Short-Term Rental Loans in Honolulu and on Oahu

Oahu has world-class demand for vacation rentals and some of the strictest rules in the country on where they can operate. Before any loan conversation, a Honolulu investor has to answer one question: is this specific unit legally allowed to rent for less than 30 days?

In short: LendingStreet finances Honolulu short-term rentals with DSCR loans that can qualify on projected nightly revenue on some programs, but only for units that can legally operate as transient rentals, mainly in resort-zoned areas or with a valid nonconforming use certificate. Loans start at $150,000, purchases go up to 80% LTV, the standard minimum DSCR is 1.0x and the minimum credit score is 620, with no W-2s or tax returns. For most homes outside resort areas, rentals of 30 days or longer are the realistic option.

The rule that decides most Oahu STR deals

The City and County of Honolulu, which governs all of Oahu, generally prohibits rentals of less than 30 days outside resort-zoned areas. Nightly and weekly rentals are generally allowed in the resort districts, chiefly Waikiki's resort areas, Ko Olina and Turtle Bay, and in a limited number of properties elsewhere that hold a valid nonconforming use certificate (NUC) or a registered bed and breakfast permit. Everywhere else, a whole-home vacation rental is generally not legal, however strong the demand.

In 2022 the city adopted a law that sought to raise the minimum stay outside resort areas from 30 to 90 days, and that change was challenged in federal court. Enforcement has been active, with fines for illegal rentals. Confirm the current rules with the Department of Planning and Permitting before you buy, and do not rely on a seller's or listing agent's description of past rental use.

Checking a specific unit

In Waikiki, not every condo building in the resort area allows transient rentals; the zoning precinct, the building's own declaration and house rules all matter. Ko Olina and Turtle Bay have resort-zoned communities with their own association rules. Outside those areas, ask the seller for an NUC or bed and breakfast registration and verify it with the city, since these permits are limited and have renewal requirements.

Taxes on transient stays

Hawaii applies its general excise tax (GET) and transient accommodations tax (TAT) to short-term rental income, and Oahu adds a county transient accommodations tax. Hosts must register with the Hawaii Department of Taxation, and advertisements are expected to show the property's tax identification. Platforms collect some taxes, but you remain responsible for filing.

Property taxes on Oahu are set by class. Units used as transient vacation rentals and homes that are not owner-occupied above a value threshold are taxed in classes with higher rates than owner-occupied homes. Check the class that will apply after you buy.

Worked example: a resort-zoned Waikiki one-bedroom

This example is illustrative and not a quote. An investor buys a one-bedroom condo in a Waikiki building where transient rentals are allowed, for $480,000. A third-party projection shows about $55,200 a year, $4,600 a month. Monthly costs in the payment are property tax of about $190, an HO-6 policy at $60 and association dues of $1,100.

At 75% LTV the loan is $360,000, estimated principal and interest is about $2,456, the payment is about $3,806 and the DSCR is about 1.21x. At 70% LTV the payment is about $3,642 and the DSCR is about 1.26x. Association dues are the second-largest line. In older Waikiki buildings, dues and special assessments for insurance and repairs can change the ratio more than the loan amount does.

Condo-hotels and association finances

Some Waikiki and Ko Olina units sit in condo-hotel buildings with front desks, rental programs and shared revenue. Financing for condo-hotel units is limited, and some programs do not lend on them at all; eligibility varies by program. Ask early whether a building is treated as a condo-hotel.

Hawaii's condo insurance market has tightened, and many associations have raised dues or levied special assessments for master policy premiums, wind coverage and deferred repairs. Request the association budget, reserve study, insurance summary and recent meeting minutes, and plan for possible increases.

Seasonality and the 30-day alternative

Oahu visitor demand is steadier than most beach markets, with winter peaks from North America and Japan and summer family travel. A projection for a resort-zoned unit should reflect the building's actual rental history and comparable units, not the island average.

For homes outside resort areas, rentals of 30 days or more to traveling nurses at Queen's and Tripler, military families arriving at Joint Base Pearl Harbor-Hickam, Schofield Barracks or Marine Corps Base Hawaii, and corporate relocations are legal and in demand. Those stays generally qualify on a lease or market rent rather than a nightly projection, depending on the program.

Other islands

Maui, Hawaii Island and Kauai each have their own county rules, and all limit vacation rentals to certain zones or permitted properties. Maui has moved to phase out many vacation rentals in apartment districts. Investors who want a legal STR outside Oahu's resort areas should check each county's current rules carefully before relying on them.

Refinancing a permitted Honolulu STR

If you own a resort-zoned or NUC unit with at least a year of booking history, a DSCR refinance can use that history on some programs, with cash-out up to 75% LTV. Bring platform or rental-program statements, GET and TAT filings, the NUC or B&B registration if applicable and the association documents. Start through the form below or call (877) 298-1001.

Common questions

No. Rentals under 30 days are generally limited to resort-zoned areas and properties with a valid NUC or registered B&B permit.

Which areas are resort-zoned on Oahu?

Mainly parts of Waikiki, Ko Olina and Turtle Bay. Not every building in those areas allows transient rentals.

What is a nonconforming use certificate?

A city permit that lets certain properties outside resort zones continue transient rentals. They are limited and must be renewed.

What taxes apply to short-term rentals?

State GET and TAT plus Oahu's county TAT, along with property tax in the class that applies.

Can you finance condo-hotel units?

Some programs do not lend on condo-hotel units, and eligibility varies by program. Ask early.

What if my house is outside a resort zone?

Rentals of 30 days or more are the legal path, and those can qualify on a lease or market rent.

Can I stay in the unit when it is not rented?

No. Our investor loans are business-purpose loans on non-owner-occupied property.

What credit score do I need?

The minimum is 620, and LLC borrowers are standard.
