Short-Term Rental Loans for Harrisburg and Hershey Investors

Harrisburg's short-term rental guests are an unusual mix: legislators' staff and lobbyists during session, nurses and patients' families at the medical centers, January crowds for the Pennsylvania Farm Show, and summer families headed to Hersheypark. A rental that serves more than one of those groups can stay booked well beyond a single season.

In short: LendingStreet finances Harrisburg-area short-term rentals with DSCR loans that can qualify on projected nightly revenue on some programs instead of a 12-month lease, with no W-2s or tax returns. Loans start at $150,000, purchases go up to 80% LTV, the standard minimum DSCR is 1.0x and the minimum credit score is 620. Pennsylvania leaves STR rules to each municipality, so confirm zoning and any permit with the city or township before you buy.

Municipal rules come first in Pennsylvania

Pennsylvania has no single statewide short-term rental rule. The City of Harrisburg, Derry Township around Hershey, Lower Paxton, Susquehanna, Swatara, the West Shore boroughs and townships each decide through zoning whether a whole-home rental of less than 30 days is allowed, and some require a permit, registration or inspection. The answer can differ on the two sides of a township line, and rules adopted in recent years have changed what some neighborhoods allow.

Harrisburg itself also runs a rental registration and code inspection program for rental units, and several surrounding municipalities license rentals too. Ask the zoning office how a nightly rental is classified in the district, and whether the rental license covers it.

Where Harrisburg-area STRs book

In the city, Midtown and the blocks near the Capitol and Front Street suit business travelers, Harrisburg University and UPMC visitors, and event-goers at the Farm Show Complex, which hosts the Farm Show in January and the Great American Outdoor Show in February. Restored brick rowhomes with parking do best.

Hershey draws the largest leisure crowds, for Hersheypark in summer and its holiday season, concerts at the stadium and arena, and visitors to Penn State Health Milton S. Hershey Medical Center all year. On the West Shore, Camp Hill and Mechanicsburg homes serve families and medical stays, and Carlisle fills for its car shows from spring through fall. Gettysburg and Lancaster County are within an hour for investors who want a purely leisure market.

Hotel occupancy taxes

Pennsylvania charges a state hotel occupancy tax on stays of less than 30 consecutive days, and counties, including Dauphin and Cumberland, add a local hotel tax. Platforms collect some of these on their bookings; you remain responsible for direct bookings. Register with the Pennsylvania Department of Revenue and the county before you host.

Worked example: a Hershey-area house and a Midtown rowhome

This example is illustrative and not a quote. A four-bedroom house in the Hershey area, in a district where township rules allow short-term rentals, costs $425,000. A third-party projection shows about $49,200 a year, $4,100 a month. Taxes are about $600 and insurance $160 a month. At 75% LTV the loan is $318,750, estimated principal and interest is about $2,174, the payment is about $2,934 and the DSCR is about 1.40x.

A renovated Midtown Harrisburg rowhome costs $210,000 and projects $2,300 a month. Taxes are about $330 and insurance $120. At 75% LTV the loan is $157,500, just above the $150,000 minimum, the payment is about $1,524 and the DSCR is about 1.51x. Both clear the 1.0x standard minimum, but they earn their money in different months.

Seasonality across the region

Hershey peaks in summer and from mid-November through the holidays, with a slower late winter. Harrisburg city bookings are steadier, with bumps for the Farm Show, outdoor show, legislative session weeks and graduations, and softer periods in high summer when the legislature is less active. A good projection reflects the specific area rather than a regional average. Ask the projection provider which comparable listings it used, and make sure they are whole homes of similar size in the same area.

Mid-term stays of 30 days or more for traveling nurses at the Hershey and Harrisburg hospitals, and for corporate relocations, can fill slow months. They also fall outside the hotel occupancy tax, though they bring their own lease and tenant rules.

Property taxes and assessments

Pennsylvania counties do not reassess on a fixed schedule, so assessed values may reflect an older base year rather than today's market. Taxes come from the county, the municipality and the school district, and the school district is often the largest share. Use the current bill for the parcel and the actual millage; do not estimate from a neighboring township.

River flooding and older homes

The Susquehanna has a long flood history, from Agnes in 1972 to the 2011 flood after Tropical Storm Lee. Low-lying parts of Shipoke, sections along Front Street and some West Shore and Middletown areas sit in mapped flood zones, where flood insurance is generally required and counts in the payment. Older rowhomes may need updated electrical and smoke and carbon monoxide detection to pass a rental inspection or satisfy an STR insurer.

Already hosting? Refinance on your record

If you own a Harrisburg or Hershey STR with at least a year of bookings, a DSCR refinance can use that history on some programs, with cash-out up to 75% LTV. Bring platform statements, hotel tax filings, your rental license or permit and current insurance. Use the form below or call (877) 298-1001.

If you are still deciding between Harrisburg city and the Hershey area, send both addresses. We can run the DSCR on each with its own taxes and projection so you can compare them side by side.

Common questions

Are short-term rentals allowed in Harrisburg?

It depends on the zoning district and the city's current rules. Pennsylvania leaves STR regulation to each municipality, so check with the city or township for the address.

Can I finance a Hershey Airbnb?

Yes, if Derry Township rules and any HOA allow it. Some programs qualify on projected revenue.

What taxes apply to stays under 30 days?

Pennsylvania's state hotel occupancy tax plus the county hotel tax. Platforms collect some of it.

Does the Farm Show really move bookings?

Yes. January Farm Show week and February's outdoor show fill many Harrisburg rentals, but they are only a few weeks of the year.

Do I need a rental license?

Harrisburg and several surrounding municipalities register or license rentals. Confirm what applies to a nightly rental.

Can I buy the property in an LLC?

Yes. LLC borrowers are standard, and you sign for the loan personally.

Can I stay in the house between guests?

No. Our investor loans are business-purpose loans on non-owner-occupied property.

What credit score do I need?

The minimum credit score is 620. Higher scores and more equity generally improve the options.
