded covenants before you buy, and call the city with the specific address.

Measure 50 and the tax line

Oregon property tax works differently from most states. Under Measure 50, each property has an assessed value separate from market value, and it generally rises only a limited amount each year. A sale does not reset it, so the current Lane County tax statement is usually close to what you will pay after buying. That makes STR budgeting more predictable than in states that reassess on sale.

The exception is new construction or major improvements, such as an added ADU, which add assessed value. Check whether any recent work has been picked up yet.

Tax rates also differ by code area, so two similar homes on either side of the city limit can carry different bills. Use the statement for the exact parcel.

Worked example: a Friendly Area bungalow

This example is illustrative and not a quote. An investor buys a furnished two-bedroom bungalow in the Friendly Area, a short ride from campus and Hayward Field, for $520,000. The lender's adjusted annual revenue figure averages $3,500 a month across event weekends and quieter stretches.

At 70% LTV the loan is $364,000. Estimated principal and interest on a 30-year term is about $2,483. Taxes from the current Lane County statement are $420 a month and insurance written for short-term use is $150, for a total payment of about $3,053. The DSCR is about 1.15x.

Eugene's prices are high relative to rents, so the investor chooses 70% rather than the 80% maximum to keep the ratio comfortably above 1.0x.

Seasonality: fall football, spring track, wet winters

Eugene's peaks are fall football and late spring through early summer, when graduation, track and outdoor season overlap. The wet winter months from December through February are slow for leisure travel. Underwriting uses annual revenue, so the projection reflects both, but you should hold reserves for the slow months and for higher winter heating costs.

Coast and Cascades markets nearby

Many Lane County investors look west or east. On the coast, Florence and Yachats are established vacation towns with their own rules, and coastal counties have adopted limits on short-term rentals in some areas; Lincoln County, for example, has restricted them in unincorporated residential zones, and the rules there have been litigated. Inland, the McKenzie River corridor, Oakridge and the lakes near Cottage Grove draw anglers, mountain bikers and summer visitors.

Rules differ by city and county and change over time. Check the exact address. See our Oregon STR page for statewide context.

Wildfire, insurance and older homes

Homes in the foothills and along the McKenzie corridor face wildfire risk, and some insurers have tightened coverage there. Get a short-term rental quote, including wildfire coverage, before you write an offer. Close-in Eugene bungalows are often 80 to 100 years old, so check wiring, foundations and any old heating oil tanks.

Projections, history and refinancing

For a purchase, programs can use a third-party revenue projection adjusted by the lender. For a property you already operate, booking history usually carries more weight. If a projection comes in low, see our guide to low projections. If you own an STR on short-term debt, our STR refinance page explains how history is used.

Common questions

Are short-term rentals allowed in Eugene?

They are regulated by city code and land use rules, and room taxes apply. HOAs can prohibit them. Confirm the rules for the address before you buy.

Can an STR loan qualify without a lease?

On some programs, yes. It can use a lender-adjusted revenue projection or your booking history.

Will my property taxes reset when I buy?

Generally no. Under Measure 50, a sale does not reset assessed value, though new construction and major improvements add value.

Do football weekends carry the loan?

Not alone. Underwriting uses annual revenue, so a few big weekends are averaged with quieter months.

What lodging taxes apply?

City or county transient room taxes plus Oregon's state lodging tax. Platforms may collect part of them.

Can I finance a coast rental in Florence or Yachats?

Yes, if local rules allow short-term rentals at that address. Coastal rules vary and change, so check first.

Do 30-day stays for visiting faculty count as STRs?

Stays of 30 days or more are often treated more like leases, though city rules and HOA covenants still apply.

Does Lane County charge a transfer tax?

No. Closing costs are mostly title, escrow, recording and lender fees.
